Questions and Answers Regarding Request for Quote FA8571-24-Q-0-111
Q1. Is there an incumbent that performed the same or similar work previously? If so, is a contract number available?
A1. This is a new requirement, but portions of this requirement were previously satisfied by two (2) contracts. The environment has changed due to additional robotic systems.
Q2. Is FA8571-20-P-0033 one of the prior contracts?
A2. Yes, FA8571-20-P-0033 did satisfy a portion of the requirement.
Q3. As a follow-up, is FA857118P0075 the other contract?
A3. No – the previous contracts that satisfied portions of this requirement include FA857115C0002, FA857120P0033, FA857116C0021, and FA857122P0002.
Q4. What brand name robots at Robins AFB are included in this contract and how many of each type of robot? (Ex: Fanuc, ABB, Kuka, etc.)
A4. Fanuc arms. This contract will not exceed 70 robots during the life of this contract.
Q5. For the robotic paint booth cells, what brand is the paint equipment that is being used? (Ex: Behr, Durr, Graco, Fuji, etc.)
A5. Majority of it is Kremlin guns. With standard pots and pressure lines.
Q6. Page 63 of the Combined Solicitation document states that “Technical and past performance, when combined, are equally important.”
Q6. Cont: We can’t seem to find any detailed requirements for the Technical and Past Performance writeups. Is there a Section L that we might have access to?
A6. The USG will make a determination of contractor responsibility with any information available. There is no Section L as this is a commercial requirement using simplified acquisition procedures.
Q6. Cont: Or are we only meant to provide a cost quote IAW pages 3-8 of 63 of the Combined Solicitation Document?
A6. Yes Q7. Please verify if this is being awarded Best Value or LPTA.
A7. This is being awarded to the lowest offeror that meets all requirements outline in the solicitation.
Q8. Will USG provide the manuals they currently have to the winning offeror?
A8. Yes Q9. Was the Monthly training requirement present in any of the prior contracts that this effort is replacing?
A9. No Q9. Cont: If this requirement was present, would USG be willing to provide the related training curriculum to a winning offeror to build upon?
A9. N/A Q10. Would USG be able to provide the Statements of Work from the solicitations related to the following contracts: FA857115C0002, FA857120P0033, FA857116C0021, FA857122P0002?
A10. No, the USG will not be providing statements of work for those contracts.
Q11. Would USG be able to provide any of the historical repair data for any of the equipment listed in Appendix A?
A11. No.
Q12. May I ask why the turnaround time for a quote is only 2 weeks?
A12. The turnaround time is 3 weeks; the USG believes this sufficient time to develop a quote.
Q13. Would USG be able to schedule a site visit to support accurate bidding on this effort?
A13. USG prefers to answer specific questions about this effort via email.
Q14. Is USG expecting the winning offeror to liaise with OEMs on their behalf when requesting warranty services?
A14. Yes if needed.
Q15. When costing CLINS x001, are we providing a unit price per service instance? Essentially will this unit price be what we invoice against whether or not the qty of Support calls exceeds 12 per year?
A15. Per paragraph 1.3 in the PWS dated 23 May 2024, the government is not limited to a certain number of calls. The price should be the monthly cost to be available for telephone technical support Mon-Fri, 7AM-5PM.
