Performance Work Statement for Corporate Communications Contract
Dated: 31 July 2013
1.0. DESCRIPTION OF SERVICES.
1.1 SCOPE.
The contractor shall provide all personnel, tools, materials, and other items and services necessary to provide Information Dissemination Services and Administrative
Support at the Air Force Research Laboratory at Wright Patterson AFB, OH. The service shall include: commercial art/graphic design, desktop publishing, technical writing and editing, trade shows/exhibits, photography, business meetings and event participation planning, video production and computer animation.
Personnel qualifications are as follows. The contractor shall designate one of these on-site personnel as the on-site team lead.
a) Technical Editor/Writer
Description: Applies technical knowledge and writing skills to develop, write, revise, and edit reports, articles, manuals, specifications, presentation materials and other technical documents. Uses rough outlines and resource materials and interprets information obtained through research or provided by technical specialists. Applies knowledge of AIS documentation content and format standards to prepare, edit and publish technical materials.
Experience: Level 2: High school diploma or equivalent with a minimum of seven
(7) of functional area experience; or Associates degree with a minimum of five (5) years of functional area experience; or Bachelor’s degree with a minimum of three
(3) years of functional area experience.
b) Graphics Illustrator/Web Developer
Description: Apply knowledge and expertise to create the final style and format of web sites and social media. Operate graphics/website development workstation equipment, video equipment, scanner equipment and associated software. Apply communication skills to interface with technical and nontechnical personnel in the performance of this position.
Experience: High school diploma or equivalent with a minimum thirteen (13) years of functional area experience; or Associates degree with a minimum of ten (10) years of functional area experience; or Bachelor’s degree with a minimum of eight
(8) years of functional area experience; or Master’s degree with a minimum of seven (7) years of functional area experience; A certificate in Commercial Art Technology is acceptable in lieu of an Associate’s degree.
c) Graphics Illustrator
Description: Apply knowledge and expertise to create the final style and format of illustrations associated with military specifications, standards, ad hoc publications and handbooks. Operate graphics workstation equipment, photography equipment, video equipment, scanner equipment and associated software, and photo reproduction equipment. Apply communication skills to interface with technical and nontechnical personnel in the performance of this position.
Experience: High school diploma or equivalent with a minimum of thirteen (13) years of functional area experience; or Associates degree with a minimum of ten
(10) years of functional area experience; or Bachelor’s degree with a minimum of eight (8) years of functional area experience; or Master’s degree with a minimum of seven (7) years of functional experience; A certificate in Commercial Art Technology is acceptable in lieu of an Associate’s degree.
d) Technical Administrator
Description: Apply administrative knowledge in support for program and management operations. Supports customer requirements for internal and external briefings and reports by assisting with preparation, scheduling and coordination of materials. Provides knowledge and capability in the use of personal computers and appropriate software applications to produce visual aids (slides, viewgraphs, briefing charts and other graphics); file and retrieve electronic and/or paper graphics materials to facilitate research and expedite creation of briefings and reports; compile and prepare briefings and reports in hard copy, for special and/or recurring reports; and provide assistance during briefings. Monitors office supplies and assists with supply lists and electronic baskets. Provides administrative support to various functional areas including Human Resources including inputting information into various management systems such as Defense Travel System, monitoring information flows from various systems, providing reports from systems and assembling information from the systems.
Experience: High school diploma or equivalent with a minimum seven (7) years of functional area experience; or Associates degree with a minimum five (5) years of functional area experience; or Bachelor’s degree with a minimum three (3) years of functional area experience
1.2 DISSEMINATION OF INFORMATION
The timeliness of information dissemination is a critical component in Air Force research and development efforts. The product of the Air Force Research Laboratory structure is technology. The advancement of technology requires continuous exchange of information and ideas between government agencies, associated DoD contractors, universities, and allied foreign countries. This overall support effort is expected to utilize a combination of both on-site and off-site contractor personnel/resources to meet day to day support requirements, and off-site contractor resources that are drawn upon to support special projects and respond to surge support requirements.
The Government estimates that day to day on-site support will constitute approximately two thirds of the overall contract value, with special projects and surge support making up the remaining third. Some tasks may require the contractor to complete all the work within a short time frame (as little as eight hours). Other tasks will require work to be completed within an agreed upon time frame. The contractor shall document labor hours, costs incurred, and a description of time and materials tasks performed in monthly reports (CDRL Data Items #s A00l and A002). Any presentations, displays, videos, or promotional material developed under this task shall be deliverable to the Government (CDRL Data Item # A003).
