About this file
The file is a Vendor Questions and Government Answers document for a THz Spectrometer solicitation (FA860125Q0182) issued by the Department of the Air Force Materiel Command. The solicitation is for a commercial, custom, or developmental THz Spectrometer with specific technical requirements, including synchronization capabilities with an external femtosecond laser or Terra-Hertz emitter. The procurement is a Firm Fixed Price (FFP) contract using Simplified Acquisition Procedures, with quotes due by 31 October 2025 at 1:00 PM EST.
Key technical specifications include an external laser source with specific parameters: uncompressed power of 9.2 W, compressed power of 7.2 W, center wavelength of 800 nm, pulse width of 96 fs, and a contrast ratio of 2300:1. The external source must be a femtosecond laser or Terra-Hertz emitter with greater than 6 THz bandwidth and a 100dB peak dynamic range. The government reserves the right to conduct interchanges with offerors, make no award, or cancel the solicitation, and no award will be made until funds become available.

02 October 2025 FA860125Q0182 – THz Spectrometer Vendor Questions and Government Answers
1. Question: Can you provide the specification of the external laser source?
Government Answer:
uncompressed: 9.2 W compressed: 7.2 W pockels SDG Delays: D1 5006. D2 5127. D4 2758 center wavelength: 800 nm bandwidth: 13 nm pulse width on SSA: 96 fs contrast ratio: 2300:1 pre. 130:1 post beam size (1/e2 mm) 11.2 M2 (factory measurement): 1.08 X. 1.07 Y Astigmatism (factory measurement): 0.04
| 2. | Question: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? |
| Government Answer: |
This is a brand-new contract for a commercial, custom or developmental product not a solicitation for services except to produce and deliver the product as described by the statement of work, minimum requirements and other relevant documents.
3. Question: In the Requirements section of the statement of work, it states "The system must be a single optical system that can couple to an external laser source to meet the minimum requirements." Does this mean the laser inside the spectrometer should be synchronous with an external laser source, or does it mean the spectrometer itself should be pumped by an external laser?
Government Answer:
The external laser or Terra-Hertz emitter source must be synchronized to the internal laser.
4. Question: If the spectrometer's laser should be synchronous with an external laser source, are there specifications for this external laser source, such as repetition rate?
Government Answer:
The external source must be a femto-second laser or a Terra-Hertz emitter with a greater than 6 THz bandwidth and a 100dB peak dynamic range.
5. Question: If the spectrometer should be pumped via the external laser source, what wavelength, output power, and pulse duration are expected?
Government Answer:
Standard Femto-Second laser characteristics
