Question Set #1

1. Q. Can a Japanese company without U.S. construction license, bid on this RFP ?

Yes, the requirements of this RFP are equipment rather than construction.

2. Q. Can US codes and standards for material of conveyors such as steel, bolts, surface finish be replaced with Japanese local codes and standards if it is proved that they are equivalent or more stringent?

Yes, this is acceptable.

3. Q. Are metric units of measurement accepted for conveyor design and manufacturing?

Dimensions on drawings should be in feet and inches as well as meters.

Yes, this is acceptable.

4. Q. Is a performance bond required for this project?

No

5. Q. Would you provide CAD data for BAN003-01 and BAN003-02? We would like to check mechanical interfering.

Yes, available upon request.

6. Q. "The conveyor shall be crescent-plate conveyor that meets the requirements of this appendix or heavy-duty, industry standard overlapping slat conveyor that has been marketed and sold for at least 3 years." Is our product (attachment 1) acceptable as an industry standard overlapping slat conveyor?

The “Horizontal Slat-veyor” product described in the attachment would be an acceptable industry standard overlapping slat conveyor. When bidding, please confirm that it meets the requirement that it has been marketed and sold for at least 3 years.

7. Q. Please advise if the X-ray machine is installed before the delivery of baggage handling conveyors.

The X-ray machine will be on site but will not be installed. It will be installed or put in place by others during the installation of the baggage handling conveyors. The installation of the X-ray machine is not a requirement of this RFP.

8. Q. Please advise if check-in counters, which is out scope of this RPF, are installed before the delivery of baggage handling conveyors.

Check-in counters will be installed before the delivery of the baggage handling conveyors as they are included in the renovation contract. Drawing sheet A-405 from the renovation project has been included to provide additional details on the check-in counters.

9. Q. Please advise if floors, walls and ceiling of building 17002 are finished before the delivery of baggage handling conveyors.

The renovation of Building 17002 (floors, walls, and ceiling) is scheduled to be complete in October 2026. The schedule of this project has been set so that installation of the baggage handling conveyors occurs upon completion of the renovation.

10. Q. "[X] (24) 52.219-16, Liquidated Damages-Subcontracting Plan (Sep 2021)(15 U.S.C.

637(d)(4)(F)(i))." Could you advice how to calculate a payment amount for the liquidated damage?

From clause 52.219-16, The amount of probable damages attributable to the Contractor’s failure to comply shall be an amount equal to the actual dollar amount by which the Contractor failed to achieve each subcontract goal.

11. Q. Can Japanese Engineers and subcontractor employee enter the Anderson base by showing their Japanese passport and H1 visa? Is obtaining H1 visa is scope of contractor?

Do we need to submit a special background check for on-site engineers in advance?

Japanese Nationals are authorized to enter AAFB with a sponsor; no restrictions. The sponsor will assist in completing and submitting a Foreign National Access Request Form to the Security Forces Squadron. Requests will need to be submitted prior to contactor/subcontractor arrival at the site but not before contract award. For more info, please see Visitor Center.

12. Q. Would it be a problem if a ship transporting conveyors from Japan to Guam was registered in Japan or other country, rather than in the United States?

In accordance with 247.572(a) Policy In accordance with 10 U.S.C. 2631(a), DoD contractors shall transport supplies exclusively on U.S.-flag vessels. In accordance with 10 U.S.C. 2631(b).

13. Q. It seems like there is no signal interface between BHS and X-ray. Is my understanding correct?

Correct, controls for the X-ray machine will be separate from the baggage handling conveyor.

14. Q. Where would official meetings for this RFP be held? Is online meeting in Tokyo, Yokota BA, acceptable instead of on-site in Guam?

It is required that one post award meeting be held on site in Guam to allow the winning bidder to familiarize themselves with the site, the local base contacts, and field verify any measurements necessary. Subsequent design discussions can be held virtually via Microsoft Teams or an equivalent service.

15. Q. We believe the system will operate more efficiently if we include an additional queue conveyor at the end of the ticket/scale feed conveyor before merging onto the takeaway conveyor. Is this something that would be acceptable?

This will be acceptable as long as it does not require the conveyors to extend beyond the check-in counters.

16. Q. Can we get the integration manual for the Rapiscan Orion 928DX?

This will not be necessary since the X-ray machine will not be integrated with the baggage handling conveyor and will be installed by others.

17. Q. Will this system be a manual feed to the Rapiscan screening machine or an inline solution?

The X-ray machine will be in-line with the outbound baggage conveyor system. The operator will make use of separate controls for the baggage conveyor and the X-ray conveyor to feed baggage through.

18. Q. Appendix A - Outbound

3.2.21.5. Diagrams, codes, and documentation:

Notes PLC Software shall be provided by BHS subcontractor - this is a licensed software;

do we buy a license for them?

Note this question is in reference to Appendix B – Outbound, paragraph 3.2.21.5.

Correct, the contractor should provide a license for the PLC software used.

19. Q. Appendix B - Inbound

3.2.17.1 Diagnostic Display Panel:

Any specific supplier or hardware manufacturer needed here? (Ie. Allen Bradley) Note this question is in reference to Appendix A – Inbound, paragraph 3.2.17.1. There is no specific supplier or hardware manufacturer required for this, but it should interface properly with the PLC/controls that are provided with the system.

20. Q. Appendix D – Baggage Loader and Unloader (option)

3.1.4 Is there a specific supplier or manufacturer they want for this equipment?

During the construction renovation design of this facility, the architecture and engineering firm had specified the following:

This specific manufacturer is not required – the baggage loader/unloaders could be equivalent from another manufacturer or custom built still meeting the requirements of the specifications.

21. Q. 3.1.4 & Appendix D – Baggage Loader and Unloader (option) – Please provide cut sheets or specifications for the specific baggage loader/unloader device described in this section or is this a custom unit?

Reference the response to question 20.

22. Q. 3.2.2.8 – Please confirm that all BHS provided enclosures are indoor, NEMA 12 enclosures.

Correct, all enclosures are indoor and shall be in accordance with NEMA ICS 6, Type 12.

The requirement at the end of the referenced paragraph that all enclosures shall be constructed of stainless steel still stands.

23. Q. 4.2 – Please described the specific tests required by System Checkout Test, The Quality Conformance Test, and the Reliability Demonstration Test.

These specific tests are outlined in the subparagraphs 4.2.1., 4.2.2., and 4.2.3. of the Cover PD. Reference 4.2. of the associated appendices for tests specific to each equipment type.

24. Q. Appendix B - 3.2.23.1.1. DIAGNOSTIC DISPLAY PANEL - The MCP shall be equipped with a DDP to allow authorized personnel to troubleshoot and control the conveyor system. The DDP shall be a minimum 9-inch touch screen. The DDP shall be equipped with a keypad which shall….what is included in this sentence? It was cut off.

The sentence should read, “The DDP shall be equipped with a keypad which shall control access to the diagnostic screens.” The appendix has been revised to correct this.
