SOLICITATION FA8601-24-Q-0072

QUESTIONS AND ANSWERS

QUESTION 1: The Performance Work Statement specifies the necessity for the instructors to be certified in the specific group exercise they are instructing. However, the PWS does not explicitly mention the acceptable certifications (such as ACE, NASM, ISSA, etc.) other than CPR and AED (including a screen snippet of the PWS for ease of reference).

Given the diverse range of potential classes that may be offered, I'm hoping you can clarify the certifications you require as some of the trainers I've contacted are only certified in weight lifting, or HIIT, or boxing and so I'm unsure if their credentials will satisfy the requirement.

ANSWER: We are not requiring a primary/generalized certification (ACE, NASM, ISSA, ACSM, NETA, etc.) prior to teaching specific group exercise classes. Our staff hold primary certifications and instruct the standard circuit type classes (boot camp, battle fit, LIIT). We’re looking to contract for the specific classes listed below that require a specialized certification only. A contractor with a primary and alternate instructor from all of these listed classes would be ideal (based on the priorities 1-4). Due to priority classes 1-3 being taught at two different Fitness Centers (water aerobics only taught at the one facility with a pool), a primary and alternate instructor is highly valued.

QUESTION 2: I’m working on a plan for putting together a team of instructors for this job. In Appendix A, there is a list of classes needed and times. Will this be the schedule that I need to fill or the sub? HIIT Cycle Yoga Zumba There are also times of classes listed at both fitness centers. Are these the correct times? Finally, when would they like these classes to start?

ANSWER: The schedule on Appendix A is an example. Exact times and locations will be coordinated with the selected contractor. These would start no later than 3 June, 2024 (but sooner is better if possible). We’re looking for primary and alternate instructors with the following priorities:

1. Group Cycle

2. Yoga

3. Zumba

4. Water Aerobics

QUESTION 3: I looked through this solicitation several times and I could not find this question:

After being awarded this solicitation, what is the expected start date?

ANSWER: The estimated award date reflected in the solicitation is 1 May 2024 but it is not a set in stone date; The award will be made in the next few weeks.

QUESTION 4: I am interested in bidding on Solicitation No.: FA8601-24-Q-0072 for Group Exercise Instructors. I had one quick question that I was hoping you could clarify for me. In reviewing the solicitation, I don’t see a selected Occupation Code and Title for the SCA/Wage Determination that the Air Force believes should be used. Can you provide clarity on which Occupation Code and Title that vendors should be using?

ANSWER: t he purpose of the wage determination document is to ensure service workers are paid no less than worker performing similar work in the same locality, but the contracting office does not provide guidance to contractors regarding interpretation of the wage determination.

QUESTION 5: I'm running into a major hurdle and that is that I don't have a set schedule with exact dates and times of the upcoming classes. The PWS states that the "COR will provide a monthly schedule to the contractor a minimum of 30 days in advance of the classes" but all of the instructors I've talked to need to know when these classes are happening before they can commit as they have other obligations to consider. Could you please assist in determining the required days and times for these classes? Also, I'd like to confirm if the start date for these classes is indeed May 1st 2024.

ANSWER:

Below is the expected class schedule, anticipated to begin no later than 03 June, 2024. Days and times are subject to change to meet the needs of our population; changes will be provided and coordinated with the selected contractor a minimum of 30 days in advance. Class participation depends on the space and equipment available per location. The maximum participation number per class is also indicated below.

QUESTION 6: Approximately how many people will be doing the group classes, so that I can put together the right team? And are these the set days (References Appendix A) that the classes are going to be held on?