1.2.1 Written Products (On-Site Support)
1.2.1.1 Briefings, Speeches, Articles & Scripts: The contractor shall support writing and editing (on average) 4 briefings, speeches, newspaper articles and scripts per month for the Air Force Research Laboratory (AFRL) Command Section and HQ Directorates as required. The contractor shall perform all needed research & interviews in support of the written products referred to in this paragraph. The contractor shall ensure proper spelling and grammar are used and that all factual information used is true and accurate. The contractor shall maintain an electronic archive of all speeches and briefings, and ensure the Government has access to that archive.
1.2.1.2 Bi-Monthly Feature Articles: The contractor shall create feature articles and publish such that they are accessible by the entire AFRL workforce. The estimated frequency of these articles will be approximately six times per year. All content must be approved by the Government before it is published.
1.2.1.3 Technology Milestones (On-Site Support):
1.2.1.3.1 The contractor shall edit Technology Milestones articles and content received from the Technology Directorates and Headquarters offices for annual publication on the Internet and in hardcopy or electronic form at the end of the calendar year.
1.2.1.3.2 The contractor shall archive all Technology Milestones for future reference, and ensure the Government has access to the archived material.
1.2.1.3.3 The contractor shall design and print the Technology Milestones publication as directed by the Government.
1.2.1.4 AFRLink Electronic Magazine:
1.2.1.4.1 The contractor shall maintain, update, and publish the AFRLink electronic magazine (developed for use on IOS and Android mobile devices). The contractor should have experience managing and publishing content using Adobe Digital Publishing Suite (DPS) Enterprise.
1.2.1.4.2 The contractor shall edit AFRLink articles and content received from the Technology Directorates and Headquarters offices for publication on AFRLink.
1.2.1.4.3 The contractor shall archive all articles and content for future reference, and ensure the Government has access to the archived material.
1.2.1.4.4 The contractor shall publish new editions of AFRLink at least once per quarter. Minor updates/corrections to articles and content will be published on an as-required basis.
1.2.1.4.5 The contractor shall ensure that all material is properly marked and reviewed through government channels prior to public release.
1.2.1.5 Defense Innovation Marketplace (On-Site Support):
1.2.1.5.1 The contractor shall maintain, update, and publish content on the Science and Technology section of the Air Force page on the Defense Innovation Marketplace (DIM) web site (http://www.defenseinnovationmarketplace.mil/).
1.2.1.5.2 The contractor will receive all DIM content from AFRL Technology Directorates, AFRL Headquarters, AFMC, and SAF/AQ offices.
1.2.1.5.3 The contractor shall archive all DIM content for future reference, and ensure the Government has access to the archived material.
1.2.1.5.4 The contractor shall publish new information on DIM on an as-required basis, but no less than once per month.
1.2.1.6 The contractor shall ensure that all material is properly marked and reviewed through government channels prior to public release. For non-public release items, the contractor shall ensure that all material is properly marked prior to posting or distribution. All material will be reviewed and approved by the Government prior to publication.
1.2.2 Visual Products and Other Graphics Support (On-Site Support)
1.2.2.1 Posters, Banners & Displays: The contractor shall design and create posters, banners and displays for corporate events, or as needed for the AFRL headquarters building or other AFRL facilities.
1.2.2.2 Brochures & Flyers: The contractor shall print & bind (off-site) informational brochures, flyers, business cards, event programs and other marketing items as requested by the government.
1.2.2.3 Templates: The contractor shall manage communication product templates and make them available to the entire AFRL workforce. Templates include but are not limited to PowerPoint presentations, Bullet Background Papers, CD labels, and brochures.
1.2.2.4 Videos: The contractor shall design and create periodic “I am AFRL” videos that highlight an AFRL employee. The contractor shall also prepare a periodic “Wow” video that highlights one AFRL technology, facility, or capability. The contractor shall also prepare videos of various AFRL events (e.g., Dayton area STEM events) on an as required basis. The contractor shall ensure that videos are prepared that cover the breadth of AFRL’s workforce, technologies, facilities, and capabilities. The contractor shall ensure all final videos contain information suitable for public release. The contractor shall deliver videos to the Government for final approval of public release on the Internet or in other electronic media.
