About this file

This is a Questions and Answers document for Air Force Solicitation FA860126Q0012 regarding a vibration test system procurement.

The solicitation is a brand-name requirement for an ETS Solutions vibration test system. A prospective offeror questioned whether this constitutes a sole source and proposed a competing system manufactured in Japan with identical controller specifications. The government clarified that this is intentionally a brand-name solicitation for ETS Solutions and rejected alternative products manufactured in China due to Buy American Act restrictions, though products manufactured in Japan would be acceptable under DFARS 225.872-1. The government confirmed a critical requirement that all components must fit through the building doorway and hallway, with exact dimensions specified in Section II of the Statement of Work.

Regarding delivery and configuration terms, the government confirmed 100% payment upon final acceptance and installation is firm. The standard delivery timeline is 12 weeks or less, though faster delivery is acceptable. The government approved a larger slip table (1 meter x 1 meter instead of the initially proposed 800mm x 800mm), which would enable 2-week delivery from inventory, provided all components can be transported through the door opening and assembled inside the room, and the bolt pattern meets specification requirements. The larger table configuration would provide a 32% safety factor based on the 14.1 GRMS test calculations.

Questions and Answers for Solicitation FA860126Q0012 – Vibration test System

Q: Is this a sole source for ETS? We are using the exact same controller as they will be. So we have the 32 bit resolution that they do too. Are there issues with buying a shaker that is made in China? Ours is made in Japan. The labs at the AF test center in Huntsville have many of the IMV shakers. They would not touch ETS. I am attaching the data sheet for the controller we are talking about. It is the same one that ETS is quoting.

A: To reiterate, this is a brand name solicitation for a vibration test system, where the brand name required is ETS Solutions. Due to the Buy American Act, we are unable to accept a product manufactured in China. Japan is considered a qualifying country under DFARs 225.872-1, so we would be able to accept a product manufactured in Japan. Our customer also wanted to reiterate that the vibration test system must be able to fit into the building, down a hallway, and through a door frame. The exact dimensions of the doorway are listed in the SOW under Section II, Minimum Technical Requirements.

Q: It is noted that 100% payment upon final acceptance/installation. Is this a firm stance?

• Delivery noted for 12 weeks or less. This likely stems from earlier quotes when we had a shaker of this exact configuration in our RISK build inventory.

o Would you accept a shaker with a 1 meter x 1 meter (39.4” x 39.4”) slip table rather than the 800mm x 800mm (31.5” x 31.5” we had initially proposed) – This is directed at Sean (it fits within the way the SOW is written, I just want to confirm you are okay with this option).

If this is acceptable, we can deliver in about 2-weeks, as I have the same shaker model with this slightly larger slip table in our inventory.

Based on the Force = mass*acceleration calculations using the 14.1 GRMS test, this would have a 32% safety factor

A:

• Yes 100% on delivery.

• Delivery is12 weeks, but faster is acceptable.

• Bigger tables than the spec are OK, so long as we can get it through the door, which is a separate requirement (all components must fit through a width/height door way and can be assembled inside the room to bigger assemblies, see section II of SOW.) so long as the bolt pattern on the table meets the specs we called for, we are OK.
