PURCHASE DESCRIPTION
FOR
MODULAR STRUCTURE FOR KC-46 WORKLOAD
30 October 2019
1.0 DESCRIPTION OF REQUIREMENT. The Contractor shall provide all tools, parts, materials, supplies, equipment, rigging, labor, transportation, and supervision necessary to supply, ship, unload, and install one modular structure inside building 364 for the 402d Commodities Maintenance Group (CMXG) at Robins Air Force Base (AFB), Georgia.
The KC-46 Depot Activation initiative requires the expedited installation of a modular structure inside building 364 to support the new KC-46 life raft and escape slide workload. The modular structure will be utilized for performing maintenance, testing, and final packing of KC-46 escape slides.
The modular structure shall be constructed with the maximum available sound reduction paneling, and shall consist of the following rooms:

NOTE: The Contractor shall visit Robins AFB, building 364, and field measure all key components and notify the CMXG Government Representative of any obstacles/problems they foresee prior to starting fabrication/construction. The Contractor shall coordinate all plans prior to beginning any work with the CMXG Government Representative.
1.2 SPECIFIC REQUIREMENTS.
1.2.1 SLIDE CHECK/REPAIR AREA (Interior Dimension: 42 feet wide x 82 feet long x 16 feet high)
1.2.1.1 Rooms. The building shall have a main working room, and a separate heating room. The main room shall be temperature controlled separately from the heating room. The heating room shall be capable of maintaining a heating temperature between 120 degrees and 140 degrees Fahrenheit for a minimum of 12 consecutive hours, and the construction materials used shall be capable of withstanding the same heat load (temperatures) without deterioration. The entire building shall have approximately 19 each 120 Volt/20 Amp duplex sockets, 4 wall switches, and 12 data/communication preps. NOTE: The Contractor shall propose a design solution for the heating room to the Government Representative for approval prior to beginning any fabrication/construction. The design solution shall be included as part of the Engineering Drawing requirement. (See CDRL A001)
1.2.1.2 Roll-up Doors. The building shall have two powered, insulated roll-up doors. Each door shall be capable of being operated manually in the event of power or motor failure. One roll-up door shall be installed on the east wall 36 feet, 0.5 inches from the north wall to the center of the door, and the other shall be installed in the center of the north wall of the 12 feet x 12 feet interior heating room. Each door shall have the same dimensions of 10 feet wide x 11 feet high. The 11 foot high clearance is required for forklift traffic to pass through.
2.0 GENERAL REQUIREMENTS AND SPECIFICATIONS.
2.1 WALLS. (Vinyl covered gypsum board both sides of wall)
The walls shall be three-inch thick composite sandwich panels. The outside and inside facing shall be 1/2 inch fire-shield gypsum board with a vinyl finish of light gray. The core shall be two inches of one-pound density polystyrene laminated using a structural adhesive. Wall panels shall be insulated to a minimum of R-11. Every four inches shall have an aluminum extruded binder post with snap cover to house all the electrical components. All binder posts will be powder coat painted to match the wall covering.
2.2 ROOF. (Steel Deck: 3,500 Square feet with four roof support beams)
The roof shall consist of 22 gauge, primed steel inter-nesting pans as a dust cover with closure fascia. Steel shall be fabricated conforming to Section 1.2 of the latest edition of the AISI S100-16, North American Specification for the Design of Cold-Formed Steel Structural Members. Steel decking shall be 1 ½ inch corrugated and shall be mechanically fastened to structure walls. The roof shall be capable of supporting the suspended ceiling, conduit, lighting, fire sprinklers, and necessary fastening hardware.
