Q&A
1. Are you mandating the shirts be USA Made? – Shirts need to be USA made or from a Qualifying Country source. The list of Qualifying Countries is found in DFARS 225.872- 1(a).
2. IS there a specific Brand you are looking for? – No specific brand, just needs to meet the requirements.
3. I could not find anything on payment terms, could you clarify. - 100% Payment after delivery.
4. Once the bid is awarded and the work starts, is it a guarantee, even if shut back down due to COVID? - Yes. Should the marathon be cancelled/the contract terminated, the contractor shall be paid- the percentage of the contract price reflecting the percentage of the work performed prior to the notice of the termination. However, you will not be paid if printing is starting without the final approved artwork. This is stated in the Statement of Work.
5. Is the 60 poly 40 cotton a must? - Yes. Shirts must be between 40-60% certified recycled polyester.
6. Are you specifically requiring a sample printing of the marathon artwork to be included along with the bid or will any printed artwork on the Recycled Poly blend t shirts to be used be enough of proof of quality? - All that is required is one sample shirt that is 40- 60% certified recycled polyester and the rest cotton as in the Statement of Work. No artwork necessary at this point. The customer just wants to determine shirt quality.
7. There was no art attached for the Crew Chief so we weren't able to quote that request yet. Can you provide us if there is any? – It will be provided to all interested vendors if received by the close date. The requiring activity is non-essential at this time so communication with them is sporadic. I would submit what you have and provide an estimated cost of the Crew Chief shirt based off what’s provided in the SOW. Since everyone will be bidding against this solicitation without the art as a guide for that shirt, either the shirt’s cost will be zeroed out in total price evaluation or a solicitation extension will be issued once the art is available.
8. The required 60/40 recycled blend for Long Sleeve is hard to find in men's and women's cut. There’s an option for Unisex so that is what we quoted. Does that work for you? – As stated in the Statement of Work, all female runner shirts shall be v-neck. The only way around this requirement would be if all other submitted bids were unable to find a v-neck for the female runner shirts.
9. We are not too sure if the color options for the required t-shirt wanted will match the color you want in the artwork exactly. - I would do my best to find a shirt that meets the color as close as possible. The requiring activity will have final say as to if the color is acceptable.
10. Will this sample have to be submitted by 1 May, 2020? - The sample must be submitted by the closing date. If all bidders are unable to submit shirts by then, an extension will be made.
