STATEMENT OF WORK
For
Automatic Particle Counter (APC)
16 May 2024
I. Background:
The Air Force Petroleum Agency’s Aerospace Fuels Laboratory at Vandenberg Space Force Base (AFPET/PTPLE) provides laboratory quality surveillance and investigative analytical support of flight critical products directly related to the warfighter and space launch operations on behalf of all Air Force and other DoD agencies, as well as commercial entities. AFPET/PTPLE has a vision to create a flexible, dynamic center of excellence that is responsive to customers and strategically positioned and focused to contingency and warfighter operations. We provide the warfighter and space launch activities specialized testing services and capabilities in petroleum, propellants, cryogenics, chemicals and gases for all aerospace vehicles, systems, and equipment.
II. Scope:
AFPET/PTPLE is seeking to purchase one (1) Automatic Particle Counter (APC) system with an option for AFPET/PTPLA for three (3) additional units to run testing similar to FED-STD-791E-3012, ISO 11500, or ASTM D7647 to determine particulate matter concentration in hydraulic and coolant fluid products and testing per ASTM D7619 or IP 577 to determine fuels cleanliness in aviation turbine or diesel fuels in accordance with this Statement of Work (SOW).
III. Minimum Technical Requirements:
This document covers the purchase, installation, service, warranty, training, and commissioning of an Automatic Particle Counter (APC). Unit(s) consist of an APC with a minimum of six measuring channels and liquid sensor suitable for counting particles in the desired ranges up to a minimum of 200 microns and reporting requirements.
3.1 The Automatic Particle Counter (APC) must conform to the following specifications:
3.1.1. Be compatible with and capable of analyzing and reporting on a variety of fluid types including fuels, oils, and coolants with viscosities up to 200 cSt.
3.1.2. Be able to perform various preprogrammed commercial standardized testing methods while also allow programming of user-defined testing parameters for optional test methods.
3.1.3. Be capable of storing and recalling multiple preprogrammed and/or user methods.
3.1.4. Be calibrated with NIST traceable calibration standards in accordance with ISO
11171.
3.1.5. Calibration must be easily verifiable by the laboratory without manufacturer support.
3.1.6. Have a minimum of five channels whose size ranges (channels) can be set by user.
3.1.7. Have a means of ensuring bubbles are not counted as particles (e.g., pressure/vacuum chamber, sonication bath, etc.).
3.1.8. If a pressure/vacuum system is used to remove bubbles, the minimum requirements are 4 bar for pressure and a vacuum rate of -53.5 kPa.
3.1.9. If an ultrasonic bath is used to remove bubbles, an external unit must be included.
3.1.10. Must include an automatic bottle sampler that automatically delivers a 3 predetermined volume of fluid at a controlled flow rate (sensor dependent).
3.1.11. Be capable of reporting in a variety of formats including differential and cumulative particle contamination in accordance with established standards and ISO Codes for cleanliness. At minimum, be capable of reporting:
3.1.12. Differential particulate count/100 mL results over the SAE AS4059 ranges.
3.1.13. Cumulative particle count/100 mL over the SAE AS4059 ranges.
3.1.14. Cumulative particle counts/mL and ISO Codes for cleanliness in accordance with
ISO 4406
3.1.15. Provide capability of automatically performing sample dilution and analysis, including dilution ratio calculations.
3.1.16. Include an internal computer and user controls for operation, sample information, and data storage.
3.1.17. Operate on power requirements of 110-120 V, 50-60 Hz.
3.1.18. Be a benchtop or portable instrument not to exceed 32 in (W) x 26 in (D) or 813 mm (W) x 660 mm (D).
3.1.19. Be delivered with all necessary accessories for operation.
3.1.20. Include user familiarization training at the time of delivery/initial calibration.
IV. Qualifying Country Products:
All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
V. Delivery, Installation, and Lead Time:
The Contractor shall deliver and install the product within 12 weeks after contract award to the following address:

A delivery/installation Point of Contact (POC) will be identified in the schedule of the final awarded contract who will be responsible for coordinating delivery, installation, and training.
If the option for 3 additional units is rewarded, the Contractor shall deliver and install the products within 12 weeks after contract award to the following address:

A delivery/installation Point of Contact (POC) will be identified in the schedule of the final awarded contract who will be responsible for coordinating delivery, installation, and training.
VI. Warranty:
The Contractor shall include at least a one (1) year warranty for parts and services.
VII. Invoice and Payment:
The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.
VIII. Delivery Procedures – Commercial Vehicles:
a. The company shall properly ship the system to the Aerospace Fuels Laboratory at
Vandenberg AFB CA. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.
b. All vehicles larger than a large pick-up truck are required to be inspected by the Vandenberg Space Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flatbed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
c. This inspection will be conducted at the truck gate (Lompoc Gate).
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
3. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
