About this file
This document is an excerpt from a Statement of Work (SOW) detailing General and Administrative Requirements for a Department of the Air Force (DAF) contract. The requirements outlined in Section 9.0 establish mandatory compliance and reporting procedures that contractor personnel must follow throughout contract performance.
The SOW designates Col(s) Paul W. Tinker, Deputy Director of Acquisition Excellence & Program Execution Directorate (AFLCMC/AQ_AZ) at Wright-Patterson Air Force Base in Ohio, as the Ombudsman to facilitate resolution of contractor concerns, with the note that contractors must first address issues with the Contracting Officer before escalating to the Ombudsman. Contractors must immediately notify the Contracting Officer and Information Protection Office/Security Manager of any security activities affecting performance, security incidents, or information compromises. Organizational Conflicts of Interest (OCI) must be immediately reported in writing with a description and proposed mitigation plan, and contractors must adhere strictly to any Government-approved mitigation measures. Contractors performing work on DAF installations must comply with all local, state, and federal health and safety regulations plus installation-specific policies, and immediately report accidents, injuries, or hazards to the Contracting Officer and local Safety Office. All contractor and subcontractor personnel must comply with installation access control procedures detailed in Section 6.0, including vetting requirements, pass acquisition, and vehicle registration. Common Access Cards (CACs) may only be requested for personnel requiring logical access to Department of Defense computer networks or unescorted physical access, processed through the Trusted Associate Sponsorship System (TASS), with lost or stolen cards reported immediately. All CACs must be collected and returned to the issuing office within five business days of employee departure, contract termination, or when no longer required.
