PERFORMANCE WORK STATEMENT

FOR

PIPETTE CALIBRATION SERVICES

IN SUPPORT OF THE UNITED STATES OF AIR FORCE (USAF) APPLIED TECHNOLOGY AND

GENOMICS CENTER AND THE EPIDEMIOLOGICAL REFERENCE LABORATORIES

27 August 2015

1.0 SCOPE. This Statement of Work (SOW) provides justification for the maintenance services expenditure of the 711 th

Human Performance Wing to include but not limited to the United States Air Force (USAF) Applied

Technology and Genomics Center (USAFSAM/FHT) and the Epidemiological Reference Laboratories

(USAFSAM/PHE).

1.1 BACKGROUND. The purpose of this effort is to acquire technical services for the Applied Technology and

Genomics Center and the Epidemiological Reference Laboratory. These laboratories provide continual and rapid evaluation, validation and transition assistance of new off-the-shelf technologies and identify emerging technologies

(“technology discovery”) to fill critical gaps in force protection, rapid diagnostics, epidemiology and preventive medicine to meet Air Force global mission requirements.

1.1.1 USAF Molecular Biology Laboratory Micropipette Calibration. USAFSAM/FHT performs molecular biology experimentation as part of their mission to evaluate DNA/RNA and protein of humans and microorganisms.

Molecular biology requires the use of micropipettes, which deliver volumes of fluid from the 0.1 microliter to 1000 microliter range. These micropipettes are utilized daily and are integral to mission execution, and the exact measurements delivered by these micropipettes are important for the testing validity. These micropipettes need to be calibrated annually, inspected for issues, repaired if needed, and replaced parts such as O-rings and seals if unable to be reconditioned.

1.1.2 Epidemiological Reference Laboratory Micropipette Calibration. USAFSAM/PHE utilizes test methods that require pipettes to be calibrated in compliance with ISO 17025. Micropipettes deliver various volumes of fluid from 0.1 microliters to 10,000 microliters in range. There is a need for two levels of pipette calibration.

Level 1 (research) calibration includes preventative maintenance, assessments using manufacturer specifications, and documentation by at least a calibration. Level 2 calibration includes accuracy and precision assessments for ‘As found' and ‘As left', and preventative maintenance. Documentation of Level 2 (ISO 17025) calibration service consists of a calibration sticker and a calibration certificate. The calibration certificate includes all but not limited to the following: ‘As found' and ‘As left' data, environmental conditions at the time of calibration, accreditation body logo, NIST traceable equipment used to perform calibration, date calibration performed, maintenance performed, service person, and pass or fail assessment. Preventative maintenance is performed according to manufacturer's instructions and must include inspection; cleaning; replacement of Teflon seals, if appropriate; replacement of defective parts, and adjust the calibration. Personnel who perform the calibration must be adequately trained to be able to calibrate and maintain a wide-variety of manufacturers' pipettes including manual and electronic models.

Due to the extensive number of pipettes that require service, calibration must be performed on-site within the

711HPW, building 20840, located at 2510 Fifth Street, Wright Patterson Air Force Base, Ohio 45433.

2.0 TECHNICAL REQUIREMENTS
