Questions and Answers: Asbestos Abatement
FA8571-25-Q-0078
Q: Per the project documents and site visit, the scope of the work ends at the edge of the mezzanine. Is it safe to assume that we can setup containment at the edge of the mezzanine from the floor to the ceiling?
A: Correct, the edge of the mezzanine will be the division line of the scope of work, and where the containment would be setup
Q: Is disposal of the waste / debris the sole responsibility of the contractor?
A: Yes
Q: Is an Abatement plan required from the contractor before starting the work?
A: Yes
Q: What are preferred or accepted methods of submitting project pricing proposals? Emailed to the project contact person or via some other method?
A: Email to the contracting officer
Q. To clarify, we see that the project is requiring a hazardous materials cleanup crew to remove asbestos pipe insulation on two 40' pipes, clean fallen insulation on the mezzanine area, and clean up heavy metal contamination in the area. Is this correct?
A. Yes
Q. Has an asbestos survey been conducted, in the area, to show that only the pipe insulation contains asbestos? This is important as unknown additional asbestos containing materials in the area can cause an air clearance to fail so it is important to identify all ACM prior to abatement (even if it isn't being removed).
A. Correct, the area has been tested and only the pipe insulation was shown to contain asbestos.
Q. Additionally, which layer of pipe insulation contains asbestos? If you have a copy of the report, could you please share it with us?
A. Refer to attached report.
Q. Have dust wipes been collected and analyzed for specific heavy metal identification and quantification? Identifying background levels and metal types helps identify the necessary scope to clean the space. We are currently working on another building at Warner Robbins AFB with heavy metal concerns and found that they did not have this information available.
A. Yes, a wipe test was conducted and included in attachment referenced in question 3.
- My guess is your contract says something along the lines of having "dust wipes performed before and after to show a 90% reduction".
Q. If it can be shared, what kind of work is conducted within this building that may cause elevated levels of heavy metals in the air or dust?
A. There are several blast booths, the area being cleaned is on top of an IVD booth, there’s also an HVOF booth.
Q. The period of performance is 2 weeks. Is that entire 2 weeks allotted for just this portion of the project or does that include other scopes outside of abatement?
A. The 2 weeks is to perform the removal of the pipe insulation of both 40’ pipes and clean the top of the IVD booth.
Q. Air monitoring will be necessary in an occupied building during asbestos abatement. Do we need to provide this service or do you plan to reach out to another 3rd party for this service?
A. If it’s required, contractor doing the work will need to provide.
Q. The disturbance of heavy metal contaminated dust during cleaning may warrant air monitoring, as well. Same question as above.
A. Same answer as above.
Q. Do you currently have a representative on base this week that can walk the site with us? If not, we are already badged onto that base so we can potentially access the space alone, if allowed.
A. Yes, my team and I will be available, do not access without our permission/presence.
Q: Regarding Solicitation FA8571-25-Q-0078 for the Asbestos Abatement at Building 142, Robins AFB, I wanted to ask if there are any available photos, site drawings, or layout references for the project area that could be shared with potential subcontractors for better estimating and planning.
A: Yes, attached pictures are provided within the Questions and Answers document.
