This Sole Source Justification (SSJ) is to request authority for Other Than Full and Open Competition supporting requirements generated for the 402d Electronics Maintenance Group. The contracting activity for this requirement is Air Force Sustainment Center (AFSC)/PZIMA. The purchase request number supporting this contracting action is: F3QCCM4353A001 / FDB#: 77335.
Due to the circumstances described herein, the activity requests authority to acquire Mustang Circuit Card Assembly (CCA) using Other Than Full and Open Competition as prescribed by 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). This acquisition will result in the award of a new contract which will be Firm Fixed Price with the period of performance anticipated to be .
This sole source requirement will be purchased from the following vendor:

This is a commercial requirement for the procurement of Mustang Circuit Card Assembly for the Mustang tester (P/N SVME-194B-1808) for the 402d Electronics Maintenance Group at Robins Air Force Base, Georgia.
The nominal Contract Line Item Numbers (CLINs) structure is as follows:

The 402d Electronics Maintenance Group minimum needs can only be satisfied by DY 4 Systems Inc.
They are the Original Equipment Manufacturer (OEM) of the CCA, P/N SVME-194B-1808, for the Mustang tester per Boeing assembly instructions, drawing F659-32755-1-D and Operational Instruction under Technical Order 33D5-30-9-3.
The Mustang is a self-contained, portable unit which consists of the electronics unit and cables for each specific test program. The Mustang performs operational checkout by applying software controlled appropriate voltages and signals to the various inputs and measuring the resulting outputs down to the connector and pin level of the following systems: Back shop Tests, B-52H Integrated Conventional Stores Management System (ICSMS) Pylon Assembly, Non-ICSMS Stub Wing Pylon/ Heavy Stores Adapter Beam, Cluster Bomb Rack, A-6 Bomb Release, Conventional Rotary Launcher (CRL) 1760, CRL 1760 With Ejector, CRL 1760 Information Switching Unit (ISU) Only External Aircraft Tests: B-52H 1760 Pylon Disconnect, Cruise Missile Pylon Disconnect, Non-Nuc 218 Disconnect Internal Aircraft Tests: Common Strategic Rotary Launcher (CSRL) Disconnect, Cluster Bomb Rack Disconnect, CRL 1760 Disconnect Weapon Station Tests: 1760 Aircraft Station Interface (ASI)/Ejector, Cruise Missile Pylon/CSRL Missile/Ejector, CSRL Bomb/Ejector, CRL 1760 ASI/ Ejector Line Replaceable Unit (LRU) Tests: Missile Interface Unit (MIU)/Relay Assembly, Cruise Missile Pylon LRU Harness, MIU Mode, CRL 1760 ASI/Ejector. The Mustang CCA is required to expand mission needs for testing capability and must be identical in form, fit, and function to the existing CCA. The technical data for the Mustang CCA is proprietary to DY 4 Systems Inc. There is not a similar CCA available in the market for the Mustang tester that has the same form, fit, and function to the DY 4 Systems Inc. CCA component.
DY 4 Systems Inc. stated on 29 August 2024 that they are not willing to sell the technical data or data rights to the Government. A component of the CCA for the Mustang tester has become obsolete. The Mustang tester was designed by Boeing. In order to resolve the obsolescence issue, Boeing redesigned the internals of the CCA to fit this component, the CPU/Graphics circuit card (P/N SVME 194B-1808). Choosing another product would require a major system redesign to the Mustang tester to allow for a different CCA component. A redesign is expected to take 3 - 5 years for research to develop a new test system and would cost the government an estimated per tester. This estimated cost is based on Government expert knowledge of test programs such as A-6 Bomb Release, Cruise Missile Pylon Disconnect, and Conventional Rotary Launcher. Since this CCA has become obsolete, this will be a one-time buy with no future procurement. Boeing will need to research and develop a new system to replace the entire Mustang tester. Without the procurement of this CCA, multiple aircraft systems cannot be tested to ensure proper functioning which could potentially ground the B-52 fleet.
Accordingly, DY 4 Systems Inc. is the only vendor capable of providing the Mustang CCA both timely and cost-efficient without the government experiencing substantial duplication of costs that is not expected to be recovered through competition and unacceptable delays in supporting mission capability.

This requirement will be synopsized on SAM.Gov web page as required by FAR 5.201. It is anticipated that sources having an interest in subcontracting may be identified through synopsis.
Although the Government does not own data to support this requirement from any other sources, any source who responds to the Government as a result of this synopsis will be identified to the prime contractor as potential subcontracting possibilities.
The overall cost of this acquisition will be negotiated in accordance with procedures in FAR Part 12 and FAR 13.106-3(a)(2) and include a statement of price reasonableness confirming the ultimate price to the Government is fair and reasonable. Additional pricing methodologies to negotiate fair and reasonable price may include reviewing publicly offered catalogs, comparison to historical contractor sales, and/or analysis of limited cost or pricing information provided by the contractor. In the event that limited cost or pricing information is made available, the Government's negotiation objective will be developed using local technical analysis and direct and indirect rate factors recommended by the Defense Contract Management Agency.
Market research was conducted 18 November 2024 - 16 December 2024 in accordance with FAR Part
10.001 and 10.002. Market research was conducted to identify sources capable of providing the Mustang CCA. The Market Research Report was completed on 16 December 2024. The market research techniques used are as follows:
A Small Business Administration Dynamic Small Business Search query was conducted using North American Industry Classification System (NAICS) Code 334111 - Electronic Computer Manufacturing and keywords 'circuit card'. This query resulted in nine (9) potential capable small businesses. The 8(a) query yielded the following profiles: Service-Disabled Veteran: 1, Veteran: 2, HUBZone: 0, Women-Owned: 1, Native American: 3, Other Minority Owned: 3, Self-Certified Small- Disadvantaged Business: 5. The vendors were evaluated and determined not capable based on not having access rights to the DY 4 Systems Inc. proprietary data for the Mustang CCA.
The circuit card is considered a commercial item as defined in FAR 2.101. This circuit card is used by both the military and the commercial aviation industry.
The market research concluded DY 4 Systems Inc. is the only vendor capable of fulfilling the Government's requirement.
