Building 11 Room B69

1.0 GENERAL INFORMATION
The contractor shall provide all management, tools, supplies, equipment, and labor necessary to install and test an Access Control Security System (ACS) for the Strike Systems Division of the Fighters and Bombers Directorate of the Air Force Life Cycle Management Center (AFLCMC/WWS) in room B69, building 11, Wright-Patterson AFB, Ohio, 45433. The Access Control System shall meet the requirements as specified in Intelligence Community (IC) Technical Specifications in ICD/ICS 705. Additionally, this ACS must be compatible with the currently installed ACS in other AFLCMC/WWS spaces.
2.0 SCOPE OF WORK
The scope of this project is to create a complete access control system through installing equipment to achieve a complete and operating access control security systems compatible with the current infrastructure. The contractor shall furnish all resources, including but not limited to, labor, equipment, tools, transportation, supplies, software, hardware, firmware, and services necessary to install fully functioning access control systems. Provide management software installation on PC provided by the government. The contractor shall design, procure, install, configure, test and certify all required mechanical, electronic and electrical components. The contractor shall also perform training for up to five (5) staff members on the system’s operation.
3.0 PERFORMANCE PERIOD
Work shall not take place on Federal Holidays. All Work shall be performed during normal business hours between Monday through Friday 8:00 AM to 5:00 PM.

5.0 REFERENCES
5.1 Commercial Standards and Specifications
The Contractor shall use these documents as guidance in performing tasks associated with this contract.
· EIA Standard 310-D-92, Cabinets, Racks, Panels, and Associated Equipment, dated 1992.
· IEEE C62.36-91 Standard Test Measurements for Surge Protectors Used in Low Voltage Data, Communications, and Signaling Circuits.
· IEEE-SRD-142 Recommended Practice for Grounding of Industrial and Commercial Power Systems.
· NFPA 70-93 National Electrical Code.
· NFPA-101 National Life Safety Code
6.0 Technical Requirements
6.1 System Description
The system shall include the following equipment and material after the system is installed, the contractor shall test and certify that the system meets all requirements.
Access system software Controllers Proximity readers with magnetic locks Wiring, conduit, and door hardware
Equipment:
1 pin reader 2 non-pin readers 3 mag locks 3 exit buttons 1 (DSX 1042 or compatible) Two Reader Board Wire (approximately 25 ft) and conduit (approximately 10 ft of conduit as needed) Installation service
7.0 Implementation Services
7.1 Schedule
The contractor shall work directly with the security and facility personnel to ensure timely install of the access systems. Testing shall be accomplished within a day of install completion. Security and facility personnel will provide the contractor access to the facilities in a timely manner.
7.2 Program Management
The contractor shall manage the installation of the system and ensure connectivity and testing.
7.3 Equipment Installation
The contractor shall install all equipment and the installation shall adhere to communications industry, Air Force and Underwriters Laboratory standards. All contractor personnel on site shall be U.S. citizens.
7.4 Optimization
The contractor shall optimize all system equipment to ensure optimal performance.
7.5 Testing
System testing shall ensure all access systems are functioning properly.
7.6 Acceptance
The Government will formally accept the newly installed access control systems after passing all acceptance tests and subsequent successful completion of the 30-day equipment burn-in period.
8.0 Technology Refreshment
The system shall be software based and readily accept software enhancements for technology updates. This may include performance enhancements, new features, and optional features.
8.1 Warranty
The contractor shall provide a one-year warranty covering all defects in materials and workmanship to commence after final testing and acceptance.
8.2 Deliverable Requirements
The contractor shall provide adequate documentation of the final system design and results of the test and final acceptance paperwork. Per ICD 705 standards, the automated personnel ACS shall ensure that the probability of an unauthorized individual gaining access is no more than one in ten thousand while the probability of an authorized individual being rejected access is no more than one in one thousand. Manufacturers must certify in writing that their system meets these criteria.