1.2.3 AFRL Website & Social Media (On-Site Support):
1.2.3.1 The contractor shall maintain and administer corporate AFRL websites used for information dissemination to the entire AFRL workforce. AFRL has multiple websites, to include .com, .mil, social media (Facebook), Twitter, etc.), and SharePoint. The contractor shall have demonstrated experience working in both public
(.com) and government (.mil) domains, since there are notable differences in the way those sites are developed and administered.
1.2.3.2 The contractor shall engage with Technology Directorates to ensure timely and accurate information is available and received by the workforce.
1.2.3.3 The contractor shall manage AFRL corporate social media to include but not limited to Facebook, LinkedIn, Twitter, and YouTube sites.
1.2.3.4 The contractor shall investigate appropriate and feasible opportunities for
AFRL to more quickly, more effectively, and more efficiently touch the internal workforce and external audiences with corporate messaging through websites and social media.
1.2.4 EVENT PLANNING AND BUSINESS MEETING SUPPORT (On-Site Support)
1.2.4.1 The contractor shall plan for the participation of AFRL headquarters in workshops, symposiums and conferences related to Air Force technology. The contractor shall provide exhibit planning and execution, arrange for audio and visual equipment needs, provide on-site administrative support as needed, and document proceedings for each event.
1.2.4.2 The contractor shall arrange for use of a facility suitable for unclassified business meetings on an as needed basis for up to 35 attendees. The contractor shall provide for all audio and visual equipment needs and supply on-site administrative support to include documentation of all proceedings for each event.
1.2.4.3 The contractor shall provide event planning services for AFRL Corporate Development activities including the planning and execution of an annual AFRL Fellows Award Ceremony. This annual event will occur in September 2013, and will involve approximately 150 AFRL's senior leadership, fellows, and several hundred attendees.
Event support services will include, but are not limited to coordinating and providing on-site registration support, planning and executing all required logistical support, and coordinating all audio visual requirements and display services associated with the event.
1.2.5 TECHNICAL DISPLAY SUPPORT (On-Site/Off-Site Support)
The contractor shall graphically illustrate, in detail, scaled hardware models and develop technical displays to explain or increase the understanding of Air Force Science and Technology programs or aerospace hardware/software, as requested by the government. Activities related to technical displays include design, construction, shipping, set-up, and associated administrative duties.
1.3 AEROSPACE SYSTEMS DIRECTORATE MARKETING SUPPORT (Off-Site
Support)
1.3.1 The contractor shall schedule, design, produce, and edit video communication products in support of the AFRL Aerospace Systems Directorate (AFRL/RQ). The contractor shall be able to demonstrate a multitude of techniques and expertise in video production to include but not limited to 3D and white board animation. These tasks will be accomplished off-base.
1.3.2 The contractor shall design and print informational brochures, flyers, posters, banners, displays and other marketing items for events and facilities as requested by the government. These tasks will be accomplished off-base.
1.3.3 The contractor shall document labor hours, costs incurred, and a description of tasks performed in monthly reports (CDRL Data Item #s A00l and A002). Any material developed under this task shall be deliverable to the Government (CDRL Data Item# A003).
1.4 ADMINISTRATIVE SUPPORT (On-Site Support)
The contractor shall provide administrative support for AFRL Headquarters Executive Staff. Duties may include, but are not limited to, the managing and maintaining government electronic and paper files and file systems, managing AFRL Directed Travel program, managing of Executive schedules, coordinating meetings and travel arrangement as requested, managing the dissemination of information within the organization, monitoring the status of tasking’s, and all administrative duties. The contractor shall document labor hours, costs incurred, and a description of tasks performed in monthly reports (CDRL Data Item #s A00l. and A002). Any presentations, displays, or promotional material developed under this task shall be deliverable to the Government (CDRL Data Item# A003).
1.5 GENERAL INFORMATION
1.5.1 QUALITY CONTROL
1.5.1.1 Quality Control Plan. In compliance with the clause entitled "Inspection- Time-And Material and Labor Hour, FAR 52.246-6," the contractor shall establish and maintain a complete Quality Control Plan to ensure the requirements of this contract are provided as specified. The plan shall include, but is not limited to, the following:
Deliverable Inspection System, Deficiency Prevention, and Inspection Record documentation. The Contracting Officer (CO) will notify the contractor of acceptance or required modification to the plan. The contractor shall make appropriate modifications (at no additional costs to the government) and obtain acceptance of the plan by the CO before the start of the first operational performance period.
