PERFORMANCE WORK STATEMENT
FOR
MAINTENANCE OF OIL/WATER SEPARATORS
1. SCOPE. The contractor shall provide all management, tools, supplies, equipment and labor necessary to maintain oil/water separators and settling basins located at Wright-Patterson AFB, Ohio.
Work shall comply with Local, State Federal Government and commercial standards.
1.1. OIL/WATER SEPARATORS/BASINS. Maintenance includes cleaning and pumping operations, performing appropriate tests of the contents (floating materials, liquid and sludge), identifying hazardous waste. Hazardous waste shall be removed from government premises. U.S.
EPA Uniform Hazardous Waste Manifests shall be obtained and prepared.
1.1.1. All shipping documents shall be submitted at least three working days prior to removal of hazardous waste. EPA ID numbers and manifest document numbers will be provided by 88 ABW/CEVY along with any other information required to properly fill out documents. The 88 ABW/CEVY Hazardous Waste Program Manager or alternate shall be furnished a copy of all manifests. Manifests shall be submitted to comply with timelines prescribed by the state and EPA regulations as specified in 40 CFR 262.20(d) or 40 CFR 761.207 (h) as applicable. If hazardous waste is not able to be delivered to the designated or alternate facility listed on manifest, 88 ABW/CEVY Hazardous Waste Program Manager or alternate shall be contacted for disposition instructions.
1.1.1.2. A final task report, including reference to manifest number, shall be provided to the facility where waste was manifested. The Ohio 2002 Annual Hazardous Waste Report includes a listing of all hazardous waste management codes. A copy of this document may be obtained directly from the state or from the 88ABW/CEV office. Updates to this list of codes will be provided annually by the 88 ABW/CEVY Hazardous Waste office. Two copies of any manifest documenting movement of government waste after it has departed the government installation shall be provided to 88 ABW/CEVY Hazardous Waste Program Manager or alternate and 88ABW/CETU within 30 calendar days after acceptance at the receiving facility. For example, if waste is shipped from the generator to a facility for storage or treatment which does not meet the definition of final disposal, then a manifest detailing the acceptance of the waste into the additional facilities must be provide within the prescribed timeframe. Any waste that is not able to be treated/disposed of in accordance with RCRA shall not be removed from WPAFB or any other work location specified in the Performance Work Statement. In such cases, every 15 days documentation shall be provided to 88 ABW/CEVY and 88 ABW/CETU showing that the TSDF has rejected the waste and that other disposal options are being pursued. Proper packing to allow for continued safe, long-term storage shall be provided. A comprehensive listing of these items with pertinent EPA waste codes and the documentation showing that no TSDF is available for the disposal of said wastes shall be provided.
1.1.1.3. With non-hazardous waste, the contractor shall proceed with the cleaning. Proper cleaning consists of complete pumping and draining, washing and refilling with clear water. While separators are drained, all parts shall be inspected. All materials from separators shall be transported to an approved off-base oil recovery and storage facility.
1.2. EMERGENCY/ON CALL SERVICE. Normally all work will be in accordance with the contractor’s work schedule. Unexpected services may be required in the event of natural disasters or other unscheduled repairs to pipes or other infrastructure involving oil/water separators. In the event that servicing is required outside the contractor’s schedule, the contractor shall begin the service within 4 hours after notification. All scheduling shall be coordinated through the Contracting Officer or Contracting Officer’s designated representative.
1.3. SAFETY AND HEALTH STANDARDS. The contractor shall initiate and maintain programs to comply with the provisions of the Occupational Safety and Health Standards Act concerning entry requirements in confined spaces and handling potential hazardous substances.
1.4. QUALITY CONTROL. A quality control program shall be established and maintained to ensure maintenance services are performed in accordance with the NFPA Standards 11 through 17, NFPA Standard 72 and the manufacturer’s instructions. Procedures to identify and prevent defective services from reoccurring shall be implemented. As a minimum, quality control procedures that address all services identified the Services Summary shall be developed.
