Justification and Approval (J&A) for Other Than Full and Open Competition

I. Contracting Activity.

AFLCMC/PZICC Operational Contracting, Base Support, 1940 Allbrook Dr., Building 1, Room 109, WPAFB OH 45433.

II. Nature and/or description of the action being processed.

This action will result in the award of a follow-on contract for Liquid and Solid Runway Deicer.

III. Description of supplies/services required to meet agency needs.

The supply to be purchased under this J&A and resulting contract is Potassium Acetate Liquid Runway Deicer. Per AFI 32-1001 Civil Engineer Operations, Chapter 13 Snow and Ice Control Program, dated 25 October 2019, only airfield anti-icing and deicing products, vetted and approved by Air Force Civil Engineer Center (AFCEC) subject matter experts (SME) are to be used. Potassium acetate, sodium acetate, potassium formate and sodium formate are the only products approved by AFCEC SMEs for use on the airfield. All products must meet the performance requirements of the Society of Automotive Engineer (SAE) Aerospace Material Specifications (AMS) of SAE AMS 1435C-2012 "Fluid, Generic, Deicing/ Anti-icing, Runways And Taxiways". This commodity must meet the following USAF specs: each load must have a certificate of analysis with delivery. The analysis must consist of PH value/ Specific Gravity at 68 degrees and also flash point greater than 100 degrees C. Storage stability testing must be per SAE AMS 1435. The fluid must meet American Society for Testing and Materials (ASTMF) 1105 after storage. It must not have any evidence of separation or increase in turbidity. Cryotech and Nachurs Alpine Solutions (NASi) are currently the only two AFCEC approved producers of products.

Cryotech E36 (Potassium Acetate) Liquid Runway Deicer and Nachurs Alpine Solutions (NASi) RF-11 (Potassium Acetate) are ISO 14001:2004 certified, which addresses environmental management. Cryotech E36 Liquid Runway Deicer and Nachurs Alpine Solutions (NASi) RF-11 are also ISO 9001:2008 certified. ISO standards assure customers that all processes are appropriately managed and controlled. This means that all aspects of manufacturing, packaging, distribution and customer service must meet rigorous international quality standards before products are shipped to the customer.

IV. Statutory authority permitting other than full and open competition.

10 USC 2304 (c)(1), as implemented by FAR 6.302-l(c), Use of the'' Brand Name" product is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company than Cryotech E36 (Potassium Acetate) Liquid Runway Deicer or Nachurs Alpine Solutions (NASi) RF-11 (Potassium Acetate). The chemical configuration of this product is not available from any other source except Cryotech or Nachurs Alpine Solutions (NASi).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Cryotech and Nachurs Alpine Solutions (NASi) are the only manufacturers of the products that have been USAF tested and known to meet AF requirements. While other manufacturers produce liquid deicers, Cryotech and Nachurs Alpine Solutions (NASi) are the only manufactures that produce Air Force Civil Engineer Center (AFCEC) approved liquid deicers for use on Air Force controlled airfields, as referenced in the memo dated 1 January 2021 from Air Force Civil Engineer Center (AFCEC) to all snow bases.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

CE has also contacted a previous vendor FyveStar. They cannot provide approved deicing products. Contracting reached out to Cryotech, and Cryotech stated that only Cryotech and Myslik can distribute Cryotech E36 liquid runway