1.5.1.2 Quality Assurance Personnel (QAP). The Government will evaluate the contractor's performance. The QAP and designated alternates are representatives of the CO and shall participate in the administration of this contract.
1.5.1.2.1 The QAP(s) or alternate(s) will inform the contractor when discrepancies occur and will request corrective action. The QAP(s) or alternate(s) will make a notation of the discrepancy on their tally/surveillance checklist with the date and time the discrepancy was noted and will request the contractor to initial the entry on the tally checklist. The contractor should provide a get-well plan for the corrective action within 10 business days. Corrective actions of an administrative nature should be corrected within 30 calendar days. Corrective actions for more significant discrepancies will be agreed up by the contractor and Government.
1.5.2 CONTRACTOR PERSONNEL
1.5.2.1 The contractor shall provide an on-site contractor representative (i.e., Team Lead) who shall be responsible for managing all contractor personnel and workload.
The name of this person and an alternate shall be designated in writing to the CO within 5 days after contract award. The contractor shall provide telephone numbers where these persons may be contacted outside of normal duty hours.
1.5.2.1.1 The contractor representative shall have full authority to act for the contractor on all contract matters relating to the daily operations of this contract on the installation.
1.5.2.1.2 The contractor representative shall be available during normal duty hours to meet on the installation with government personnel designated by the CO to discuss problem areas.
1.5.2.1.3 The contractor representative must be able to read, write, speak, and understand English.
1.5.2.2 Contractor Employees. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. All contractor personnel must be capable of passing a National Agency Check to work on-site and use Government furnished computer and multimedia hardware and software.
1.5.2.2.1 Contractor personnel shall present a neat appearance (i.e. business wear or business casual) and be easily recognized as contractor employees. The contractor shall furnish an identifying badge, which shall include as a minimum, the person's name and the name of the contractor. Each employee shall wear the badge on the outer clothing on the front of the body between the neck and the waist so that the badge is visible at all times.
1.5.2.2.2 The contractor shall not employ any person who is an employee of the United
States Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the
Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the latest revision of DoD 5500.7-R, Joint Ethics Regulation (JER) Chapters 5 & 8. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Paragraph 3, Air Force
Industrial Labor Relations Activities.
1.5.2.2.3 The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform. Their absence at any time shall not constitute an excuse for nonperformance under this contract.
1.5.2.2.4 The contractor is prohibited from employing off-duty QAPs who oversee contracts/subcontracts awarded to the contractor.
1.5.2.2.5 Control of Contractor Employees. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this work statement shall be the responsibility and prerogative of the contractor. The contractor shall comply with the requirements set forth in the PWS and in Wright-Patterson AFB regulations concerning conduct of employees as referenced herein.
1.5.2.2.6 Contractor personnel shall comply with directives pertaining to operation of privately-owned vehicles on Wright-Patterson AFB per WPAFBI 31-204, dated 18 September 2006.
1.5.3 SECURITY REQUIREMENTS.
Contract security requirements and Contractor access to classified information shall be as specified in the basic DD Form 254 in this contract. All contractor personnel using unclassified automated information systems that have access to sensitive information must possess, at a minimum, a National Agency Check (NAC) or Entrance NAC in accordance with DoD 5200.2-R Personnel Security Program, Chapter 3, or screening in accordance with AFl 31-501, Personnel Security Program Management, Chapter 7.
Tasks may require that contractor personnel be cleared for access to SECRET information. Those personnel requiring access to classified systems are subject to the appropriate investigation. All on-site contractor representatives shall possess a SECRET clearance.
1.5.3.1 Contractor Visitor Group Security Agreement. 88 SFS/SFA will coordinate a Contractor Visitor Group Security Agreement between the Contractor, the Contracting
Office (AFLCMC/PZIOA), and 88 SFSICC containing specific actions to be taken by each party to protect classified information involved in contract performance. The Agreement will outline responsibilities in the following areas: Contractor security supervision; Standard Practice Procedures; access, accountability, storage, and transmission of classified material; marking requirements; security education;
personnel security clearances; reports; security checks; security guidance; emergency protection; protection of government resources; DD Form 254 periodic security reviews: and other responsibilities as required.