1.4.1. Inspection System. An inspection system to cover all services shall be provided. It must specify frequency of all inspections, titles of the individuals who shall perform the inspections, and their organizational, placement in the Contractor’s Company.
1.4.1.2. Deficiency Prevention. Description of the methods for identifying and preventing defects in the quality of service performed before the level becomes unacceptable shall be provided .
1.4.1.3. Inspection Files. A sample shall be provided of the inspection records to be kept to document all inspections conducted by the Contractor, and the necessary corrective preventive actions taken. All documentation shall be made available to the Government at all times during the term of the contract. The records shall be maintained at the location designated in the Contractor’s Quality Control Plan. The inspection record’s format shall include:
1. Date, time and location of the inspection.
2. A signature block for the person who performed the inspection.
3. Ratings of acceptable or unacceptable work performance.
4. Areas designated for deficiencies noted and corrective action taken.
5. Total number of observation.
1.5. HOURS OF OPERATION. All work shall be performed Monday through Friday between 0700 to 1800 hours.
1.5.1. Recognized Holidays: The Contractor is not required to provide service on the following days:
New Year’s Days Memorial Day Veterans Day Martin Luther King Day Independence Day Thanksgiving Day President’s Day Labor Day Christmas Day Columbus Day
Please note that these are the ONLY officially recognized holidays, (Good Friday is not a recognized holiday.)
1.6. SECURITY REQUIREMENTS. The contractor shall submit a letter, following current “Pass and Registration” guidelines, for signature approval by the CO. The contractor shall complete a “Request for Identification Credential” (AFMC Form 496) for each employee requiring access to Wright-Patterson AFB. The request shall be submitted to Pass and Registration (building 10286).
The government shall provide a completed “Identification Credential” (AFMC Form 3876), which shall be issued, displayed, and surrendered as directed in AFI 31-209, The Air Force Resource Protection Program.
1.6.1. The contractor must obtain a favorable National Agency Check (NAC) investigation for its employees requiring entrance to restricted areas. The Wright-Patterson AFB Security Force will be the point of contact for the NAC. The NAC shall be obtained through the Defense Investigative Center, P.O. Box 1083, Baltimore, MD 21203-1083, and shall provide inquiries on employee’s background worldwide.
1.6.2. Completion of a NAC requires approximately 4 to 9 months. A follow-up on the NAC shall be performed by the contractor every 60 days until the investigation has been completed. Proof of follow-up shall be forwarded to the CO.
1.6.3. The contractor shall be responsible for ensuring employees comply with all security requirements imposed by the base commander at all times while his/her employees are on the installation. The contractor shall also follow the instructions of the local organizational commander pertaining to security.
1.6.4. The contractor shall not be granted access to classified information, but shall be required to perform duties in controlled areas where classified information is processed and stored. If the contractor inadvertently gains access to classified information, he/she shall notify the Security Force Desk at 257-6516.
1.7. CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE (DoD)
CONTRACTOR SERVICES DURING CRISIS –DoDI 3030.37. Performance of service During Crises Declared by the National Command Authority. All services to be performed under the contract have been determined to be essential for performance during crises. According to Department of Defense Instruction (DoDI) 3020.37, Continuation of Essential DOD Contractor Services during a Crises, and Air Force implementation thereof, it is determined by Functional Director or Contracting Officer the contractor will be required to perform during crises situations.
1.7.1. Service may be required to support an activation or exercise of contingency plans outside the normal duty hours.
1.7.2. The base could be closed due to security problems, weather or other events which would necessitate the closing of the base. Should one of these situations occur, the Contractor should listen to or watch one of the television or radio stations listed below for notification of a possible base closure from the Government. The Contractor is responsible for notification of his/her employees.
1.7.3. Television Stations are but not limited to. WDTN 2, WHIO 7, WKEF 22, WTJC 26.
1.7.4. Radio Stations are but not limited to. WHIO am 1290, WONE am 980, WHKO fm 99.1,WBLY am 1600, WAZU fm 102.9, WDAO am 1210, WIZE am 1340, WVUD fm 99.9, WLW am 700, WROU fm 92.1, WTUE fm 104.7.
