1) Please explain the waste generation for the used oil.
Used oil is collected from various locations throughout Wright‐Patterson AFB in both Area A and Area B. Much of it comes from hydraulic systems, vehicle oil changes, test equipment, and off specification fuel.
2) Who is the current incumbent for this contract?
Clean Harbors is the current incumbent for this contract/agreement.
3) What is the annual projected spend?
The Government cannot give out information that gives insight into another company’s pricing.
4) Can you provide a copy of last years manifest or bill of lading?
There is no manifest or bill of lading since the contractor doesn’t deliver any product. Nor do they remove any oil from WPAFB. All they do is collect it from the various locations on base and transfer it to one of two large in ground holding tanks.
5) What type of units will the truck be pumping out of? What type of fittings do they have?
The used oil is typically pumped out of aboveground storage tanks, underground storage tanks, 55 and 35 gallon drums, 5 gallon buckets. Some of the tanks have cam lock fittings, some just have open ports.
6) Is there enough space in the areas that require pumping to accommodate a 5000 gallon tanker?
Most facilities will accommodate a 5000 gallon tanker. But there are some locations that may require up to 200 feet of hose.
7) What recycling facility currently has an active profile for this stream?
The used oil is sold through the Base Recycling Program to the highest bidder. So the profile for this stream is not known at this time.
8) What company is presently transporting the used oil?
Clean Harbors is currently under agreement to transport the used oil for the collection/transfer on WPAFB. Whichever company buys the oil through the Base Recycle Program would pick it up from the large below ground storage tanks and transport it off of WPAFB.
9) Can we schedule a site visit? If so when?
We will not be scheduling a site visit due to current COVID conditions at WPAFB.
