(AFPET/PTPLA), Vandenberg Space Force Base, CA (AFPET/PTPLE), Cape

Canaveral Space Force Station, FL (AFPET/PTPLH), and Kadena Air Base, Japan

(AFPET/PTPLG) provide laboratory quality surveillance and investigative analytical support of flight critical products directly related to the warfighter and space launch operations on behalf of all Air Force and other DoD agencies, as well as commercial entities. AFPET/PTPL has a vision to create a flexible, dynamic center of excellence that is responsive to customers and strategically positioned and focused to contingency and warfighter operations. We provide the warfighter and space launch activities specialized testing services and capabilities in petroleum, propellants, cryogenics, chemicals and gases for all aerospace vehicles, systems, and equipment.

2. Scope:

The Contractor shall deliver a minimum guaranteed quantity of one (1) Jet Fuel

Thermal Oxidation Testing Rig to AFPET/PTPL. The Government reserves the unilateral option to procure additional units within the period of performance, subject to funding availability and operational requirements. It is the Government’s intent to permanently field one (1) Thermal Oxidation Testing Rig at each of the four

(4) designated AFPET laboratory locations detailed in Section 5 of this Statement of

Work to satisfy regional testing missions; the initial baseline unit shall satisfy the first location, while any subsequently exercised optional units will be deployed to the remaining three laboratory destinations, to alternative Department of Defense installations as designated by the Contracting Officer in subsequent call orders.(AFPET/PTPLA, AFPET/PTPLE, AFPET/PTPLG, and AFPET/PTPLH).

These instruments will be used to test aviation turbine fuels for Thermal Oxidation stability in accordance with ASTM D3241-24, Thermal Oxidation Stability of

Aviation Turbine Fuels. The Jet Fuel Thermal Oxidation Testing Rigs will need to be durable, robust units for continuous laboratory use, and must meet the minimum requirements in Section 3.

Note: Copies of ASTM Methods may be obtained by writing to ASTM International, 100 Barr Harbor Drive, PO Box C700, West Conshocken, PA 19428-2959; or by telephone at 610-832-9255; or by e-mail at service@astm.org; or through the ASTM website at www.astm.org

3. Minimum Technical Requirements:

The following specifications list the minimum requirements for the Jet Fuel Thermal

Oxidation Testing Rigs:
