CMXG Production Services Manpower Solicitation FA8571-22-R-0003 Questions and Answers

1. Can the Government please provide the incumbent contract information?

Answer: The current (or “incumbent”) contract number is FA8571-20-P-0128

2. What is the estimated level of effort for this requirement (labor categories/hours)?

Answer: This is not a level of effort requirement.

3. What are the specific instructions for offerors?

Answer: Please submit a pricing proposal IAW RFP.

4. Is a technical proposal required?

Answer: NO

5. What are the minimum requirements for an acceptable proposal?

Answer: A proposal needs to be submitted IAW the RFP. Please refer to the evaluation factors listed on page 68.

6. Please confirm that there is no Tech Proposal/Response in the Instructions, Conditions & Notices to Offerors (page 67-68 in Solicitation)?

Answer: Confirmed. No technical proposal is required.

7. Please confirm that there is no Pricing Volume in the Instructions, Conditions & Notices to Offerors (page 67-68 in Solicitation)?

Answer: Confirmed. No technical proposal is required.

8. Is there a contractor currently performing the same or similar work (incumbent contract)?

Answer: Yes

9. If so, would it be possible to get the contract # and name of vendor?

10. Is this a new requirement or is there an incumbent contractor providing support?

Answer: This is a follow-on requirement.

11. If this is an incumbent contract, is it currently staffed and what is the current contract number?

12. Will the government please provide additional instructions on how each factor shall be submitted? There is no proposal format for example page limitations and font size for each factor.

Answer: Please refer to the evaluation factors listed on Page 68. There is no specific proposal formatting. Please submit a proposal that provides pricing for the line items listed within the solicitation.

13. Is there an incumbent?

Answer: Yes

14. Are the personnel currently in place?

Answer: Yes

15. Does this solicitation fall under the Service Contract Act?

Answer: Yes

16. Are there any proposal submission instructions to the offerors?

Answer: Please submit proposals by 2:00 PM on 16 March 2022. There is no specific proposal formatting. Please submit a proposal that provides pricing for the line items listed within the solicitation.

17. Is there a Fillable Pricing Sheet for this solicitation?

Answer: No

18. After reviewing this solicitation, we are unable to locate the instructions on what to submit, like Instructions, Conditions, and Notices to Bidders, and also we were looking for evaluation factors for the award. Have we missed something?

Answer: Please submit a proposal that provides pricing for the line items listed on pages 3-6 within the solicitation. The evaluation factor is located on Page 68 of the solicitation. From FAR 52.212-2(a): “(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: offers the lowest reasonable and balanced price”

19. Solicitation- FA857122R0003 14 February 2022 Page 1 states in Block 8 Offer Due Date/Local Time “16 Mar 2022 1:00 PM”. Solicitation-FA857122R0003 14 February 2022 Page 3 states “Please return solicitation response to Thomas Royal, thomas.royal.1@us.af.mil, NLT 2:00 PM Eastern Standard Time, Wednesday 16 March 2022”. Could you please clarify the correct submission due by time?

Answer: The correct submission time is 2:00 PM EST on 16 March 2022. The time in Block 8 will be corrected.

20. Solicitation-FA857122R0003 14 February 2022 Page 3 states, “this is a commercial, 8(a) competitive requirement at Robins Air Force Base”. Solicitation-FA857122R0003 14 February 2022 Page 33 includes DFARS Clause 252.219-7009 Section 8(a) Direct Award Oct 2018. Could you clarify if this opportunity is 8(a) Competitive or 8(a) Direct Award?

Answer: This is an 8(a) competitive requirement. DFARS 252.219-7009 has been removed and DFARS 252.219-7010 has been added

21. Solicitation-FA857122R0003 14 February 2022 Pages 3-6 identify all CLIN categories as Firm Fixed Price. Is this pricing category correct for all CLINs?

Answer: Yes

22. Solicitation-FA857122R0003 14 February 2022, Page 30 (3) 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts) (Aug 2018) (29 U.S.C. 206 and 41 U.S.C chapter 67) is not checked as applying to this Solicitation. Since the resulting contract is subject to the Service Contract Act, should this be marked?

Answer: Yes

23. Solicitation-FA857122R0003 14 February 2022, Page 31 (8) 52.222-62, Paid Sick Leave Under Executive Order 13706 (Jan 2017) (E.O. 13706) is not checked as applying to this Solicitation. Since the resulting contract is subject to the Service Contract Act, should this be marked?

Answer: Yes; it is now checked.

24. Solicitation-FA857122R0003 14 February 2022, Page 32, 52.217-9 Option to Extend Clause. Subparagraph (c) indicates that “The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.” If there is an option to extend the term of the contract, would the total contract duration need to be longer than 5 years?

Answer: No

25. Solicitation-FA857122R0003 14 February 2022, Pages 32-33, the GS-equivalent for Program Manager is listed as GS-0340-07. Would the Government confirm that the “Program Manager GS-0340-07” equivalent is accurate?

Answer: Yes it is accurate

26. Solicitation-FA857122R0003 14 February 2022, Page 35, List of attachments. The description for Item 04 is “Contract Data Requirements List”. The description should be “INDUSTRIAL SAFETY AND HEALTH REQUIREMENTS”.

Answer: The description has been amended

27. Solicitation-FA857122R0003 14 February 2022 does not specifically include a Section L. What does the Government expect to be included in the proposal? Please clarify the Government’s expectations of FAR 52.212-1 (b)(4)?

Answer: Please refer to the evaluation factors listed on Page 68. There is no specific proposal formatting. Please submit a proposal that provides pricing for the line items listed within the solicitation.

28. Solicitation-FA857122R0003 14 February 2022, Page 67 includes FAR 52.212-1 Instructions to Offerors-Commercial Items Sep 2021. Does the Government intend to award the contract within 30 calendar days or should the period of offer acceptance be extended?

Answer: Proposals are due on 16 March 2022 at 2:00 PM EST. The estimated award date is 22 April 2022

29. PWS_PSM Page 3, paragraph 1.6.1 states that “Upon discovery of the need for over and above work, the Contractor shall prepare and furnish to the Government Representative a work request.” Will the government establish a separate Over and Above CLIN?

Answer: Yes

30. PWS_PSM Page 5, Paragraph 4.4 Place of Performance and Hours of Work states “On-site contractor services shall be performed at the Warner Robins Air Logistic Complex.” The work will take place at different buildings. What will be the distribution of personnel at each location?

Answer: The work will take place primarily in buildings 140, 169, 269, Robins North, 20145, 145, 20139, 2067, at Robins Air Force Base, GA. However, Contractor employees may be required to work in multiple areas, including flight line areas to support the mission.

31. PWS_PSM Page 5, paragraph 4.4 states that “The Contractor’s work hours (shifts) shall normally be from 6:30 am to 2:30 pm (EST), Monday through Friday.” The work shift is a “straight 8”. Will contractors receive a break and/or lunch?

Answer: The contractor employee’s work hours should be 6:30 am to 3:00 pm. They will get a 30 minute lunch. The PWS has been updated to reflect this change.

32. PWS_PSM Page 5, paragraph 4.4 states that “The Government may adjust the Contractor’s work hours based on workload requirements, with the flexibility to start work earlier, work odd shifts, and/or work weekends.” Does the Government anticipate that there will be overtime hours on this contract? Will the Government establish an Overtime CLIN?

Answer: No

33. The Performance Work Statement for 402d Commodities Maintenance Group Production Services Manpower 8 November 2021 nor the Contract Data Requirements List mention the submission of a Monthly Status Report. Is a Monthly Status Report a contract requirement?

Answer:No

34. The Government has described each CLIN as FFP, but the PWS is structured as a level of effort hours-based contract. Is this contract FFP, Labor Hours, or T&M? If this contract is FFP, should the CLIN units be presented as monthly instead of hourly?

Answer: This is a Firm Fixed Price requirement. CLIN units are to be presented as hourly

35. If this contract is FFP, are contractors required to complete all tasks in the PWS regardless of staffing levels?

Answer: Yes

36. If the workload in the PWS requires more FTE than described by the CLINs, will the Government be paying for additional hours or is the contractor liable for additional costs as is normal in FFP contracts?

Answer: Contractor would be liable for additional costs.

37. If the workload in the PWS can be accomplished with less hours than described by the CLINs, will the Government be paying for the full amount of hours on each CLIN as is normal in FFP contracts?

Answer: The requirement is for the hours listed and the FTE listed.

38. If the contract is Labor Hours or T&M, contractors do not have the liability to complete the workload in the PWS, but rather to provide their best effort up to the ceiling hours. If this is the Government intent, will the Government change the CLIN’s to be Labor Hours or T&M?

Answer: N/A… This is a firm fixed price effort.

39. Can offerors propose labor categories other than what is identified in the CLINs?

Answer: No. Offerors should propose pricing in accordance with what is identified within the line items listed on the solicitation

40. Is there an incumbent currently performing this work? If so, can the government please provide the company name and contract number?

Answer: yes; Advanced Project Consulting, FA8571-20-P-0128

41. There is not a pricing spreadsheet attached to the solicitation. It appears the only requirement for pricing is to complete the table on pages 3-6 of the "Solicitation+-+FA857122R0003+14+February+2022.pdf" attachment. Can the government please confirm?

Answer: A proposal can be submitted with pricing for the CLINs listed on the solicitation, or the table on pages 3-6 can be filled out. There is NO pricing spreadsheet with the solicitation.

42. FAR 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards - Price Adjustment (Multiple Year and Option Contracts) is not incorporated into the solicitation. Since the resulting contract will be subject to SCA, the contract type will be firm fixed price, and there will be multiple option years, it appears this clause should be applicable. Can the government please add the FAR clause to the solicitation?

Answer: Added to the solicitation.

43. If the government does not intend on adding FAR 52.222-43 to the solicitation or resultant contract, is the government expecting offerors to escalate the SCA positions for the option years? Note, this is not typical of SCA positions as normally FAR 52.222.43 would be applicable.

Answer: FAR 52.222-43 has been added

44. Can the government clarify the contract type of the resultant award? Under the 'Supplies/Services' column of the table on pages 3-6 of the solicitation, it states each CLIN is Firm Fixed Price. However, the table is built as a Time and Materials (T&M) or Labor Hour Unit Prices with associated hours.

Answer: This will be a firm fixed price contract.

45. In regards to the above question, if the contract type will be Firm Fixed Price, how does the government expect the CLINs to be structured / how will the successful offeror invoice? In twelve equal monthly increments?

Answer: Invoices are to be sent monthly.

46. Can the Government confirm Offerors are only to submit a Price Proposal in response to this solicitation?

Answer: This is correct.

47. Is there an incumbent? If so, who? Are they eligible to compete?

Answer: yes; Advanced Project Consulting; yes

48. What is the incumbent contract number?

Answer: FA8571-20-P-0128

49. Is there a Facility Clearance required? Can the FCL be achieved after proposal submission (i.e., in process prior to submittal)?

Answer: No Facility Clearance is NOT required.
