This Sole Source Justification (SSJ) is submitted to implement the authority for Other Than Full and Open Competition supporting requirements generated for the .

The contracting activity for this requirement is Air Force Sustainment Center (AFSC)/PZIMA. The purchase request number supporting this contracting action is: PR#: FDB#:

Due to the circumstances described herein, the activity seeks to implement the authority to acquire Gamma 3000 Lathe Relocation using Other Than Full and Open Competition as prescribed by 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). This acquisition will result in the award of a new one-time service contract which will be Firm Fixed Price.

This sole source requirement will be purchased from the following vendor:

Delivery: Relocation and training shall be accomplished within 6 months ARO.

This is a single source commercial requirement. This project is for relocating the DMG Mori CTX Gamma 3000 Lathe (WR005960) from Building 353 to Building 140. The work will include decommissioning, rigging, re-installation, foundation, utility hookup, and training. The Contractor shall provide to the 402d Commodities Maintenance Group (CMXG), Robins Air Force Base, all materials, parts, travel, tools, and labor necessary to relocate the DMG Mori CTX Gamma 3000 Lathe (WR005960) from Building 353 to Building 140.

Market Research was completed in accordance with FAR 10.001 and 10.002. The following market research techniques were used to identify potential vendors:

(1) Dynamic Small Business Search (DSBS) query

(2) Discussions with Subject Matter Experts (SMEs)

(3) Review of General Services Administration (GSA) Schedules - 30 Dec 24 - 9 Jan 25

The market research efforts returned 20 small business vendor profiles from the DSBS database and 0 as being capable. A GSA search also returned 0 small businesses. (DSBS and GSA query attached).

(1) A DSBS query of 8(a), HUBZone, Woman Owned Small Business (WOSB), Service Disabled Veterans Owned Small Business (SDVOSB) businesses was run using the following NAICS code and keywords:

o 541330 - Engineering Services o Keywords - “milling machine” and "military"

Using the NAICs code identified, contractors in each of the small business categories are identified in this report.

The DSBS queries resulted in a summary of 20 vendors, broken down in 8(a) (5), HUBZone (5), WOSB (5), and SDVOSB (5) economic groups. See Attachment for results of the DSBS queries.

(2) Discussions with SME - Alex Grosskopf, SME, in the 402 CMXG complex, provided source input based upon his expertise. He submitted 1 estimate based on the OEM, DMG Mori, the Gamma 3000 Lathe Relocation. DMG Mori has the specifications for the concrete foundation, decommissioning, rigging and final set up of the equipment needed.

(3) Review of GSA schedules was completed but no sources for the relocation service for the Gamma 3000 Lathe Relocation were found. GSA Schedules - 30 Dec 24 - 9 Jan 25

Based upon the total market research performed, there are no small business sources that can provide the engineering service to relocate the Gamma 3000 Lathe from building 353 to building 140.

The overall cost of this acquisition will be negotiated in accordance with procedures in FAR Part 12 and FAR 13.106-3(a)(2) and include a statement of price reasonableness confirming the ultimate price to the Government is fair and reasonable. Additional pricing methodologies to negotiate fair and reasonable price may include reviewing publicly offered catalogs, comparison to historical contractor sales, and/or analysis of limited cost or pricing information provided by the contractor. In the event that limited cost or pricing information is made available, the Government's negotiation objective will be developed using local technical analysis and direct and indirect rate factors recommended by the Defense Contract Management Agency.

Recommendation: Based upon the total market research performed, there are no small business sources that can provide the engineering service to relocate the Gamma 3000 Lathe from building 353 to building 140. Post on SAM.gov for a sole source award to DMG Mori USA, Inc.

None.

See Section VI above. Only the OEM has expressed interest in this acquisition.

This is a one-time purchase to the OEM, DMG Mori USA, Inc, therefore no action will be taken to remove or overcome barriers to competition. The Government does not foresee this need recurring at any foreseeable time in the future.
