1 - Reference: Response to RFI#1, Question 45, PWS, section 1.7.3.4.1 COM Performance Period.
Statement: There is substantial concern that the 7-business day requirement for a COM period will not be enough time to complete all work requirements. Through discussion with multiple vendors familiar with the unit size and work on the current WPAFB Military Family Housing Maintenance contract and through our own firsthand experience with Military Family Housing COM activity the timeline for completion of COM work was evaluated and analyzed in depth.
Our research, discussions and experience for the size homes on this project led to the following estimated duration for activities:
• Full Paint – 2+ days
• Refinish Wood Flooring – 4 days
• Carpet Replacement – 1-1.5 days / Carpet Cleaning – .5 day
• General COM Maintenance – 2 days
• Full House Cleaning – 2 days
Several approaches were considered in developing these time requirements to ensure they are realistic and not outliers or for special circumstances.
Given nature of and potential requirements of work to be performed certain services will not be able to be worked concurrently. For example, you cannot efficiently conduct COM maintenance while refinishing floors. And you cannot clean a unit satisfactorily until maintenance is complete.
These activities fall on the critical path of COM completion and can not be sped up. Using additional personnel was considered but only to a point as eventually the unit would have too many people working too many different trades in it.
While it is understood that the government previously answered the above referenced concern, we respectfully request that the government reconsider the 7-business day timeline for COM completion to allow for all work elements to be completed. We suggest there would be a baseline COM completion time for maintenance and cleaning. The government would then add onto the completion deadline based on services needed. i.e. X days would be added for partial paint, Y days for full paint, Z days for floor refinishing, etc.
Question: Would the government please give consideration to incorporating an exhibit to establish a baseline COM completion time with additional days allowed only as select services are requested?
A. Historically, the 7 day requirement has been an adequate amount of time for a change of occupancy maintenance schedule to take place therefore, the government is not considering changing the timeline at this time.
