It shall not include repair of damage resulting from accident, transportation between government sites, neglect, misuse, and failure of electrical power, air-conditioning or humidity control. The contractor shall maintain the water purification system within operational parameters in accordance with AAMI Standards. 0.2 sub-micron filtration is utilized, as well as water recirculation to minimize bacterial growth within AAMI Standards.

The contractor shall provide sanitization of Reverse Osmosis (RO) membranes annually and a monthly treatment to disinfect the loop. The contractor shall complete two-(2) product water trace elemental analyses per year for routine monitoring of the quality of water produced by the system. The contractor shall monitor the system via audible alarm to detect malfunctioning status of water system as well as monitoring alarms.

The contractor will provide preventative sanitation monthly. Preventative sanitation includes sanitation of the storage tank and distribution piping including fresh water rinse after the sanitation.

The contractor technicians shall be responsible for all maintenance on the system, changing filters, flushing, system disinfection, routine and non-routine maintenance and shall use infection control procedures to prevent cross-contamination.

1.3 CONTRACTOR PERSONNEL:

All services under this contract shall be performed by factory-trained, English speaking, technically qualified and authorized service personnel who have completed applicable maintenance training courses. Applicable maintenance training includes training and experience performing as a minimum the following tasks: performing scheduled preventive maintenance, performing remedial maintenance, and a thorough knowledge of the system hardware.

1.4 GENERAL INFORMATION:

1.4.1 CONTRACTOR POINT OF CONTACT: The contractor shall identify a 24-hour/7 day a week single point of contact for the government personnel requesting services to be performed under this contract. If the point of contact is not within the local calling area, the contractor shall provide a toll-free number for such service. The contractor shall make arrangements to enable its maintenance representative to receive notice of a service request or provide an answering service or other telephone coverage to permit the government to make timely contact throughout all periods of coverage.

1.4.2 SUPPLIES AND SPARE PARTS INVENTORY: Exchange of two 300MB mixed bed deionizers per month (should be registered as a medical device and be regenerated in GMP Facility), one 230CR carbon filter (quarterly), the 10" 0.2 micron filter (quarterly), the 10" 5 micron filter (quarterly), 20"micron filter (quarterly), and 50 l b. bags of salt as needed not exceed 150 bags per yr. Only new standard parts or parts equal in performance to and interchangeable (without alteration) with new parts shall be used in performing repairs. The contractor shall not use any replacement parts in repairing the system that would result in Original Equipment Manufacturer (OEM) refusal to support the equipment. Installed parts shall become the property or the government. Parts, which have been replaced, shall become property of the contractor and must be removed from the installation at the expense of the contractor. The contractor shall replace any government owned materials that are damaged through or by contractor fault with materials of equal or better quality, at no cost to the government. The government shall not be billed if parts are proven to be faulty.

1.4.3 ENGINEERING CHANGE ORDERS (ECO): The contractor shall obtain and keep current information on all ECOs issued by the OEM that apply to equipment currently under maintenance coverage. Notification shall include a description of the change, the equipment it applies to, and recommendation as to whether it shall be installed. The contractor shall obtain, install, and maintain all ECOS requested by the project manager, through the contracting officer, within 60 days of the request, or as scheduled by mutual agreement, or as soon as possible for ECOS that correct problems related to the safety of people or equipment. All ECOS shall become the property of the government.

1.4.4 CONTRACTOR SERVICES: The contractor shall provide maintenance service of the equipment listed in the schedule during the Principal Period of Maintenance (PPM): Tuesdays or Thursdays, 7:30AM - 4:30PM, excluding federal holidays. Federal holidays are: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas Day. All scheduled maintenance shall be coordinated through the Hemodialysis Unit.

1.4.4.1. Preventive Maintenance (PM): Maintenance performed on a scheduled basis by the contractor that is designed to keep the equipment in operating condition. The contractor shall perform one (1) PM inspection per year. The PM inspection shall be accomplished during the month of January. The contractor will establish and conduct a preventive maintenance inspection program, which ensures the system is available for use during 95% of the normal working hours (Monday-Wednesday-Friday, 05:30AM - 05:00PM every month. The inspection program shall meet or exceed the OEM guidelines. A detailed copy of the actions taken during preventive maintenance inspections shall be included with the service call report. Details shall include any action preformed on the machine (i.e. cleaned, adjusted voltages, voltages measured, etc.) and a listing of all parts replaced and their value. The contractor will supply all parts that are required for the PM inspection. All modifications and upgrades that are recommended or provided by the OEM will be accomplished during PM inspections. The contractor shall supply the parts, required to perform the aforementioned up grades/modifications, without additional charge.
