About this file
This is a Questions and Answers document for federal contract opportunity Notice ID FA860126Q0034 regarding a Digital Trace Oxygen Analyzer, issued on 19 August 2026.
The document addresses three vendor inquiries clarifying requirements for the solicitation. First, pages 1 and 2 of the Combined Synopsis/Solicitation were intentionally omitted and do not require vendor action. Second, regarding Statement of Work paragraph 3.1.5 specifications, a single instrument may utilize selectable ranges, sensor configurations, or strictly necessary add-ons to satisfy both the measurement range requirement of 0–10,000 ppm and the lower detection limit requirement of at least 50 ppb, rather than requiring one configured analyzer to cover the full span simultaneously. Third, the government provided specific operating parameters for sample analysis: atmospheric sample pressure (with adjustable regulators available for pressurized samples), a target flow rate of 4 liters per minute, room temperature operation at 22°C ±3°C, average dew points of -80°C and above for various products, and confirmed the analyzer will only be used in nonhazardous laboratory work areas. These clarifications establish the technical specifications and operating environment parameters necessary for vendors to select appropriate equipment configurations and pricing.

Notice ID FA860126Q0034 – Digital Trace Oxygen Analyzer
Vendor Question 1 - The Combo Synopsis-Solicitation PDF contains pages labeled 3 through 25 of 25, but pages 1 and 2 of that internally numbered solicitation are not present.
Are those pages intentionally omitted, or should offerors receive and return them with the quotation?
Government Answer 1: pages 1 and 2 were intentionally omitted from the Combined Synopsis/ Solicitation. No action is needed from the vendors concerning pages 1 and 2.
Vendor Question 2 – SOW paragraph 3.1.5 requires a measurement range of at least
0–10,000 ppm and the following line requires a lower detection limit of at least 50 ppb.
Must one configured analyzer cover the full
0–10,000 ppm span while achieving a lower detection limit of 50 ppb or better, or may one instrument use selectable ranges, sensor configurations, or strictly necessary add-ons to satisfy both endpoints?
Government Answer 2: One instrument may use selectable ranges, sensor configurations, or strictly necessary add-ons to satisfy both endpoints.
Vendor Question 3 - Could you please provide the intended sample conditions, or acceptable instrument operating limits, for the nitrogen, helium, hydrogen, and argon samples—specifically sample inlet pressure, outlet/vent pressure, flow rate, temperature, moisture/dew point, and whether the analyzer will be used only in a nonhazardous laboratory area? Manufacturers have identified these as necessary to select and price the exact model and configuration.
Government Answer 3: Sample pressure is atmospheric (or, our pressurized samples have adjustable regulators to control what pressure is loaded onto the analyzer/system); flow rate target we have is 4L/min; sample temperature is room temperature, (22C +/- 3);
Average dew points of the various products are -80C and above. The analyzer will only be used in a nonhazardous work area.
