FA8601-22-R-0010: RFI - with Final Additional Responses

MFH Follow-On

1. If the company has already submitted a proposal in June for this solicitation, what deliverables are expected as a response to amendment 4?

Gov’t Response: Amendment 4 is the updated Service Wage Determination for your reference in submitting your proposal/deliverables per Attachment 1 Instructions to Offerors.

2. In addition to previously submitted questions, we also ask for an extension until December

2nd to incorporate the answers to questions.

Gov’t Response: No extension will be permitted at this time. This solicitation was originally released 10 May 2022. This amendment is to allow potential changes to be made due to the amendment.

3. Attachment 1, 3.b: This paragraph could be interpreted that the government is asking for

Volumes I and II to be combined into a single PDF document. Are we correct in assuming that, due to email attachment limitations, Volumes I and II can be submitted as separate PDF documents?

Gov’t Response: Correct, volumes I and II shall be submitted in separate documents that follow the specifications in Attachment 1 Instructions to Offerors.

4. Attachment 1, 3.d.i: We are instructed to sequentially number all pages in each volume, though there is no clarification on whether pages specified to be outside of the page limits should be included in the page numbering. Are we correct in assuming that the page numbering should only include those pages that are within the page limits?

Gov’t Response: Please number all pages in sequential order per paragraph 3.d.i and in reference to paragraph 3.c, the pages referenced will not be counted against you in the page limitation.

5. Attachment 1, 3.d.ii: Are we correct in assuming that the instruction for tables, charts, graphs, and figures to be “legible” means that the text size for these items may be less than the prescribed 10-pt font, as long as they are legible?

Gov’t Response: Yes.

6. Attachment 1, 3.d.i-ii: We are instructed that proposal pages shall be 8.5x11, but that tables, charts, graphs, and figures “shall not exceed” 11x17 inches in size. Are we correct in assuming that tables, charts, graphs, and figures may also be presented on 11x8.5 pages (landscape pages) and 11x17 pages, if needed and as long as they are legible?

Gov’t Response: Correct, landscape is acceptable for tables, charts, graphs, and figures and are permitted to go beyond 8.5 x 11 inches in page size but not exceed 11 x 17 inches in page size.

7. On the SAM.gov page for this opportunity, three amendments are listed, though we only have two SF30s. Will the government confirm that amendments for which we have SF30s (dated 8 June 2022 and 3 November 2022) are the only amendments that need to be acknowledged within the proposal (along with any additional SF30s provided before proposal submission)?

Gov’t Response: Correct the SF30s from amendments 8 June 2022 and 3 November 2022, are the only amendments that need to be acknowledged.

8. Are contractors permitted to make changes to our previously submitted proposals?

Gov’t Response: Yes, contractors are permitted to make changes to proposals when an amendment to a solicitation occurs.

9. Would the government like us to resubmit our entire proposal or just the pricing portion?

Gov’t Response: Please submit the entire proposal package as required per Attachment 1 Instructions to Offerors.

10. Are we permitted to adjust our teaming arrangement (i.e., adding a team partner)?

Gov’t Response: Yes.

11. Would the government please clarify the addition of the new wage determination attachments.

Gov’t Response: The new wage determination attachments are an updated version of the Service Wage Determination, and the Residential Construction Wage Determination is applicable to the PWS for any residential construction services that require prevailing wages.

FINAL ADDITIONAL RFIs – 15 November 2022

1. Would the government please confirm that they are only accepting submissions from vendors who previously submitted in June?

Gov’t Response: The posting amendment does not limit who may submit offers. Submissions are open to all vendors.

2. Executive order 14026 states that effective 1 Jan 2023 "minimum wage rate that generally must be paid to workers generally performing work on or in connection with covered contracts will increase to $16.20/hour. There are multiple wage rates provided in the amendments that fall below $16.20/hour. Is the offeror correct in assuming that no hourly rate in support of this work should be less than $16.20/hour?"

Gov’t Response: Amendment 4 incorporates the most recently published Service Wage Determination as well as adding the Construction Wage Determination via FA860122R00100002 SF30. Any previous version of the wage rate documents should be disregarded and replaced by those incorporated by the specified amendment.
