About this file
This is a Questions and Answers document for Air Force solicitation FA857126Q0111, a Total Small Business Set-Aside Request for Quote for office furniture procurement. The requirement is for the Warner Robins Air Logistics Complex/EN Staffing Office to furnish an IT Network Operations Center (INOC) team room in Building 210, 3rd floor, Room 315 at Robins Air Force Base, Georgia.
The solicitation calls for office furniture including 24-inch x 60-inch HPL worksurfaces, desk bases, chair frames with mesh backs, and black chair upholstery (leather or easy-to-clean material preferred). Key clarifications address color/finish specifications, delivery requirements coordinated through MXSG, warranty coverage using manufacturer's standard commercial warranty rather than a uniform 10-year requirement, and small-business reseller eligibility. Since the procurement value is below the Small Aggregated Threshold, the Nonmanufacturer Rule does not apply, permitting small-business resellers to furnish products manufactured by businesses of any size. Desktop/base components and chairs may be sourced from different manufacturers provided all items meet specifications and are offered under CLIN 0001, though desktops and bases are preferred from the same vendor. Quotations must be submitted to Elizabeth Haines (elizabeth.haines.2@us.af.mil) and Taylor Walker (taylor.walker.10@us.af.mil) and may include product literature, specifications, or compliance documentation demonstrating conformance to solicitation requirements.

Q&A – FA857126Q0111
1. What colors/finishes are required for the 24-inch x 60-inch HPL worksurfaces, desk bases, chair frames, mesh backs, and chair upholstery?
We are looking for black chairs, the backs are mesh and the seats are leather or something easy to clean off (preferably not fabric).
2. Does FOB Destination require inside delivery to Building 210, third floor, Room 315, or delivery to a receiving dock/loading area? Please identify any appointment, freight-elevator, liftgate, unloading, pallet-removal, or base-access requirements.
No, we will work with MXSG.
3. Paragraph 2.5 requires a “standard 10-year warranty.” Must every component—including desk motors/electronics, chair foam/fabric, casters, and controls—carry at least ten years of coverage, or is the manufacturer’s standard commercial warranty acceptable where coverage periods vary by component?
Manufacturer’s standard warranty.
4. Please confirm whether an eligible small-business nonmanufacturer/reseller may furnish conforming products manufactured by businesses of any size for this total small-business set-aside, or whether the Nonmanufacturer Rule or a specific waiver/manufacturer-size restriction applies.
Because the total value of this procurement is under SAT, the Nonmanufacturer Rule does not apply. Therefore, an eligible small-business reseller may furnish conforming products manufactured by a business of any size (including large businesses), provided that your business is a small business for the designated NAICS code and you meet the standard reseller criteria.
5. May the desktops/bases and chairs be supplied by different manufacturers, provided every item meets the purchase description and the complete package is offered under CLIN 0001?
Prefer the desktop and base to be bought together and the chairs can be from another vender if needed
6. Please confirm the required quote-submission method and recipient(s), and whether the quotation must include a signed SF 1449, Amendment 0001 acknowledgment, completed solicitation representations, product literature, and a point-by-point technical compliance matrix.
Recipients: Elizabeth Haines (elizabeth.haines.2@us.af.mil) and Taylor Walker (taylor.walker.10@us.af.mil) Regarding the technical evaluation, we welcome you to submit any combination of product literature, specifications, or compliance documentation that you feel best demonstrates how your proposed solution meets the solicitation requirements.
