Unfortunately due to base restrictions during COVID-19, a site visit is not possible. In lieu of a site visit please ask any additional questions.
1. Flange ratings to the temp blind flanges.
If required blind flanges should be ASME rated IAW the pressure produced at the plant (example Building 20770 produces 400psi steam)
1. The type of gaskets required for the replacement of old gaskets during re-installation of PSV’s.
New gaskets should be able to withstand the pressures and temperatures produced by each plant and IAW ASME.
1. The PSV Model #’s and Serial #’s for all valves located in BLDG 34019?
All valve information is located in Appendix A of the PWS.
1. Are these valves accessible, or is there a need for manlifts, cranes etc?
Valves are accessible but the government can’t tell the contractor how or what to use to remove them.
1. Can we assume that the hardware will be re-used? Yes
1. Can we assume that all valves are located inside? Yes
1. Can we send someone to the base to perform a pre-bid job walkdown?

1. Will the Base maintenance staff perform all lockout/tagout functions for these shutdowns?
No the contractor is responsible for their own safety procedures/programs for lockout/tagout.
1. Is there any special training required regarding working at heights and/or lock out/tag out of the Base’s systems?
No again contractor is responsible for their own safety training/programs.
1. What are the badging requirements to perform this work on Base?
Required to pass background check to obtain visitor/contractor badge.
1. As per Gen. Info. Item 4.2, can we have copies of National Fire Codes and Air Force Regulations, which pertain to this proposal?
This a general statement if there would be any NFPA, AFI’s or OSHA regulations that would need to be addressed. (example confined space entry or cutting/welding).
1. CLIN 0001-005 and subsequent Option Line Items do not match the number of valves submitted in the SOW tables, which document should be used to determine the number of PSV’s in the SOW? PWS.
Building 31240 and 20770 have back up safety valves.
1. Can we assume that the $35,000 entered by the Government for line items 006 is the total allotment for T&M costs to perform repairs for each year? Yes
1. What is the process if after award and during performance of the work, contractor determines that the allotment is insufficient to meet the T&M requirements to perform repairs or replacements?
