About this file

This document is a set of Contractor Questions Answered for an Air Handler Refurbishment project at Robins Air Force Base. The project involves refurbishing air handlers in a critical facility with specific technical requirements: two-stage filtration (MERV 7 pre-filter and MERV 13 final filter), six-fan minimum configuration, 100% outside air system, and hot water heating coils operating with 180°F entering water temperature. Key operational constraints include maintaining facility production capabilities, with contractors permitted to work on two air handlers simultaneously, and no facility shutdown allowed.

The solicitation (RFQ No. FA857126Q0018) is issued by the Department of the Air Force Materiel Command Air Force Sustainment Center, with a site visit scheduled for 19 November 2025 at 1:30 PM in Building B20128 at Eagle Street, Robins AFB. Contractors must email bobby.ballow@us.af.mil to confirm site visit attendance. Technical specifications include existing electrical service of 150 amp at 480v/3p/60 Hz, air handler housing dimensions of 24' long x 11' wide x 10' high, and heating requirements with entering air temperature of 24°F and leaving air temperature of 76.8°F. Questions were due by 28 November 2026 at 12 PM.

Contractor Questions Answered

BAF 78287 – B20128 Air Handler Refurbishment

2 Dec 25

-In section 1.1.8. One air-handler, filter racks and hot water coils shall be refurbished at a time with the possibility of two if given written permission and it does not affect production.

-Is there any expectation to provide service around personnel doing work in the facility? Yes, personnel will be working in the facility during the repair

-Will USG consider total facility shutdown so that service can occur? Absolutely not, this is a critical facility, shutting it off during the repair would not be acceptable

-Would USG require staggered servicing of the Air Handlers? Yes, we would require the HVAC system to be able to handle the production needs at all times.

-How many units can be worked on in a single instance? Currently the facility has three handlers down. Two units can be worked at a time. If one air handler can be worked at a time once the first three are replaced, that would be ideal.

-WHAT IS THE THICKNESS AND MERV RATING OF FILTERS? It is two stage filtration 2” thick MERV 7 pre-filter and 4” thick MERV 13 Final filter.

-WHAT IS THE BAG SIZE AND MERV RATING OF THE FILTER BAGS? There are no bag filters.

-WHAT IS THE ACCEPTABLE MINIMUM NUMBER OF FANS IN FAN ARRAY? Six fan minimum that can fit through the double door entrance measured at 72”wide X 95” high

-ARE BACKDRAFT DAMPERS OR BACKFLOW PREVENTERS REQUIRED ON FANS? Yes, but they are already in the ductwork.

-WHAT IS MAXIMUM MOTOR HP AND BHP OF NEW FAN ARRAY? No maximum for each array but the existing air handlers are run by a 75 HP VFD.

-WHAT IS MAXIMUM ELECTRICAL SERVICE AVAILABLE TO SERVE NEW FAN ARRAY (MCA, MOP)? Existing Electrical service of 150 amp breaker at 480v/3p/ 60 HZ for each air handler

-WHAT ARE THE DIMENSIONS OF THE EXISTING APPARATUS HOUSING THAT THE EXISTING FANS, COILS, AND FILTERS ARE LOCATED IN: L X W X H? Entire housing size is approximately 24’ long X 11’ wide X 10’ high. Existing fan size 72” high by 66” wide. Heating coils fill up the entire inside dimension approximately 11’ wide X 10’ high. Filter rack is same as heating coils 11’ X 10’. Existing fan outlet ductwork 52” X 39”.

-FOR FAN ARRAYS THAT UTILIZE VFD WHAT IS THE MINIMUM NUMBER OF VFDs PER FAN ARRAY SYSTEM? No requirement of VFD per fan array system.

-WHAT IS HEATING CAPACITY OF NEW REPLACEMENT HEATING COILS? Hot water entering at 180 degree F and leaving at 150 degrees F.

-WHAT IS AVAILABLE HOT WATER FLOW (GPM) FOR THE COILS? 205 GPM per Air handler

-WHAT IS THE COIL ENTERING AIR TEMPERATURE? (SEE BELOW ITEM 1.1.4.5) Winter time of 24 degree F, Leaving air temperature 76.8 degree F.

-WHAT IS THE ENTERING HOT WATER TEMPERATURE TO THE COILS? 180 degree F

-ARE FAN SYSTEMS 100% OUTSIDE AIR OR CIRCULATED? LOW TEMPERATURE DETECTION IS TYPICALLY LOCATED AFTER HEATING COIL AND BEFORE DOWNSTREAM COOLING COIL. IS THE LOW TEMPERATURE DETECTION BEFORE OR AFTER THE NEW HEATING COIL? 100% Outside air. Yes, after heating coil.
