PERFORMANCE WORK STATEMENT (PWS)
NMUSAF BLDG 489 Theatrical Lighting System Upgrade
1.0 GENERAL: This is a non-personnel services contract to perform renovation of the National Museum of the US Air Force’s (NMUSAF) theatrical lighting power and control systems. BLDG 489 contains the Early Years gallery at the NMUSAF. This gallery is one of the oldest, built in the 1970’s, and requires new theatrical lighting systems to communicate across the campus and satisfy Museum lighting standards.
2.0 Background: The theatrical lighting system in BLDG 489 should be updated to match the standard of technology compatible in the other hangars. The aim of the project is to allow for more flexible use of the Early Years Gallery to provide better end user control, be more energy efficient, and to plan for future integration between the lighting systems throughout the museum complex. Through these targeted upgrades, the NMUSAF will have more options to improve guest experience and conserve on-display historic property
3.0 Description of Services/Introduction: In order to upgrade the theatrical lighting system, the existing fixtures, hanging positions, electrical distribution, conduit, and dimmers must be removed. After the existing system has been removed, new equipment can be installed: control relay modules, new conduit/wiring, new hanging positions, new distribution of electric and signal throughout, and new computer control console/processors. This upgrade will not impact emergency lighting systems, transformers, or feed to transformers.
3.1 Contractors shall visit the site to thoroughly familiarize themselves with all details of the work and working conditions, to check and verify all dimensions in the field, and shall advise the Contracting Officer of any discrepancies before performing any work. The Contractor shall be specifically responsible for the coordination and proper relation of all work for the entire project and for the work of all the trades, and for the neat appearance, correct fitting, required quantities, etc., of all work in this project.
4.0 Objectives: Remove old lighting controls/equipment and replace with new controls/equipment.
• Removal of existing theatrical lighting hanging positions (hanging pods), wiring, and fixtures.
• Install new positions to mount theatrical lighting fixtures and accessories.
• Install new electrical and digital signal distribution.
• Upgrade lighting control system; dimmers, signal control, network components, and computer or console.
• Ensure the system is backward compatible with existing theatrical control systems and forward compatible with systems across the museum campus and future upgrades.
5.0 PROJECT DETAILS AND SCOPE
5.1 Early Years Gallery:
• Removal of existing hanging ‘Lighting Pods’ and existing electric service components.
• Install new theatrical fixture hanging positions (referred to as battens or pipes) o Four, suspended hanging positions, 40’0” above the gallery floor, ‘Raceways/ Distribution Strips,’ running the length of the gallery (approx. 200 ft.). This will provide power and communication connections for fixtures every few feet along the hanging positions.
o Install new electric ‘Outlet Boxes’, distributed along top beam of both side wall hanging positions.
o NMUSAF will provide drawings of planned layout/system overview.
• Remove existing dimmer racks (per gallery). Repurpose transformers for new relay panels.
• After de-install, the Contractor shall palletize pre-existing theatrical lighting fixtures (those installed in the 'pods'), dimmer racks, and signal processing equipment. The Contractor will transport pallets to Museum Operation's storage facility (on campus). NMUSAF will process equipment for recycle or donation. The Contractor shall dispose of pods, wiring, conduit, receptacles, boxes, and rigging materials.
• Install Electronic Theater Control’s (ETC) Sensor IQ Intelligent Breaker System to control LED loads.
• Install new network switches to manage the BLDG 489 lighting network and allow for future fiber network connection to the other hangars.
• Install new Response DMX gateways to allow for control of existing Sensor MPE racks powering the theatrical fixtures in the WWII Exhibit, Entry Hall, Kettering Hall, and the Holocaust exhibit (prior to upgrade).
• Install new Response DMX gateways and DMX distribution to allow for DMX control of the theatrical fixtures to be hung on the new Early Years Gallery lighting positions referenced above.
• Provide a new ETC theatrical lighting control console. The existing console is no longer capable of running the most up to date software versions due to lack of computational power. This console will control all the lighting in the Early Years Gallery through manual control or preprogrammed events as is currently done in hangars two, three, and four.
6.0 Period of Performance: 2022-2023 The period of performance shall be for one (1) Base Year of 12 months. The Period of Performance reads as follows:

7.0 Protection Plan: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. All systems must comply with national electrical code standards and WPAFB instruction. All suspended infrastructure must comply with local authority and instruction. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
7.1 All work shall be done following applicable codes and standards of the building trades and of the US Air Force. All work shall follow the WPAFB Base Facility Standards (BFS). Finally, the contractor shall adhere to all local, state, and federal codes and regulations which govern the work to be completed on this project.
7.2 All materials shall be installed and used per manufacturer's recommendations and intended purposes.
7.3 The Contractor shall protect against maintenance debris, including dust, from entering non-project areas.
7.4 In the event of damages of any nature caused by this work due to improper protection, precaution or safety measures, such damages shall be repaired or such property shall be replaced by the Contractor at no cost to the Government. In the event the Contractor does not satisfactorily repair or replace such damage caused by the work of this contract, the Government will make the necessary corrections and the Contractor shall reimburse the Government for labor, and materials involved.
7.5 Throughout all phases of performance, the Contractor shall protect against debris, including dust, from entering non-project areas.
7.6 Throughout all phases of performance, the Contractor shall protect on-display exhibits, aircraft, artifacts, and other historic property from damage.
7.7 In the event of damages of any nature caused by this work due to improper protection, precaution or safety measures, such damages shall be repaired or such property shall be replaced by the Contractor at no cost to the Government.
8.0 Recognized Holidays: The museum is closed Thanksgiving Day, Christmas Day, and New Year’s Day. No work can occur on those holidays.

9.0 Hours of Operation: The contractor is responsible for conducting business, between the hours of 630- 1730 Monday through Friday except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. .
10.0 Place of Performance: The work to be performed under this contract will be performed at the National Museum of the United States Air Force, 1100 Spaatz Street Wright-Patterson AFB Ohio 45433.
11.0 Contractor Storage (Lay-down) Area: The contractor shall utilize the south exterior lean-to area of BLDG 489 for storage. Area is approximately 100ft x 30ft x 30ft.
12.0 PHYSICAL Security: The contractor shall follow NMUSAF protocol for entering and exiting the facility. The contractor is responsible for securing their equipment and materials. United States Government is not responsible for damaged or lost equipment.
13.0 Special Qualifications: Rigging Contractor shall manufacture and install all rigging equipment utilizing certified Riggers who are accredited by ESTA “Entertainment Services and Technology Association.” Lighting Control equipment supplier shall utilize ETC Factory Authorized and Accredited Service Providers. Equipment for this work shall match existing lighting control equipment in all other hangers for networking purposes. The Electrical Contractor shall be licensed by the State of Ohio utilizing licensed electricians for this project. Lastly, the Contractor shall submit all insurance documentation IAW Clause 52.228-5, Insurance-Work on a Government Installation.
13.1. Applicable Standards: All work shall comply with applicable standards including, but not limited to:
13.1.1. Air Force Occupational Safety and Health Administration Standards (AFOSH).
13.1.2. USAF / AFMC / Wright-Patterson Regulations and Base Facility Standard.
13.1.3. OSHA 1910 Standards.
13.1.4. National Safety Council Data Sheets.
13.1.5. National Electric Code (NEC).
13.1.6. NFPA 70E – Electrical Safety in the Workplace.
13.1.7. NFPA 72 – National Fire Alarm and Signaling Code.
13.1.8. NFPA 101 – Life Safety Code.

14.0 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity The contracting officer,, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
15.0 Key Personnel: The following personnel are considered key personnel by the government: William Haas (Chief of Exhibits), Ben Guptil (Chief of Operations), and Kelsey Gallagher (Exhibits Lighting Designer). The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 800-1600, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.
Qualifications for all key personnel are listed below: ETC certified equipment installer, ETC certified system technician, and certified riggers and electricians.
16.0 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel are not required to obtain and wear badges in the performance of this service.
17.0 Contractor Site Responsibilities:
17.1 Aerial Equipment: Contractor is responsible for renting and maintaining aerial work platforms, hoists, and other equipment for this project. NMUSAF/Government equipment shall not be used.
Area is approximately 100ft x 30ft x 30ft.
17.2 Gallery Working Conditions: On-display exhibits, aircraft, and artifacts will not be removed for overhead work. The contractor shall provide a plan-of-action to protect USAF historic property while installing/lifting/attaching/wiring components overhead. When necessary, the contractor may propose closing the gallery to ensure safety of visitors and museum staff. (Contractor must provide advance notice of closure, minimum 72-hours).
CONTRACTOR FURNISHED ITEMS AND SERVICES
18.0 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
19.0 Secret Facility Clearance: Not applicable.
20.0 Materials: The contractor shall provide material in accordance with the BLDG 489 assignment matrix (ATTACHMENT 2)
21.0. Equipment: The Contractor shall provide aerial equipment, lifting hoists, forklifts, tools, and properly trained/certified individuals throughout the project as required.
