Solicitation # FA8601-19-R-A035 Questions
3 September 2019
Question: With the description for Subfactor 4 and Subfactor 5 apparently the same, would the Government please clarify the Description for Subfactor 4 Utilities?
Answer: Subfactor 4 was updated in Attachment 2, Evaluation Subfactors. Subfactor 4 evaluates the supplies and equipment specific to utilities, whereas Subfactor 5 evaluates the supplies and equipment necessary for all of the requirements of the PWS.
Question: In the Solicitation, PWS, Page 14, sentence immediately preceding section 1.9.5 NATURAL GAS INFRASTRUCTURE which states “Additionally, Contractor will provide how they will respond to specific alarm messages and how they will meet the response times identified in Appendix B in their proposal.” Would the Government please clarify which alarm messages this reference applies to?
3. Answer - The Industrial Controls System (Johnson Metasys) generates alarms when an abnormal event occurs (i.e. supply fan failure, low temperature cutout, chiller failure, etc.). The generated alarms have specific messages assigned that tell EMCS who to contact and instructions on when to contact.
Example:
31218 – AHU-01 – Supply Fan Failure After Hours - Critical Alarm! Please contact (insert name and phone number) for emergency response.
Normal Hours – Critical Alarm! Please contact (insert name and phone number) to report failure to maintenance personnel.
Question: Would the Government please provide an inventory of the chillers installed including make, model and size? Will the contractor be responsible for water testing on the chiller systems?
Answer: The Dorm Chiller Inventory (Dorm Chiller Inventory Aug 2019) is attached.
The Selected Offeror will be responsible for confirmation of all data and updating in BUILDER in accordance will the PWS. The contractor will be responsible for water testing.
Question: Would the Government provide a detailed inventory of the FSS system installed in each dorm including the number of risers, sprinkler heads, fire department connections, pumps etc., including make and model where applicable?
Answer: The BUILDER inventory (Dorms D40 BUILDER Data) showing what BUILDER currently contains for the D40 Fire Protection System for the Dormitories is attached. The
Selected Offeror will be responsible for confirmation of all data and updating in BUILDER in accordance will the PWS.
Question: Would the Government please provide an inventory of the fire alarm systems including panel make and model, number of pull stations, number of strobe lights, number of annunciators etc. Is the fire panel monitored from a central location on base, and if so, what is the location? Who is responsible for resetting the panel in the event of an alarm, the contractor or fire department?
Answer: The BUILDER inventory (Dorm Fire Alarm Equip) showing what BUILDER currently contains for the Fire Alarm System for the Dormitories is attached. The fire alarm panels are monitored over data cabling to the Main Fire Station and the Security Facility. The Fire Alarm shop is responsible for resetting the alarm panel.
Question: How many fire alarm calls were initiated at the dorms in 2016, 2017 and 2018?
Answer: The number of responses (Response Data Sheets) is attached.
Question: How is the contractor to determine if they are to repair or replace an appliance?
Answer: The determination to repair or replace an appliance is described in AFI 32-6004, para 32-6004. The COR will provide the final determination on whether to repair or replace an appliance.
Question: Will the Government or the contractor pay for the replacement appliance?
Answer: The Contractor will pay for the replacement appliance.
Question: If the contractor pays for a replacement appliance will they be reimbursed?
Answer: This effort is a Firm Fixed Price effort with no reimbursable CLINs. The Contractor will not be reimbursed for the cost of the appliance.
Question: What is the contractor’s limit of liability for replacement of doors, windows and related hardware?
Answer: The Contractor is responsible for the maintenance and repairs of all the doors throughout the dorms IAW, Windows and related hardware (PWS 1.10.6). Dormitories 31212, 31213, 31215 & 31216 are currently receiving new windows and doors as part of an FY2017 operations and maintenance (O&M) project. There will be a warranty period for the new windows and doors. There is no limit of liability on the replacement of doors, windows, and related hardware.
Question: Is the contractor responsible for the inspection of the Fire Suppression System in addition to the repair?
Answer: Yes, the contractor is responsible for the inspection of the Fire Suppression System in addition to the repair.
Question: In the dorms where the refrigerator or stove is located in a shared common area between multiple rooms (i.e. Dorm 1418) is the contractor required to clean the appliances as stated in the PWS each time there is a COM for a dorm connected to the common area?
Answer: Yes
Question: Does the definition of common room include the shared spaces between rooms in building 1218?
Answer: Yes. Shared space in the quads is considered Common area/Kitchen.
Question: The Performance Work Statement states the contractor is responsible for “Repairs include pointing of cracked and missing masonry joints, touch-up painting of exterior surfaces and painting of new materials used for repairs. Repairs to concrete and asphalt surfaces exhibiting cracks, pitting, spalling and heaving.” Would the Government please clarify whether the contractor is responsible for repairing damages done in the past years on the previous contract, or only for damages that occur during the contract period for the contract to be awarded? Would the Government or the contractor be responsible for the cost of the repairs, if the property was damaged in the past years on the previous contract?
Answer: The new Contractor is responsible for repairing both new and old damage to the Dormitories. This includes any damage that was not repaired under previous contracts. The Contractor will be responsible the costs of the repairs. It is the Governments intent that the Contractor will make repairs under this contract that were not included in previous contracts.
Costs these repairs should be spread out over the life of the contract and included under the fixed price CLIN.
Question: If during inspection it is found that gutters and downspouts need to be replaced, would the Government or the contractor be responsible for replacement cost and labor?
Answer: The Contractor will be responsible.
Question: Would the Government please clarify what is expected of the contractor in keeping the common areas clean including cleaning frequencies (Daily, Weekly)? Do the airmen have any responsibilities in keeping their common areas clean, and if so what are their responsibilities?
Answer: Contractor will be required to keep the common areas clean at all times. Additional cleaning of the common areas may be directed by COR at their discretion. Other items described in the PWS will be cleaned when directed by the COR. The airmen are responsible for keeping their areas clean. However, if directed by the COR the Contractor will clean the area.
Question: Can the government provide the chiller specifications for dorms 1212, 1213, 1215, 1216, 1218 & 1243 (Size, Model, & Serial Number)?
Answer: The BUILDER inventory (Dorms D40 BUILDER Data) showing what BUILDER currently contains for the D40 Fire Protection System for the Dormitories is attached. The Selected Offeror will be responsible for confirmation of all data and updating in BUILDER in accordance will the PWS.
Question: Would the Government please consider giving extra time performance time (1 day) for those COMS that are issued in excess of 6 per week?
Answer: The performance time specified in the PWS is final.
Question: Does the Government expect the contractor to clean bathrooms in the common areas?
If so, who is responsible for providing paper products?
Answer: Contractor will be required to keep the common areas clean at all times. Additional cleaning of the common areas may be directed by COR at their discretion. Contractor will be responsible for providing paper products.
Question: In the Q&A provided 8/29 you stated that there will not be reimbursement for the contractor to replace appliances. Can you please further explain; section 1.11.3.1 requests we provide an estimate for repair costs, and mentions a maximum repair cost; as if this would be a reimbursable item. Please advise.
Answer: The determination to repair or replace an appliance is described in AFI 32-6004, para 32-6004. The Government will ask the Contractor to provide the repair cost. Based on the criteria described in the AFI the COR will provide the final determination on whether to repair or replace an appliance.
