About this file

This single source justification document outlines the Air Force's need to procure two additional E911 VESTA consoles from Compass Point, LLC for the fire department at Wright Patterson Air Force Base. The justification cites Compass Point as the sole source able to meet requirements due to managing the existing E911 system under a sustainment contract, and any other vendor introducing risks to system operability. Procurement is estimated at $59,766.61. A related special notice indicates intent to award the sole source contract to Compass Point for E911 system expansion at Wright Patterson AFB, as administered by the Air Force Materiel Command Lifecycle Management Center.

Single Source Justification (Simplified Acquisition)

[UNCLASS]

April 2021 [UNCLASS] Page 1 of 2April 2021 [UNCLASS] Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 88 ABW/SI supporting 788 CES/CEXF

Project/Program Name: 788 CES/CEXFO - Fire Department, Additional E911 Consoles

Purchase Request / Local ID Number: FY2023

Estimated Contract Cost (including Options): $59,766.61

Section B: Description of the Supplies/Services Required

788 CES/CEXFO requires two additional E911 VESTA consoles in the fire department, to include shipping, installation, support.

Section C: Justification for Soliciting from a Single Source or Brand Name

Compass Point, LLC (Compass Point) is the sole vendor able to meet the Government's requirements without risking any direct or indirect negative impacts on the E911 operation for Wright Patterson AFB. Compass Point currently serves as the system hardware and software sustainment provider of the existing E911 systems at WPAFB, operating under its existing USAF contract (FA8218-23-C-0001), with management oversight by AFLCMC/HBZBH at Hill AFB.

Compass Point is also an authorized reseller of the E911 consoles and voice recorder that the fire department requires.

Acquiring the additional consoles from a different vendor introduces several unnecessary risks to the E911 operations for WPAFB. It markedly elevates the risk of system issues post-acquisition and could result in the loss of the break-fix/ dispatch support that WPAFB currently receives through the existing system sustainment contract. Any equipment found to be damaged or misconfigured due to the service of another vendor will not be covered under the prevailing sustainment contract. Furthermore, any subsequent system issues arising from the intervention of another vendor will fall outside the scope of the existing sustainment contract, introducing additional costs and jeopardizing the E911 system operability. WPAFB will consequently incur additional costs for dispatch by another vendor --services otherwise encompassed under Compass Point's existing sustainment contract. The services rendered by an alternative vendor not only incur unnecessary costs but, more critically, present substantial risks to the operability of the E911 system including a property/loss of life situation should the E911 system become inoperable.

Due to urgent and compelling circumstances as well as the unique capabilities that the company possesses, Compass Point is the sole vendor that can satisfy this requirement given the current service contracts/equipment configuration in place.

Section D: Efforts to Obtain Competition

Based on the market research conducted, Compass Point, LLC has been identified as a uniquely qualified to fulfill this requirement, due to its existing E911 contract encompassing 144 USAF installations, including Wright-Patterson AFB.

No alternate equipment or substitutes can meet the Government's requirements without incurring significant financial and operability risks.
