Performance Work Statement
FOR
AUTOMATED LICENSE PLATE READER (ALPR) CAMERA SYSTEM
Revised v3, 04 September 2025
88th Security Forces Squadron of the United States Air Force, Wright-Patterson Air Force Base, Ohio
I. SCOPE/ BACKGROUND:
The 88TH Security Force squadron is seeking a camera security system that will be a force multiplier for the installations security of personnel and property. Currently the area in which this system will be deployed is secured for non-base associated or security vetted personnel accessing of the installation. This coverage allows addition defense in security to secure the base populous. This system shares real-time data with community partners allowing for the interception of potential threats prior to accessing the installation. This system is currently used by the 88th community partners in Southwest Ohio, allowing information sharing from over 3K cameras with local police departments, OSI, and Anti-terrorism ensuring Wright Patterson AFB and its tenant units are a "HARD TARGET" for any potential threats. If this service is not acquired the timeliness of critical information would be a hindrance to not only the community but the installation as a whole. It also drastically wastes needless man hours on gathering critical information for criminal prosecution, voiding coverage of the installation with unfettered access. This service will assist multiple agencies within the region including SFS and OSI, over 4K installation residents, and act as a physiological deterrent.
All equipment and software provided will be a rental. The current vendor has already installed ALPR for the current contract and owns the equipment and license currently in use. The prospective vendor will install equipment and licensed software for the 88th
Security Force squadron. In addition, the prospective vendor will provide a service maintenance and training for the installed cameras and licensed software.
The contractor shall provide all personnel, equipment, supplies, transportation, tools, material supervision, and other items and non-personal service necessary to fulfil this requirement.
II. TECHNICAL REQUIREMENTS:
2.1 ALPR: The contractor shall provide seven (7) EA Law enforcement grade infrastructure-free (solar power and long-term evolution LTE connectivity), cellular data transmission package data transmission, routine maintenance package for system upgrades and/or system failures/faults with the exclusion of outside interference caused by outside individuals. License plate recognition cameras with vehicle fingerprint technology and real time alerts for unlimited users with recognition capabilities and will interface with OH PD system. Cameras must be capable of recognizing both license plate(s) and vehicle characteristics during both day and night. Lastly, they must also be able to capture vehicle license plates, both stationery and in motion.
2.2 Operating System/Safety Platform: Enterprise access to the operating system platform with unlimited users. The system must have the ability to request access to share and receive data from other law enforcement agencies using the operating system.
System must have the capability for custom map creation with the ability to add layers, real time routing capabilities to project vehicle movement(s), License plate look up from various platforms while on the move. Additional requirements include real-time National Crime Information Center (NCIC) alerts and customizable notification or “hot lists” (based on administrator/user requests), and time and location-based searching, including license plate and vehicle characterization look up.
2.3 Technical Support and Training: Vendor will provide technical support and training as requested by the Project Officer.
2.4 Installation: The vendor will install (7) cameras and provide continuous service without interruptions. There will be a one-time professional service for the installation to include site safety assessment, camera setup, and equipment/software testing. See section VII of this PWS for camera placement. The operating system/safety platform service will then continue for one year, with optional years available.
2.5 Servicing and maintenance: Vendors are solely responsible for the maintenance of all rental equipment. Vendors are required to service the entire system at least bi-annually. In summation, vendors must maintain and repair any damaged equipment that is incurred due to normal use, natural causes, or accidents for the entire duration of the contract and its elective option years.
III. PERIOD OF PERFORMANCE:
The requested period of performance is base plus four (4) option years. Prior to the start of service, the vendor SHALL contract POC listed in the contract to establish project timeline, training, and place of performance near Wright-Patterson AFB, OH.
IV. QUALIFYING COUNTRY PRODUCTS:
All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with the Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
V. INVOICE AND PAYMENT:
The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.
VI. ELIVERY PROCEDURES COMMERCIAL VEHICLES:
All visitors seeking access to Wright-Patterson Air Force Base will be required to present a REAL ID-compliant credential, in accordance with federal requirements.
The company shall properly ship the products to the 88th Security Forces Squadron 2586 Newark St., Bldg. 295 Wright-Patterson AFB, OH 45433. All shipping costs to include insurance will be included in the contractor’s proposal. Great care using standard, approved packaging methods shall be taken.
All vehicles larger than a large pick-up truck are required to be inspected prior to entering the installation.
7.1. Vehicles to be inspected include, but are not limited to, the following:
i. Step van/panel truck
ii. Tractor/trailer, box, and flatbed containing cargo
iii. Tanker trucks
iv. Box Trucks
v. Tour buses
vi. Garbage/recycled waste trucks
vii. Concrete trucks/mixers, dump trucks
viii. Cranes, recreational vehicles, petroleum tanker
7.2. This inspection will be conducted at the truck gate. The following are exceptions to vehicles utilizing the Commercial Vehicle Delivery Gate (CVDG):
i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
ii. This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
iii. All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
iv. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