1.8. CONTRACTOR PERSONNEL
1.8.1. The contractor shall provide a person who shall be responsible for the performance of work.
The name of this person and an alternate(s) who shall act for the contractor when the absent, their home phone numbers, and cell/pager numbers shall be designated, in writing, to the CO prior to the contract start date. The CO, QAP, shall be informed, in writing, of changes within 2 days of occurrence. The person or alternate shall be available between the hours of 0700-1800, Monday through Friday. This person or alternate must be within 30-minute proximity of subject site location to meet with the CO or designated representative to discuss problem areas when they arise. Between the hours of 1801 and 0559 hours, this person or alternate shall be available to meet, on site, with the CO or designated representative within 1 hour.
1.8.2. The CO may restrict employment of any contract employee, or prospective contract employee, who is identified as a potential threat to the health, safety, security, general well being, or operational mission of the installation and its populace. All contract employees must be able to read, write, speak, and understand the English language.
1.8.2.1. Contract personnel shall present a neat appearance and be easily recognized. This requirement shall be accomplished by wearing visible badges and distinctive clothing which displays the company and employee names.
1.8.2.2. The contractor shall not employ any person who is an employee of the United States Government if employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of Defense (DoD) or any subordinate branch of the DoD, either military or civilian, unless such person seeks and receives approval in accordance with the Joint Ethics Regulation, DoDD 5500.7R, and any applicable regulations of their subordinate branch of the DoD.
1.8.2.3. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to Permanent Change of Station (PCS), change in duty hours, or deployment. Military reservists and National Guard personnel may be subject to recall to active duty, the abrupt absence of which could adversely affect the contractor's ability to perform services. Said absence shall constitute nonperformance under this contract.
1.9. NOTICATION OF ENVIRONMENTAL SPILLS. If the Contractor spills or releases any hazardous material (HAZMAT) to the environment (i.e. down a drain or outside the building), the Contractor or its agent shall immediately report the incident using a base phone to 911 or by cell phone to 937- 257-9111. Any spill cleanup performed by the contactor will be accomplished to the satisfaction of CE, Environmental Management Division, to include response time and level of cleanup. The liability for the spill or release of such substance rests solely with the Contractor and its agent.
1.10. PURCHASE OR USE OF HAZARDOUS MATERIALS. The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. The Contractor shall properly label all cleaning products/chemicals, etc. for identification of contents. In addition to content identification, all materials shall be individually labeled with an adhesive label or tag with the following information:
Contractor’s name, Contractor’s address, Contract number, Contractor’s point of contact and phone number. If a label becomes lost, worn, faded, of defaced in any manner, the label shall be replaced immediately. If a HAZMAT container is too small for placement of the label, the item can be stored in a plastic bag with the label attached. An MSDS (5 years old or less) for each HAZMAT brought onto Wright-Patterson AFB by the contractor must be readily available prior to the HAZMAT being used. Upon completion of the project, the contractor must remove all HAZMATs from the project site and/or Wright-Patterson AFB. NO HAZMATS will be left by the contractor unless specified in this contract. The contractor and subcontractors shall also comply with the most current Occupational Safety and Health Administration Hazard Communication Standards
1.10.1. Provide protection to government property to prevent damage during the period of time the property is under control of, or in the possession of, the contractor.
1.10.2. Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.
1.10.3. Record and report within 1 hour to the CO or designated representative all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
1.10.4 In the event of an accident, take reasonable and prudent action to establish control of the accident scene, prevent further damage to persons or property, and preserve evidence until released by the accident investigative authority through the CO.
1.10.5. If the government elects to conduct an investigation of the accident or mishap, the contractor shall cooperate, fully, by assisting government personnel in the investigation until said investigation has been completed.
1.10.6. Include a clause for subcontractor’s cooperation and assistance in accident or mishap reporting and investigation.
1.10.7 Contract start date, the contractor shall provide a list of all hazardous materials to be used in support of the contract to the Wright-Patterson AFB HAZMAT Cell (HM Cell). The contractor shall also provide the HM Cell with a weekly list of exact quantities and types of hazardous materials brought on base, used, and removed.
1.11. RECORDS. All records, files, documentation, working papers, and software provided by the government or generated in the performance of this contract become and remain government property. All such records, files, documentation, and working papers, which this contract requires the contractor to maintain, shall be maintained in accordance with AFI 33-322, paragraph 10, AFI 37-138, paragraph 2.13, AFMAN 37-104, paragraphs 4, 5, & 6, and AFMAN 37-123, paragraph 7.4.
The contractor shall not dispose of any records without prior written approval of the Functional Area Records Manager (FARM) evidenced by the FARM’s signature on the SF 135. If requested by the government, the contractor shall provide the original record, or a reproducible copy of any such record within five working days of receipt of the request. The contractor shall ensure Level 1, General Records Awareness Training, is completed annually by all of its employees. The contractor shall ensure that its employees who are designated as the Chief of Records and Records Custodian complete Level II, AF CBT, Records Management as well, and that its designated Functional Area Records Manager additionally completes Level III, AF CBT, Advanced Records Management (to include Electronic Records Management). The contractor shall provide one copy of the required training certificates to the QAP at the completion of the training.
1.12. SUBMITTALS.
1.12.1. Transportation: The Transportation Company used for the transportation of used oil shall posses a valid Environmental Protection Agency (EPA) identification For transportation of Hazardous Waste, Low Flash Point transportation shall use identification numbers for Area A/C number is OH2570090066 and Area B number is OH7571724312 and shall provide such identification prior to any waste movement. An 88ABW/CEVY Hazardous Program Manager or alternate shall designate the five-digit manifest document number, and this number shall be placed on the manifest and all related documents and attachment. All companies used shall be certified with Federal and State authorities.
1.12.1.1. Copies of all manifests shall be furnished directly to 88ABW/CETU and 88ABW/CEVY Hazardous Waste Program Manager, 88ABW/CETU Program Inspector. Manifests shall be submitted to comply with timeliness prescribed by the state and EPA regulations, as specified in 40 CFR 262.20(d) or 40 CFR 761.207(h) as applicable. If the contractor is unable to deliver the hazardous property to the designated or alternate facility on the manifest, the 88ABW/CEVY shall be contacted with the disposition instructions.
1.12.1.2. In addition to inclusion of the waste coded on the uniform hazardous waste manifest, the applicable state EPA form code and source code shall be included in the Additional Description section of the manifest. For the facility to which the waste was manifested, the contractor shall provide the system type code in the final task report and include a reference to the manifest number in the final report. The Ohio 2002 Annual Hazardous Waste Report includes a listing of all hazardous waste management codes, which may be obtained directly from the state or from the 88ABW/CEV office.
Updates to this list of codes will be provided annually by the 88ABW/CEVY.
1.12.1.3. Two copies of any manifest which documents the movement of government waste after it has departed the government installation within 30 calendar days after acceptance at the receiving facility shall be provided to 88ABW/CEVY Hazardous Waste Program Manager.
1.13. RECYCLING: The selected recycling oil companies shall be permitted by both Federal and State authorities per the Resource Conservation and Recovery Act (RCRA). Contractor shall provide written documentation of this authority prior to use oil movement. These companies shall be certified with Federal and State authorities. Waste that is not able to be treated/disposed of in accordance with RCRA shall not be removed from WPAFB. Every 15 days documentation that the TSDF has rejected the waste and that other disposal options are being pursued shall be provided.
Proper packing to allow for continued safe, long-term storage shall be provided. A comprehensive listing of all items with pertinent EPA waste codes and the documentation showing that no TSDF is available for the disposal of said wastes shall be provided.
1.14. APPROVAL ITEMS: The contractor shall submit for approval all items described below:
1.14.1. At least three (3) copies of the following items shall be submitted by the contractor to the Contracting Officer, 88ABW/CETU and 88ABW/CEVO Wastewater Manager Office for approval prior to performing any separator or basin cleaning work:
1.14.2.Waste stream profile and/or Analytical Report package with characterization report per PWS, Waste Stream Characterization.
