Could you please clarify whether hard copies are required or electronic submission is allowed or whether both electronic and hard copy submissions are required?
Both hard copies and electronic copies are required.
2. Attachment 2. 3.(4) Pg. 4 Sample Spreadsheet for calculating TEP. In the sample spreadsheet provided shows the Base POP as “12 Months” our understanding is the Base Period of Performance will be 8 months (Feb ’18 to Sept ’18), can you please confirm that only 8 months of pricing will be used to evaluate for the Base Period when calculating an Offerors TEP.
The chart on Attachment 2 Page 4 is just a sample of how the calculation will be made. The proper amount of months will be on Attachment 5.
3. PWS 1.1.10 States “The Contractor shall submit a bi-weekly report (PWS para. 1.5) that includes weight tickets…” however PWS para. 1.5 states “The Contractor shall provide a monthly report…,” please clarify whether the referenced report is required monthly or bi-weekly.
PWS paragraph 1.1.10 will be corrected to state that the contractor shall submit a monthly report.
The answer is correct for providing a monthly report by the 12th referenced in PWS paragraph 1.5.
An amendment is posted to incorporate the revised PWS.
4. PWS 1.3.1 The referenced CLIN numbers 20-23-24-25 and 28 are not disposal reimbursement CLINS and other disposal reimbursement CLINS have been omitted from the list, please clarify.
The PWS 1.3.1 will be revised as follows:

5. PWS 1.4 requires the Contractor to maintain all Government provided containers so that they have a professional appearance. Many of the Government provided containers currently in service show large areas of rust and or discoloration and some have deteriorated to the point where they are no longer watertight.
a. Will the contractor be reimbursed for the initial painting of the containers to bring them up to the required standard, as a repairable expense per 1.4.1 of the PWS?
An original inventory shall be done by the government and given to the contractor upon award of contract. By the end of the first month, a joint inventory between the COR and contractor will be completed. The contractor shall provide an updated inventory report, which will list all broken or damaged government containers to the COR. The contractor shall provide an updated inventory report, which will list all broken or damaged government containers to the COR. Repair(s) shall be completed within seven (7) days from approval by CO/COR. Repair work will be done at the government’s expense. (As referenced in PWS paragraphs 1.4.1, 1.4.5.1).
c. After the containers have been brought up to the required standard would the contractor be reimbursed for any painting required in the future, or will this be considered a contractors maintenance cost that should be factored into the FFP service charges?
