General Q&A regarding solicitation FA857125Q0003

1) Could the government provide clarification on the offeror instructions or should proposals be created based solely on the evaluation factors: Lowest Price, Technical Capability, and Past Performance?

Answer: The evaluation factors are how the Government will evaluate each respective offer once it has been received. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The structure of the proposal is at the discretion of the company.

2) Is the basis of evaluation Lowest Priced Technically Acceptable or Best Value?

Answer: Lowest Price, Technical Capability, Past Performance are the relative order of importance for the evaluation factors.

3) Is a Technical Capability volume required with our submission? If so, are there any page limitations?

Answer: Yes, please limit technical capability to two (2) pages.

4) Is there a Past Performance volume required with our submission? If so, how many reference contracts should we include?

Answer: Yes, a minimum of two (2) years of government past performances, or four

(4) years of outside of government past performance.

5) This solicitation is listed as an 8(a) Set-Aside, but the SF-1449, Block 10 classifies the solicitation as Unrestricted. Which of these is the true classification for the solicitation?

Answer: Yes, this opportunity is intended as an 8(a)-program set-aside. An amendment to the solicitation will be posted to SAM.gov, correcting the error.

6) This solicitation is categorized under NAICS 541611, but the sam.gov page says that the opportunity will be listed under NAICS 561110. Which is the correct NAICS code for this solicitation, and can the government ensure this is consistent?

Answer: NAICS: 561110, An amendment to this solicitation will be posted, correcting the inadvertent error.

7) The solicitation includes a DO-C9 rating under the DPAS. Given that this is a solicitation for staffing three personnel, could you please clarify if this priority rating is correctly applied to this solicitation and its implications for performance?

Answer: The rating is internal to the Department of Defense and places a priority on orders. This does not have any implications for performance.

12) Are these responsibilities more aligned with material management (and a role such as Inventory Cost Analyst) or a systems analyst/Business Systems Analyst with a focus on material transactions, cost accounting, cost/benefit analysis and reporting, transaction and cost auditing and accuracy and Financial Improvement and Audit Readiness (FIAR)?
