Statement of Work
For
Vibration Test System
I. Background:
The Air Force Institute of Technology does not currently have a vibration test system (vibe table), due to failure of the previous system and inability to repair a nearly 20-year-old system. A vibe table is vital to environmental testing of spacecraft components, and to AFIT research in spacecraft systems. It is used to simulate the launch environment to establish the durability of spacecraft or spacecraft components under a very harsh vibration load condition. It is also used to support aeronautical research, testing equipment to be used in flight test projects as well as operational missions.
This specification is for a vibration test system to include: slip table (A slip table is a large metal plate that can move on a low friction surface, used to mount hardware being tested securely and tie to the shaker itself. This could potentially include an expander head for vertical axis testing, depending on the configuration of the shaker itself. See section II for further details), shaker, and control/data collection electronics.
Test requirements are governed by MIL-HDBK-340A (USAF): Test Requirements for launch, Upper-Stage, and Space Vehicles”, MIL-STD-1540D: “Product Verification Requirements for Launch, Upper-Stage and Space Vehicles,” and GSFC STD-7000A: “General Environmental Verification Standard (GEVS) for GSFC Flight Programs and Projects.”
II. Minimum Technical Requirements:
The following specification lists the minimum requirements for the Vibration Test System:
1. All components must fit through a 60-inch wide, 78” tall doorway as delivered. They may be assembled to create larger assemblies within the laboratory.
2. Slip Table: shall be no less than 30 inches x 30 inches, allow low friction horizontal motion, with a bolt pattern 4 inches on center of M10 or 3/8” SAE threaded holes to allow securing hardware to the table using existing adapters and hardware (objective).
Other bolt pattern dimensions, with a similar overall size, would be considered to meet threshold requirements.
3. Expander Head: Threshold requirement would be to use the existing AFIT expander head for vertical axis testing. Interface to this expander head is via two concentric circular, 6 bolt patterns, with a 3inch radius and a 6inch radius. The expander head has through holes suitable for M10 or 3/8inch SAE bolts. If the shaker mating bolt pattern is NOT compatible with the existing expander head, an expander head shall be included. The expander head shall be no less than 22-inch square (clipped corners removing no more than 2 inches are acceptable). The bolt pattern should be similar to the pattern on the slip table: 4inch on center of M10 or 3/8inch SAE, for no less than a 20inch x 20inch pattern (objective). Other patterns that match the delivered slip table would be considered to meet threshold requirements.
4. Shaker Head: Shall be repositionable to allow both horizontal and vertical use or otherwise permit both horizontal and vertical testing.
a. Minimum load capacity of 29 kN (6,540lbf) in sine or random vibration profiles, with the capability to simulate shock profiles with high frequency excitation, as needed (threshold).
i. This was calculated based on a 48kg test unit (24kg 12U satellite, 24kg Containerized Satellite Dispenser), 10kg of adapter hardware, 100kg of slip table and adapters, at 14.1G maximum load, with a 33% margin of safety.
b. Frequency response range shall be no less than 20Hz to 2,000Hz (threshold).
c. Power requirements: Must operate on one of the following electrical power standards: a)480V 3 phase, 60 Hz, b) 208V 60Hz, c) 110V 60Hz.
d. For the Slip Table and Shaker Head: If these items must be mounted to the floor, AFIT has a seismic mass in the laboratory with 5 bolt-down slots 91 inches long, approximately ½ inch wide, and on approximately 24-inch centers. These dimensions are approximate as there is some variation. As these are set in concrete, any flexibility required will need to be on the delivered hardware. If hardware does not need to be secured to the floor, this is informational only.
5. Shaker Control System: Shall include:
a. Calibration to NIST standards
b. Programmable control profiles shall include (but do not have to be limited to):
i. Sine sweep profiles (dwell for finite, selectable time at many (800+) selectable frequencies through range from 20 to 2,000 Hz)
ii. Track and dwell functionality to determine and test resonant sine input frequencies is required.
iii. Random vibration profiles (generate input signal to drive shaker to a specified Power Spectral Density profile defined by acceleration spectral density and frequency shape)
iv. Shock Test profiles (uses vibration table/shaker to simulate very high frequency loading representing mechanical or pyrotechnic shock events)
c. All profiles must be configurable by AFIT users for frequency range, intensity, and duration.
d. Software tools to minimize estimation errors in producing PSD spectra for control inputs to prevent over-testing/under-testing.
e. Digital drive signals required for drive signal noise reduction and reduced harmonic distortion.
f. Digital to Analog Conversion of control signal to amplifier shall be 32bit or higher resolution to minimize over/under testing of hardware.
6. Data Collection System:
a. Calibration to NIST standards
b. Minimum Accelerometer Input channels: 8 (threshold) i.Expansion available to 16 channels (objective)
c. Software tools to minimize estimation errors in presenting PSD plots of measured test article accelerations.
III. Training:
Contract price shall include on-site training for a minimum of 2 AFIT/ENY technicians on operation and maintenance of the system.
IV. Installation:
Contract price shall include on-site setup and installation of the provided system to existing infrastructure.

1. Step van/panel truck
2. Tractor/trailer, box and flatbed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tankers
This inspection will be conducted at Gate 26A located off State Route 235.
c. The following are exemptions to vehicles utilizing the CVDG:
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates, and the base will not assume liability for denied access.
2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
d. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
