Industrial Water Treatment Site Visit Minutes

9 February 2017

BACKGROUND INFORMATION

The below information was posted to fbo.gov regarding the site visit:

SITE VISIT: A non-mandatory site visit is scheduled for 9:00 AM (EST) 9 February 2017. The assembly point for the site visit is the Hope Hotel (Bldg. 823) outside of gate 12A of Wright-Patterson AFB at 8:15 AM. This site visit will be to tour areas where services shall be performed and to answer questions regarding the sites. Submit the full name (as it appears on Driver's License) of all attendees (not to exceed two per company), Driver License Number, State Driver's License was issued, and email you have daily access to, to Talibah Brown, via e-mail at Talibah.Brown.1@us.af.mil no later than 7 February 2017 @ 1:00 P.M. (EST). This information must be provided in order to ensure access to the base.

There were two companies who submitted information after the deadline and were not permitted to attend.

All registered attendees received the following follow-up information prior to the visit:

Please read over the following information before attending:

1) Please bring your State Issued Driver's License with you.

2) Any questions you may have during the site visit shall be submitted to Talibah.Brown.1@us.af.mil after the visit to ensure all questions are answered completely and correctly. You may want to bring a notebook to keep track of questions.

3) We recommend you read the PWS prior to the site visit. We will not walk through the PWS during the time of the site visit. If you have questions please submit them as directed above.

4) Please remember to sign in before we begin the site visit. Talibah will have a sign in sheet.

5) Please do not wander away from the group during the site visit.

When you arrive we will wait for attendees in the parking lot of the Hope Hotel (near Packy's restaurant). The bus should arrive at 8:30. Everyone will sign in, board the bus, and we will depart shortly after to visit buildings 31240, 30013, 10830, 20770, and 20559.

SITE VISIT

Attendees met in the parking lot of the Hope Hotel between 8:15 and 8:30 A.M. Prior to boarding the bus, they signed in with Talibah Brown and showed registered I.D. All attendees had submitted their information prior to the site visit as requested. However, only 8 or the 10 registered attendees had signed in prior to the prompt departure at 9:00 A.M.

After visiting the first two buildings there was word that 2 of the attendees could not locate the departure point but were there on time. So, the bus went back and retrieved them from the Hope Hotel Lobby. An additional representative (from a different company) tried to board the bus with them but was not permitted to do so; as his name was not on the list of approved attendees.

Building Tours/Stops Area A

1. Bldg. 1240

a. PWS Correction noted: There is no clarifier in at this site and the PWS will be updated as such

2. Bldg. 13

a. High steam feed for Area A, a main distribution point

b. No questions

3. Bldg. 830/840

a. System volumes for biocides not listed for each site

b. Each site is not metered

c. Acid tank is base property

d. Daily testing is required by the Contractor

e. Questions:

i. Does safety play a part in the proposal evaluation?

1. Safety is rolled up into the “technical” factor and Contractors who submit proposals will be certifying that they agree to meet all safety requirements as stated or referenced in the PWS.

ii. Is the base on its own well water?

1. Yes.

Area B

4. Bldg. 559

a. The government is looking to convert some of its systems to include a softener system gradually and little by little.

b. Questions:

i. Does everything have to be hand-carried to and from the site?

1. No, there is a freight elevator.

ii. Why is acid delivered at 15 gal drums and not 55 gal drums? Every time acid is handled it is a hazard.

1. That is the current contractor’s choice.

5. Bldg. 770

a. Main steam plant to Area B facilities

b. There is no coal used in operation of this facility, only natural gas.