1.5.3.2 Contractor will participate in the organization's OPSEC program. Contractor personnel who fail to comply with OPSEC requirements specified in the contract DD Form 254 are subject to removal from the contract.
1.5.4. EMPLOYEE TRAINING. The Contractor shall demonstrate a commitment to training which supports technology currency while minimizing work disruption. The
Contractor shall ensure that employees stay proficient and current in their area(s) of responsibilities at no additional cost to the Government.
1.5.5. PHYSICAL SECURITY. The Contractor shall be responsible for safeguarding all government property provided for contractor use. The Contractor shall ensure that all keys issued to the contractor by the government are not lost or misplaced and are not used by unauthorized persons. (NOTE: All references to keys include key cards as well as metal keys.) No keys issued to the contractor by the government shall be duplicated. The Contractor shall report occurrences of a lost or duplicate key to the QAP within 4 hours of discovery. The Contractor shall ensure that all lock/cipher combinations are not revealed to unauthorized persons. The Contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than the government employees or contractor's employees engaged in the performance of assigned work in those areas.
1.5.6 HOURS OF OPERATION:
1.5.6.1 Normal Hours. The contractor shall generally perform work required under this contract between the following hours: Mon- Fri 0600-1700, except federal holidays. If circumstances require work to be performed outside of normal duty hours, contractor personnel shall be authorized unescorted access to required work areas.
1.5.6.2 Emergency Services. The contractor is responsible for services required to support an activation or exercise of contingency plans and emergency support during and outside the normal duty hours described above. This includes after-hours accountability and recall roster exercises.
1.5.7 CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE (DOD)
CONTRACTOR SERVICES DURING CRISIS:
Not Applicable
1.5.8 ENVIRONMENTAL CONTROLS:
1.5.8.1 Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable interstate, Federal, State, - and local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the CO pursuant to notice requirements of FAR 52.243-7 and negotiate a modification to the contract. Initial
Environmental Management System awareness-level training is required for all personnel working on base at WPAFB.
(a) The installation office responsible for providing the EMS training is 88 ABW/CEVY
(b) The training requires less than thirty minutes
(c) The EMS Awareness-level training shall be accomplished within thirty days of contract (or modification) award. New contract employees shall be trained within thirty days of starting work on the installation.
(d) Upon completion of the training, the contractor shall provide the AF program manager (PM) a list of the contractor employees' names and the date the training was completed.
1.5.8.2 Notification of Environmental Spills. If the contractor spills or releases any substance contained in 40 CFR 302 into the environment, the contractor or its agent shall immediately report the incident to the Emergency Response at 911. The liability for the spill or release of such substances rests solely with the contractor and its agent.
1.5.8.3 Material Storage and Use. The contractor shall follow manufacturer's guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.
1.5.9 GOVERNMENT OBSERVATIONS. Government personnel, other than COs and QAPs may from time to time, with CO coordination, observe contractor operations.
However, these personnel may not interfere with contractor performance.
1.5.10 SAFETY REQUIREMENTS: In performing work under this contract, the contractor shall:
1.5.10.1 Conform to safety requirements contained in the contract for all activities related to the accomplishments of the work.
1.5.10.2 Take such additional immediate precautions as the CO may reasonably require for safety and mishap prevention.
1.5.10.3 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the contractor.
1.5.10.4 Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract.
1.5.10.5 Record and report promptly (within 1 hour) to the CO or designated GR, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
1.5.10.6 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
1.5.10.7 If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
1.5.10.8 Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assurance in accident / mishap reporting and investigation.
1.5.10.9 Comply with all Government safety provisions.
1.5.11 CONTRACTOR FURNISHED EQUIPMENT. Contractor shall provide all necessary equipment to perform tasks other than equipment specifically listed in this PWS as Government furnished equipment Contractor furnished equipment may include, but is not limited to:
• Computer systems and software able to produce high-resolution camera-ready documents for offset printing.
• Equipment and software capable of producing large format prints (posters.
banners and backlit displays) with a next day turn rate.
• Equipment capable of mounting and laminating large format prints for indoor/outdoor use with a next day turn rate.
• Computer systems and software able to produce and render complex 3-D animation projects.
• Computer systems and software able to produce complex multimedia presentations.
• Computer systems and software able to digitally edit video and audio productions.