1.14.3. The name of the used oil reprocessing, energy recovery, or fuel blending facilities as required by PWS, Disposal or Recycling of Removed Material.
1.14.4. A letter from the operator of the coal sludge disposal site certifying that the disposal is in accordance with environmental regulations Disposal or Recycling of Removed Material.
1.14.5. Three (3) copies of the following shall be submitted by the contractor to the Contracting Officer or Contracting Officer’s designated representative after completion of all cleaning and inspection work:
1.14.6. A record of the estimated amount of used oil or coal sludge and deficiencies for each separator or basin shall be maintained. The record shall show the date of cleaning with the method of cleaning (Pressure Wash Walls, Pressure Wash Baffles, Pressure Wash Coalesces), the person doing the inspection with comments on the condition of the separator or basin..
1.15. LABORATORY REQUIREMENTS.
1.15.1 All analytical work shall be performed in accordance with the methods and procedures, including Quality Assurance Personnel/Quality Control (QC) requirements, detailed in the most current edition of EPA SW-846-Test Methods for Evaluating Solid Waste, Physical/Chemical Methods. The selected laboratory shall be capable of providing accurate and complete data within 12 working days.
1.15.2. All analyses shall be performed in a fixed laboratory setting. Portable instrumentation and field analyses shall not be used to fulfill laboratory requirements.
1.15.3. All data, including raw data, prepared during laboratory work shall be retained on file by the contractor and be readily available for inspection by either the regulating agency or the Government.
Chain of Custody documents shall be included with these records.
1.15.4. Waste Stream Characterization shall be accomplished.
1.15.5. Analytical Requirements:
1.15.6. Separator Analysis:
1.15.6.1. Prior to pumping any separator, representative samples shall be collected from each separator for specific analytical tests. The types of samples (i.e. phases) and the specific tests required are outlined below in subparagraphs a., b., and c. Analytical testing required to accomplish recycling or disposal in accordance with all applicable federal, state and local regulations shall be preformed. Analytical results shall be documented in a report. If distinguishable, separate solid and liquid phases in the separator are distinguished, those samples shall be collected and analyzed. Any additional testing is the responsibility of the contractor.
a. Oil/fuel phase of representative sample:
1. Flash point
2. Total halogens (TX)-EPA SW-846 Method 9076 or comparable method.
3. Polychlorinated biphenyls (PCBs), seven standards Aroclors-EPA SW-846 Method 8082
b. Sludge phase of representative sample:
1. Total halogens
2. TCLP for eight RCRA metals-full scan
c. Water/Black water phase of representative sample. If this is the only phase of the sample (i.e.
that is, where no oil/fuel phase is present), perform total halogens (EPA SW-846 Method 9020B or comparable method) and PCB analyses on the water phase.
1.15.7. If the sample contains a level of PCB, greater than 49 ppm or if it is determined by the EM representative that the source of PCB is greater than 49 ppm, the contractor shall re-sample that separator and analyze the specimen for the following parameters:
a. Toxicity Characteristics Leaching Procedures for Metals: Full scan.
b. Semi-volatiles: EPA SW-846 Method 8270C, all compounds.
c. Volatiles: EPA SW-846 Method 8260B, all compounds.
1.15.7.1. If the sample contains greater than 1000 ppm TX, the contractor shall perform rebuttable presumption analyses for the purpose of rebutting the presumption that the used oil has been mixed with a halogenated hazardous waste. The contractor shall re-sample that separator and analyze for the following parameters:
a. TCLP’s for Metals: Full scan
b. Semi-volatiles: EPA SW-846 Method 8270C, all compounds.
c. Volatiles: EPA SW-846 Method 8260B, all compounds.
1.15.8. Develop accurate waste profile sheets through base-line analyses to be used to support recycling determinations for up to one (1) year for the separators based upon the representative sample. The waste profiles shall be submitted to Environmental Management for approval upon receipt of analytical data. In the case that a separator contains RCRA hazardous waste or regulated levels of PCB, a complete data package shall be submitted, for disposal determinations by the Environmental Management representative. Annually collect representative samples from each separator and perform the required analyses. Document the results of these analyses.
