Repair/Replace Steam Stanchions Area B – ZHTV090018.
Project #090017 Vendor RFIs and Government Responses
17 July 2015
1. The “Existing Stanchion Assessment” chart shown on Drawing S-101, S-102, S-103, and S-105 do not include all of the stanchions that are shown on the Repair Location Plans. For the stanchions not listed in the charts, our understanding is that no work would be required on them.
Is this the correct interpretation? Please note that Note 2 located underneath Detail 4/S-302 would seem to indicate that all existing steel that remains is to be cleaned and provided with a corrosion resistant coating however, the Existing Stanchion Assessment charts show that only some of the stanchions to remain are to be cleaned. Please clarify.
Gov’t Response:
1) Your statement: “For the stanchions not listed in the charts, our understanding is that no work would be required on them” is correct.
2) Your statement “Please note that Note 2 located underneath Detail 4/S-302 would seem to indicate that all existing steel that remains is to be cleaned and provided with a corrosion resistant coating however, the Existing Stanchion Assessment charts show that only some of the stanchions to remain are to be cleaned. Please clarify.” The Existing Stanchion Assessment charts show additional stanchions to be cleaned that are not listed under “Repair (Existing)”.
2. Drawing Note B on Drawing S-101 is indicated on the Repair Plan between stanchions 15 and 40. The description for this note says that “Repairs shall include internal waterproofing the face of the tunnel.” This note goes on to say “See chart on S-101 for locations of required internal waterproofing”. The chart on Drawing S-101 says that internal waterproofing is only required between stanchions 18 and 19 and between stanchions 23 and 24. This conflicts with Note B locations on the Repair Location Plan. Please clarify where the internal waterproofing is required. Is it only required where indicated in the External/Internal Waterproofing Application Location Charts? This same question applies to drawings S-102, S-103, S-104 and S-105.
Gov’t Response: Additional internal waterproofing required beyond the typical 1’-0” base applications (base applications are required the full length of each tunnel-see Detail 2/S-301) are listed solely on the Internal/External Waterproofing Applications chart for the respective Location Plan.
3. The Tunnel Concrete Replacement Chart on Drawing S-101 indicates that approximately 30 LF of wall and ceiling is to be replaced between Stanchions 74 and 76. The Tunnel Repair Location Plan only indicates 55 stanchions. Is the reference to Stanchions 74 and 76 correct? If it is, please indicate where stanchions 74 and 76 are located.
Gov’t Response: See Addendum 01 1.A.1) and the corrected Drawing S-101-shows the correct concrete replacement location is between Stanchions 28 & 36.
4. There are notes on Drawing S-302 that say that “repair details are applicable at locations where corrosion is evident at base but less than 25% loss of section at base”. Is this note a reference to the stanchion repair locations that are noted in the Existing Stanchion Assessment charts on drawings S-101, S-102, S-103, S-104, and S-105 under the “Repair” column?
Gov’t Response: Yes
5. The Coating Schedule found on page 7 of Section 09 97 13.00 40 indicates that the coatings are to be applied only to the existing steel that is to be cleaned. Our interpretation is that the stanchions that are to be repaired are also to be cleaned and to receive the coatings specified in this spec section. Please confirm that this is the correct interpretation and confirm that the coatings specified in Section 09 97 13.00 40 does not apply to the new stanchions.
Gov’t Response: As stated in the applicable Stanchion Repair Drawing Note, the stanchions that are to be repaired are also to be cleaned of any corrosion and all existing steel are to receive the coatings specified in Section 09 97 13.00 40.
6. In reference to Detail 1 / S-303, is any connection required between the legs of the new stanchions and the tunnel roof slab?
Gov’t Response: No.
7. For tunnel wall and roof replacements, please provide a detail or a description to show what is required where the new tunnel walls or roofs tie into the existing tunnel walls or roofs.
Gov’t Response:
1) The new ceiling-to-existing wall connection is shown in Detail 2A/S-303.
2) Detail 2B/S-303 covers where both the wall and ceiling are new and tie into existing occurs at the existing concrete base.
3) In a new separate Addendum(Addendum 02), a detail showing how a new wall shall connect into the existing concrete elements will be provided.
8. We have no way of figuring the cost of the internal waterproofing because we cannot determine the quantity of the area that is to be treated with the crystalline waterproofing system.
Please provide a quantity for us to include in our bid or provide the means to calculate it. In order to calculate it we would need the total length of the tunnels at each location, the approximate distance between stanchions and the required quantity at each waterproofing location identified as “near stanchion __” identified in the Waterproofing Application Locations charts.
Gov’t Response: The quantity of area to be internally waterproofed shall be based on the applicable information in the drawings and specifications. Also see RFI 002 Item 3 Gov’t Response.
9. Is the crack injection work to be performed only at the locations noted in the photos? If not, we have no way of figuring the cost of the crack injection work. In that event, please provide a quantity for bidding purposes and request unit pricing for this work.
Gov’t Response: Yes, the crack injection work is to be performed only at the locations noted in the photos. Also see RFI 002 Item 2 Gov’t Response.
10. The quantities of the concrete surface spall repairs cannot be determined based on the information contained in the drawings. Please provide a quantity for bidding purposes and request unit prices for this work.
Gov’t Response: The quantity of surface spall to be repaired shall be based on the applicable information in the drawings and specifications. Also see RFI 002 Item 1 Gov’t Response.