• Workstations able to output to a variety of commercial formats (i.e., digital tape, MPEG, and DVD).
• Digital still and video camera equipment and software able to produce high-resolution imagery.
• Equipment and software able to convert analog tape to digital formats (i.e.
VHS and Beta formats to a variety of digital options).
• High-volume equipment capable of producing quality color transparencies, paper prints and copies.
• High-volume equipment capable of producing short-run brochures and fact sheets with a next day turn rate.
• Equipment and software capable of scanning high-resolution imagery and
Optical Character Recognition (OCR).
• Equipment and software capable of producing high-volume CD duplication and labeling.
1.5.12 RECORDS. All records, files, documents, working papers, and software provided by the government or generated in the performance of this contract become, and remain government property. The contractor shall not dispose of any records without the prior written approval of the Functional Area Records Manager (FARM) evidenced by the FARM's signature on the SF 135. If requested by the government, the contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request. The contractor shall ensure Level 1, General Records Awareness Training, is completed annually by all of its employees.
The contractor shall ensure that its employees who are designated as the Chief of Records and Records Custodian complete Level II, AF CBT, Records Management as well, and that it’s designated Functional Area Records Manager additionally completes
Level III, AF CBT, Advanced Records Management (to include Electronics Records Management). The contractor shall provide one copy of the required certificates to the
QAP at the completion of the training.
1.5.13 MATERIAL COSTS. Costs incurred by the contractor including material, subcontractor, and travel will be reimbursed at actual cost incurred and verified by the Government and travel will be reimbursed in accordance with Joint Travel Regulations
(JTR). Prior to purchases by the contractor of any direct materials or subcontracting, the contractor shall obtain approval from the QAP. Reimbursement for the purchased items or services that fall within the scope of the contract shall only be made after the contractor has submitted proof of payment for such items or services. Upon reimbursement, all purchased items become the property of the Government. Material purchases shall be accompanied by either three price quotes or a sole source justification approved by the QAP.

3.0 GOVERNMENT-FURNISHED PROPERTY
3.1 Government Furnished Facilities.
The government will provide a facility for the contractor. Government facilities have been inspected for compliance with the Occupational Safety and Health Act (OSHA). No hazards have been identified for which work-arounds have been established. Should a hazard be subsequently identified the government corrects OSHA hazards according to base-wide government developed and approved plans of abatement taking into account safety and health priorities. A higher priority for correction will not be assigned to the facilities provided hereunder merely because of this contracting initiative. The fact that no such conditions have been identified does not warrant or guarantee that no possible hazard exists; or that work-around procedures will not be necessary or that the facilities as furnished will be adequate to meet the responsibilities of the contractor. Compliance with the OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor. Further, the government will assume no liability or responsibility for the contractor's compliance or noncompliance with such requirements, with the exception of the aforementioned requirement to make corrections according to approved -plans of abatement subject to base-wide priorities. The contractor shall return the facilities to the government in the same condition as received, fair wear and tear excepted.
These facilities shall only be used in performance of this contract.
3.2 Government-Furnished Equipment.
The Government will furnish the following equipment at no cost to the contractor for use by on site contractor personnel for use in direct support of contract performance:
• On-base phone service in the facilities the contractor places personnel
• Local and long distance phone service, access to fax machine, and general document reproduction equipment
• Government forms, publications, and documents as required
• Computers, terminals, common use software, communications networks, and other resources owned or leased by the Government for use by on-site contractor personnel
• Miscellaneous office supplies

GENERAL DEFINITIONS:
Performance Threshold. The point that divides acceptable and unacceptable performance of a task.
Quality Assurance Personnel (QAP). A functionally qualified government person responsible for surveillance of contractor performance.
Quality Control. Those actions taken by a contractor to control the production of outputs to ensure that they conform to the contract requirements.
First Operational Performance Period. The interval of time during which the contractor is solely responsible for accomplishment of all activities set forth in the PWS through day-to-day management of the required service. (This period excludes the orientation period and any interval between award of the contract and commencement of performance).

The listed publications and an initial supply of listed forms shall be furnished at the start of the first operational performance period. It is the responsibility of the contractor to establish follow-on requirements with the Publication Distribution Office. Supplements or amendments to these mandatory publications may be issued during the life of the contract and it is the contractor's responsibility to ensure that all mandatory publications are posted and up to date.