1.15.9. Coal Sludge Analyses (Basins):
1.15.9.1. Prior to any basin cleaning work, analytical analyses of the coal sludge shall be performed.
The contractor shall be responsible for all analytical work required to accomplish the disposal or recycling in accordance with all applicable Federal, State, and Local regulations. At a minimum the coal sludge shall be evaluated for the following parameters:
1. TCLP’s for Metals: Full Scan
2. Semi-volatiles: EPA SW-846 Method 8260B, all compounds.
3. Volatiles: EPA SW-846 Method 8260B, all compounds.
4. pH
1.15.10. Sample Collection Requirements:
1.15.10.1. Samples shall be collected, handled and analyzed in accordance with the applicable methods and procedures of EPA SW-846.
1.15.10.1.1. Obtain a representative sample of the contents (all phases) from the influent side of each separator.
1.15.10.1.2. Obtain a representative consolidated sample of the contents from each settling basin.
Prior to any settling basin sampling, the contractor shall obtain approval from the Environmental Management representative for sample collection scheme.
1.15.10.1.3. Sampling equipment shall consist of a Sludge Judge Sampler, Bacon Bomb Sampler (stainless steel), or other equipment as authorized by the Environmental Management representative.
1.15.10.1.4. Sampling equipment shall be decontaminated prior to sampling each separator and settling basin. At a minimum the decontamination procedure will consist of a detergent wash with a brush, a tap water rinse, and a deionized water rinse respectively. If the Contractor or Quality Assurance Personnel determines that the sampling equipment is not satisfactorily decontaminated, the contractor shall repeat the decontamination process.
1.15.10.1.5. Notify the Quality Assurance Personnel at least 24 hours prior to taking any samples.
The contractor shall obtain samples only with written approval from the Quality Assurance Personnel.
1.16. PERFORMANCE REQUIREMENTS. With the exception of Hazardous Waste, transport off-site and dispose of all materials generated in accordance with all Federal, State, and Local regulations. For each shipment, a Certificate of Destruction or Certificate of Recycling shall be provided to QAP 24 hours after Hazardous Waste has been disposed of.
1.17. COORDINATION AND SCHEDULING. All work shall be coordinated with the Contracting Officer and Quality Assurance Personnel.
1.17.1. The Quality Assurance Personnel shall review the schedule for acceptance. After the schedule is acceptable per the QAP, the contractor shall start procedures to clean all separators and basins.
1.18. FIRE PREVENTION. The contractor shall obey all requirements of the National Fire Codes. The contractor shall not weld or use any flame apparatus without obtaining clearance from the fire inspector. The fire inspector may be contacted by phone at 257-6933 or 257-4075. The contractor shall notify the fire inspector 24 hours in advance of the intended use of any flame apparatus. Washes using flame apparatus, the contractor shall provide fire protection devices, such a non-combustible coverings and fire extinguishers, as directed by the fire inspector.
1.19. WORK AREAS:
1.19.1. Actual Construction Site – Areas in which the work of the contract is accomplished or performed.
1.19.2. Storage Area – Areas used for storage of materials and equipment to be used in the work.
1.19.3. Office and Shed Areas – Areas for placing temporary field office, tool or storage sheds.
1.19.4. Transportation Areas – Areas that are defined as streets, roads, driveways, parking areas, or grass areas used for transportation purposes.
1.20. PROTECTION OF GOVERNMENT PROPERTY AND PERSONNEL
1.20.1. The contractor shall take all preventive measures necessary to protect Government and non- Government property and personnel on base from inconvenience and damage or injury of any nature.
1.20.2. The contractor shall accomplish all work in accordance with the provisions of Federal, State of Ohio Industrial Commission and American Standard Safety Code for Building Construction, American Standard Association.
1.20.3. It shall be the responsibility of the contractor, with assistance from base personnel, to locate all existing utility lines in the field before starting excavation of any kind. Contractor shall process an AF Form 103, Base Civil Engineering Work Clearance Request. The contractor shall notify Real Property Building Manager (RPBM) and Quality Assurance Personnel 48 hours in advance to schedule an on-site clearance.
