26 March 2025 Rev.2 FA860125Q0056 – Vendor Questions and Government Answers
1. Question: Can you specify any details on what type of heater tubes are needed? The SOW states the tubes need to be aluminum. Are you looking for the aluminum tubing or is an actual heater required? Can you specify the actual application or an example to reference so we know what type or size of heater tubes are needed? Government Answer: SOW updated to incorporate finish. Requirements are clearly stated in the ASTM
2. Question: Who was the last incumbent? What was the total amount for the previous contract?
Government Answer: Prior contract number is: FA860120P0121
3. Question: Is there a current incumbent?
Government Answer: No, prior contract expired.
4. Question: 1800 tube/kits per year for operations (150 boxes of 12/box or 180 boxes of 10/box). Is the whole order due at one time for the year? Then the optional 4 years if exercised will be annual? Government Answer: Yes, the entire order will be required one time per year.
5. Question: Could you please confirm any specific qualifications required for the manufacturer or supplier of the Heater Tubes and Filter Kits? Answer: No additional qualifications other than what is in the SOW.
6. Question: Are there any certifications, past performance requirements, or industry standards (other than those already mentioned in the solicitation) that we should be aware of when submitting a proposal? Answer: Price and technical evaluation are the only factors. Must be registered in SAM with no exclusions.
7. Question: The solicitation mentions a NAICS code of 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. Answer: No limitations other than the size standard.
8. Queston: Could you clarify if there are any specific eligibility criteria or limitations related to this NAICS code that vendors need to meet, especially in terms of production capacity and business size? Answer: No limitations other than the size standard.
9. Question: As per the solicitation, the annual requirement is 1,800 tubes for operations, broken down into 150 boxes of 12 tubes each or 180 boxes of 10 tubes each. Will the total of 1,800 tubes per year remain consistent for the entire contract period (including the 4 option years), or are there any adjustments anticipated based on future needs? Answer As of right now that will be consistent. Each option year is subject to an evaluation of agency needs/funding availability. If there were an increase, there is no obligation to deliver above the listed quantity listed in the contract.
10. Question: Are there any other quantity breakdowns or additional supplies that need to be considered beyond the 1,800 tubes per year? Answer The SOW captures all the needed items.
11. Question: Where is the ASTM details located? Answer https://www.astm.org/
