About this file

This Statement of Work (SOW) details the procurement of a THz Spectrometer for the Air Force Institute of Technology (AFIT) to support educational activities in physics and optical engineering. The spectrometer is required to measure electromagnetic radiation in the terahertz portion of the spectrum (100 GHz to > 6 THz) and must be a single optical system capable of coupling to an external laser source. The equipment will be used for studying and developing emitters relevant to Department of Defense communication and sensing systems.

The vendor must deliver and complete all requirements within 6 weeks after contract award, with delivery to Wright-Patterson AFB. The contractor is responsible for transportation, loading, unloading, and on-site setup of the equipment. Payment terms include 100% payment upon completion of requirements, processed through Wide Area Work Flow on a net 30 basis. The spectrometer comes with a two-year warranty for defects in material and workmanship, and will support AFIT's educational objectives in critical research areas supporting national defense communication and sensing technologies.

STATEMENT OF WORK

THz Spectrometer

02 April 2025

BACKGROUND: A THz Spectrometer provides a unique capability to support teaching activities in a variety of AFIT's Physics and Optical engineering classes including, PHYS-542, OENG-780, OENG-651, OENG-650, OENG-533, OENG-530, OENG-647, OENG 616L, PHY521, METG-644, PHYS-799, and PHYS-999. This spectrometer allows one to measure the spectral content of electromagnetic signals very accurately in the terahertz (THz) portion of the spectrum. Electromagnetic radiation in the THz band is extremely useful for communication and sensing but is neglected due to the challenges associated with producing strong signals at these wavelengths. The ability to measure in this portion of the spectrum allows students and faculty to measure and study emission from various sources including, but not limited to, more powerful THz emitters. Further, THz can play the role of a probe, in pump-probe measurements revealing time resolved carrier dynamics, exciton transitions, and spin excitations allowing students and faculty to demonstrate and study unique condensed matter physics phenomena. The techniques necessary for this type of research and education are critical to the nation's multi-billion dollar a year communication and sensing activities as well as fundamental research. If not funded, there will be a significant gap in capability and understanding for students learning the skills necessary to support the nation's national defense objectives. Our graduate students fill positions in organizations such as the NGA, NRO, NASIC, and the US Space Force all of which rely heavily on the nations communication and remote sensing intelligence backbone. This system will ensure that AFIT students remain on the cutting edge of capability and understanding in support of their educational objectives.

1.0. SCOPE: The equipment will be used to measure electromagnetic radiation in the terahertz portion of the electromagnetic spectrum for the purpose of studying and developing emitters relevant to DoD communication and sensing systems.

REQUIREMENTS: AFIT requires a radiometrically accurate THz spectrometer solution that extends from 100 GHz up to > 6 THz. The system must be a single optical system that can couple to an external laser source to meet the minimum requirements.

2.0. Period of Performance: The vendor shall deliver and complete all requirements of this

Statement of Work no later than 6 weeks after contract award.

1. Contractor shall be responsible for transportation of all new products, loading, unloading, storage and all necessary movement from factory to final onsite set up.

2. The contractor Project Manager shall be responsible for on-site coordination of all deliveries of their product, to include access to and operation of any equipment needed for unloading and movement of materials or product necessary to complete all requirements of this Statement of Work.