1.21. STORAGE
1.21.1. The contractor shall be responsible for the storage and safekeeping of all material to be used in the work.
1.21.2. On-base storage facilities are not available to contractors.
1.21.3. The contractor shall not store any materials in unapproved storage areas.
1.22. MATERIALS:
1.22.1. The contractor shall deliver materials to the site in undamaged condition. Storage of materials shall be in an approved manner and afforded protection from contact with soil, moisture and the elements until ready to be used in accordance with all Federal, State and Local regulations.
Materials shall be labeled for ready identification. Labels shall include the name of manufacturer, and name and number of product. Damaged materials shall be removed from the site and replaced with approved materials.
1.23. REMOVAL AND SALVAGE:
1.23.1. All removed materials shall become the property of the contractor unless otherwise designated. The contractor shall remove all materials from the work area as they accumulate and properly dispose of off base.
1.24. CLEAN UP:
1.24.1. The contractor shall keep work and storage areas clean, orderly and free of debris daily.
1.24.2. The contractor shall dispose of combustible wastes at the end of each workday. Under no circumstances shall they be allowed to accumulate.
1.25. UTILITIES:
1.25.1. The government will provide water and electricity as needed in performance of work. The Contracting Officer must approve connections to water/or electric prior to use.
1.25.2. The contractor shall coordinate prior to disruption through the Contracting Officer any requirement for temporary disconnection of a utility for any period of time.
1.26. ENVIRONMENTAL PROTECTION:
1.26.1. The contractor shall not discharge fuels, oils pesticides or any other toxic or hazardous substance into the storm, on the ground or sanitary sewers of the base. The contractor shall control dust on ground and prevent erosion on the construction site.
1.26.2. The contractor shall control litter at all times by keeping it in containers. All worksites shall be free of construction debris. Debris shall be disposed of in a State approved landfill.
1.26.3 The contractor shall remove all equipment, drums, containers, and all other construction material upon contract completion.
1.26.4. The contractor shall coordinate with the Environmental Management Division, 88 ABW/CEVO, 257-7152, 48 hours prior to the start of any contractual requirement involving the removal of lead paint, asbestos, polychlorinated biphenyl’s or other regulated hazardous waste.
1.27. SAFETY
1.27.1. The contractor shall be responsible for all safety in accordance with Local, State regulations during performance of the work. However, as a minimum, the following safety precautions shall be taken:
1.27.2. At any time a person is in an oil separator or pit, another person shall be on site outside the separator and follow all confined space requirements including proper breathing equipment as necessary to meet safety requirements.
1.27.3. A combustible gas indicator (CGI) shall be used to check for hazardous vapor concentrations.
The separator atmosphere and the area should be regularly tested until work is completed. Tests shall be made with a CGI which has been properly calibrated according to the manufacturer’s instructions, and which is thoroughly checked and maintained in accordance with the manufacturer’s instructions.
The contractor shall submit records indicating the CGI’s have been calibrated. Readings should be taken at the bottom, middle, and top of the separator, and the instrument shall be cleared after each reading. Readings of 20 percent or less of the lower explosive limit must be obtained before the separator is considered safe as a working environment. No person shall be permitted in any separator or pit until the separator is ventilated to contain less than 20 percent of the lower explosive limit of vapors.
1.27.4. Flammable or combustible vapors are likely to be present in the work area. The contractor shall take the following precautions to prevent explosions:
a. Eliminate all potential sources of ignition from the area (i.e. smoking materials, non-explosion proof electrical and internal combustion equipment).
b. Prevent the discharge of static electricity during venting of flammable vapors.
c. Prevent the accumulation of vapors at ground level through adequate ventilation.
1.27.5. The contractor shall shut down all open flame and spark producing equipment within the vapor hazard area. Electrical equipment (i.e. pumps and portable hand tools) used in the area by the contractor shall be explosion proof in accordance with NFPA 70B Class I, Division I, Group D or otherwise approved for use in potentially explosive atmospheres.
