Evaluation Factors for Award

Evaluation-Commercial Products and Commercial Services (Nov 2021)

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be (a) most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

This is a brand name set-aside. To be eligible for award, the offeror must be either the OEM or an authorized reseller of the required kit(s), as evidenced by a letter from the OEM. Any interested offeror must fill out and include the TEP Attachment to be considered eligible for award. The Government intends to award to the offeror with the lowest TEP that is reasonable and balanced and fulfills the Government's requirement set forth at PD, dated 5 May 2023.

The OEM for the Cold Working Kits is Fatigue Technology Inc.

The authorized resellers that the government is aware of are as follows: Wencor Group CAGE 26647, Aero-Glen International LLC CAGE 9V172 , and .Statz Corp CAGE 3WGD1 If any other companies are authorized resellers, they must provide an OEM letter in order to be considered for award.

. The Government will evaluate offers for award purposes by adding the total price for all ordering periods to the total price for (b) Ordering Period the basic requirement. The Government may determine that an offer is unacceptable if the ordering period prices are significantly unbalanced. The TEP Spreadsheet will be used to evaluate the ordering period and base year. For CLINs that have quantity ranges, the evaluated price for the CLIN will be calculated as follows: Each proposed unit price for the same CLIN is multiplied by its corresponding quantity per range, yielding an extended price. The sum of the extended prices of the various quantity ranges for that CLIN will be the evaluated price for the CLIN (see Table 2).

Below is an example of how the TEP will be calculated. These evaluated CLIN prices are then added together, yielding the TEP for this example.
