About this file

This document contains a solicitation for an additive metal 3D printer for the Air Force Institute of Technology. The Air Force Life Cycle Management Center is seeking proposals by March 11th, 2022 for the purchase and installation of a metal 3D printer with a build volume over 6x6x10 inches and capable of heating the build plate to 500 degrees Celsius. Proposals should include pricing, delivery within three months of award, installation within one week, and meet the representation and certification requirements. The award will be fixed price and evaluation will consider technical approach, price, and additional benefits.

QUESTIONS

QUESTION 1: What is the minimum build volume required for this project? The list of requirements only states the maximum build volume constraint of 6x6x10 inches. We can build two systems: one with a build volume of ø90mm x 100mm (3.54 x 3.54 x 3.94 inch) and another system with a build volume of ø150mm x 220 mm (5.9 x 5.9 x 8.6 inch). Would the smaller one be more suitable than the larger one?

ANSWER 1: The larger system is more in line with intended projects for the machine.

QUESTION 2: The pricing on the two machines is different and we’re not aware of your budget constraints.

Is it possible to submit two quotes as part of one submission or make two independent submissions?

ANSWER 2: We can evaluate two different quotes from the same manufacturer. It shall also be clear that each proposal will stand on its own, meaning information from one proposal will not be used in the evaluation of the other.

QUESTION 3: The list of requirements specifically states a lead time of no longer than 3 months. While it is feasible to deliver this project within that time span, there are certain factors that are outside of our control, including shipping delays at the airports, COVID-related sea port congestions, and sometimes these factors may impact the delivery schedule. We can certainly guarantee timely communication throughout the process, if any delays occur, but I would like to better understand your project deadlines.

In the worst case scenario, if certain delivery factors do impact our delivery schedule, what are the risks on our side and potential methods of resolution (for example, would this result in the contract cancellation or what is the procedure for resolving such cases?).

ANSWER 3: Longer than 3 months is fine, no longer than 6 months is ideal.

QUESTION 4: Build plate must be capable of being continuously heated to 500 degrees Celsius for the duration of 3D printing operation.

Are there specific requirements as to where and how the temperature measurements will take place?

ANSWER 4: The system shall report the build plate temperature. How heating is accomplished is less important for example, beneath the build plate or heaters around the build chamber.

QUESTION 5: Integrated thermal tomography camera to monitor the build chamber during operation. The camera shall be controlled by the machine control computer. Is there a specific set of requirements for such equipment? We would like to understand if there is a solution of preference on your side as we can practically install most of these cameras.

ANSWER 5: There is no preferred infrared tomography solution.
