Questions/Answers for FA8601-10-R-1000 2 Feb 10

1. FedBizOps shows 2 Amendments, but both are linked to Amendment 002. Was there any other Amendments besides Amendment 002 that was the Amendment for the answers to the questions?

Yes-Amendment 001 was attached to the original solicitation dated 21 Jan 10 (2nd attachment). This Amendment corrected the attachment page of the solicitation, and the page numbering for the PWS. Amendment 002 is referenced twice only because Attachment 5, Bid Schedule, had not been attached as needed.

2. The unit price (per sq ft)-should that equal our monthly cost or annual cost?

Please refer to the solicitation/Bid Schedule. The quantity refers to a PER OCCURRENCE amount based off of each time the contractor cleans the facility. The only reason we are asking for a yearly cost is to project the annual amount of the contract. The monthly cost is the key, which is then multiplied depending on how many months are in the current year of the contract.

3. Page 2 of the Bid Schedule for the base period reads April 1 still as a start date. You correctly changed page 1 to reflect the May 1st date, but not page two (base period only).

Thank you. The Bid Schedule has been modified to reflect the change.

4. Base Year ELINs 1 through 8 have a period of performance from 1 May 2010 through 30 September 2010. ELINs 9 through 14 have a period of performance from 1 April 2010 through 20 September. Can we assume that per the response to Question 9 that both periods of performance should be from 1 May 2010 through 30 September 2010?

Please see answer to previous question, which pertains to the same thing.

5. With respect to ELINs 13 and CLIN xx21, Picnic Area Cleaning, this service is performed for 7 months of the calendar year. Does the Government want the total price spread equally across 12 months?

As with any service that does not cover the entire Period of Performance, invoicing should only be made when the service is performed, during those 7 months. You cannot invoice for a service that hasn’t been completed.

6. With respect to CLINs xx10, xx11, and xx12, does “Each” represent 1 contractor-provided mat cleaned for 1 month? If so, should the quantities for CLINs 0010, 0011, and 0012 be 5, 10 and 10 each?

Yes, the quantity shown on the Bid Schedule represents the number of mats/pans that can be used on a PER OCCURRENCE basis. So the 1 (one), 2 (two), 2(two) should be a per occurrence (per month in their situation), which would equate to 5(five), 10(ten), 10(ten) through the end of the base year Period of Performance (30 September 2010).

7. Will atrium windows have to be cleaned in the Base Period (PWS 1.4.10 Atrium Windows says cleaning is done in April each year)?

Yes, the Atrium windows will be cleaned in the month of May for the base year.

8. Do all employees need to be OSHA certified or does just the Safety Plan need to adhere to the OSHA standards?

If the PWS does not state that all employees need to be OSHA certified, then the employees are not all required to be OSHA certified. The Safety and Health Plan does need to adhere to the OSHA standards.

9. Is an equipment lis and supplies list required for the proposal?

Per Attachment 7 (Evaluation Factors), Factor 4, Subfactor 4.1; “The proposal shall include an equipment list which reflects the Type, unit size…”.
Per Attachment 7, Factor 4, Subfactor 4.2; “The proposal shall include a supply list which reflects...”

10. Pertaining to the National Agency Check (NAC), does both the Government and the contractor do a NAC? PWS states Government will initiate the NAC, but does the contractor do anything beyond submitting the names?

No, Per PWS paragraph 1.5.3.1 The contractor is only responsible for providing the names of the employees that will require access to controlled areas and who do not possess a current NAC. The Government will initiate and run the NAC after that.

11. Is a complete list of employees required at proposal turn-in? Or just key personnel?

Please look at the solicitation documents for everything that is required upon proposal turn-in.