1.27.6 Contractor trucks used to transport fluid removed the separators shall be marked with correct DOT placard.
1.28 CLEANING:
1.28.1. Oil/Water Separator:
1.28.1.1. The contractor shall clean all chambers and parts of the separators IAW manufacturer recommendations and as required by contract. After cleaning, all oil inlets; outlets and skimmer piping shall be free of dirt and oily sludge.
1.28.1.2. The cleaning shall include the removal of all oil/fuel, wastewater, and sludge (except bentonite sealer) down to within ½ inch of the separator bottom. All oil/fuel shall be separated from the waste/water mixture and recycled as used oil at an off base facility in accordance with 40 CFR 279 and/or all applicable state regulations. The wastewater shall be transported to and disposed of at an off base EPA permitted wastewater treatment facility. The contractor shall comply with the Clean Water Act and any applicable state and local regulations.
1.28.1.3. After the cleaning operations, the contractor shall provide a written report of the amount of used oil in each separator and the results of the analysis to the Quality Assurance Personnel.
1.28.1.4. The contractor shall furnish a written report to the Contracting Officer and Quality Assurance Personnel of any fault, repairs and sealing required in the separator identified for cleaning and recommend repair work needed after separators are serviced.
1.28.1.5. The contractor shall stencil each separator with month and year of cleaning.
1.28.2. Basins (Bldg 31240, Area C, and Bldg 20770, Area B):
1.28.2.1. The cleaning shall include removal of all debris and material down to within ½ inch of the bottom. RCRA Non-Hazardous coal sludge shall be disposed of or recycled at an off base location in accordance with applicable Federal, State, and Local regulations.
1.28.2.2. Basins in buildings 31240 and 20770 are continuously running basins and the contractor shall clean basins IAW manufacturer recommendations and as required by contract. The basin shall be cleaned continuously until basin is free of water and sludge. Contractors shall supply their own containers for removal of coal sludge to an off base site.
1.28.2.3. After the cleaning operation, the contractor shall determine and furnish to the Quality Assurance Personnel, a written report of the amount of coal sludge in each basin and the results of the analysis.
1.28.2.4. Fences removed shall be reinstalled to previous condition upon completion of work.
1.28.2.5. The contractor shall stencil each basin with month and year of cleaning.
1.29. DISPOSAL OR RECYCLING OF REMOVED MATERIAL:
1.29.1. The contractor shall be responsible for the proper disposal or recycling of all wastes generated with the exception of RCRA Hazardous Waste. All RCRA non-hazardous wastes shall be disposed or recycled by the contractor in accordance with all applicable Federal, State and Local regulations.
1.29.2. The contractor shall recycle all used oil at an off-site reprocessing, energy recovery, or fuel blending facility that meets the requirements of 40 CFR 279 and/or all applicable state regulations.
1.29.3. Recycling or disposal of RCRA Non-Hazardous coal sludge shall be the responsibility of the contractor.
1.30. FINAL INSPECTION:
1.30.1. The contractor shall provide the Quality Assurance Personnel a minimum of two (2) hours notification prior to the time each separator or basin is ready for final cleaning inspection. The contractor shall be available to remove access panels for visual inspection by the Contracting Officer or Quality Assurance Personnel.
1.31. REFILLING SEPARATORS:
1.31.1. After inspection and acceptance of work by the Quality Assurance Personnel, the contractor shall return the separators to normal operating conditions. Normal operating conditions consists of refilling the separators with hydrant tap water to the level of the outlet pipe.
1.31.2. The contractor shall not refill continuously running separators, except as directed by the Quality Assurance Personnel.
1.31.3. Basins do not require refilling.
1.32. OIL COLLECTION TANKS:
1.32.1. No service is required on oil storage tanks that are installed adjacent to separators.
1.33. WASTEWATER TANKS:
1.33.1. Wastewater Tanks will be cleaned/pumped only on an as needed basis and by request from the Contracting Officer or the Quality Assurance Personnel. The wastewater tanks range from 250 to 500 gallons in size.