2.3 CEILING. (Suspended Ceiling)
The ceiling system shall consist of a complete Class "A" suspension system and acoustical material. The ceiling suspension system shall consist of a concealed assembly of structural members and such hardware and wall moldings as required to support the ceiling system with a maximum deflection of L/360 of the span. The ceiling shall be capable of incorporating lighting, heating, ventilation, and air conditioning, electronic and electrical system components, as necessary. The system shall be completely integrated with the structural and mechanical elements, and shall be coordinated with the interior partitions. The ceiling system shall consist of white "T" grid system with 2 inch x 2 inch pattern. Ceiling tile shall be 24 inches x 24 inches x 5/8 inch thick lay-in type.
2.4 FIBERGLASS INSULATION.
Rolls of R-19 Kraft faced fiberglass insulation batts shall be included. The rolls shall be 23 inches wide x 6 inches thick x 75 inches long. The insulation shall cover the entire surface area.
2.5 FINISH.
All structural beams, columns, landings, handrail and gates shall be powder coated. Bar joists shall be primed gray and all handrails shall be painted safety yellow.
2.6 DOORS. (Three each, 20 gauge insulated steel double-hung doors with ½ glass and closer)
The door(s) shall be 36 inches wide x 84 inches high x 1 ¾ inches thick and shall be constructed of 20 gauge hot dipped galvanized steel, mill treated for proper paint adherence. The doors shall have top and bottom channels of 16 gauge steel projection welded to door skins on no less than two inch centers. The top channel is to be flush while the bottom channel is to be inverted. The hinge preparations are to be nine gauge steel reinforcements projection welded to the door skins in six places each. Hinge preparation is to be cut through the doors and provided with reversible filler plates to allow building site handing. Standard hinge preparation is to be 4 ½ inch regular weight .134 inch hinge, conforming to ANSI A156.7, American National Standard for Template Hinge Dimensions three preparations. The doorframe shall be 16-gauge single "rabbit" commercial quality steel. The frame shall be pre-mortised for application of matching hinges and striker set of the door. The door shall be supplied with all necessary hardware as to meet local and state code requirements. The door shall be fabricated as to include 1/8 inch tempered safety glass in the upper half. The window shall measure approximately 22 inches wide x 36 inches high.
2.7 ELECTRICAL.
The entire electrical system for the modular structures shall be in accordance with the NFPA 70, National Electrical Code (NEC) requirements.
NOTE: The Contractor shall pre-wire the receptacles, lights, switches, and Contractor supplied load center. Final tie-in of electrical and data/communications connections will be made by the Government)
2.7.1 MODULAR ELECTRICAL PACKAGE. (1 Each)
The electrical package shall consist of four wall switches; 19 duplex receptacles; 110 volt 2 foot x 4 foot lay-in LED fixtures (93 foot candle (fc) illuminance at desk height required) with pre-wired electrical modules. Switches and receptacles shall be flush mounted in 2 inch x 4 inch handy boxes with modules consisting of MC Cable with #12 AWG solid copper conductors. For switches and receptacles, the conductors tie into the apparatus per NEC requirements. Each module has a "power-in" tap, which plugs into a distribution or extender cable. As a circuit is filled, a “home run" shall then be made to the breaker box. Lighting is handled in a similar fashion, with the switch module acting as the “home run”. Also, included shall be eight 2 inch x 4 inch handy boxes for telephone/data connections with no faceplate. Wiring will be done by the Government. NOTE: Tubes will not be included and final hookup of power to the breaker box will be made by a Government electrician. The package shall meet current NEC requirements.
2.7.2 ELECTRICAL SERVICE: (200 Amp, 24 Space)
The electrical service shall include an indoor load center of sufficient amperage and circuit capacity as to handle all lighting loads, receptacles and Heating Ventilating and Air Conditioning (HVAC) systems. NOTE: The entire electrical system for the modular buildings shall be in accordance with NEC requirements.
2.7.3 THREE PHASE ELECTRICAL SERVICE. (208V, 3 Phase, 60Hz)
The 3 phase electrical service shall include sufficient amperage and circuit capacity to handle the HVAC package plus the roll-up doors.
2.8 CLIMATE CONTROL. (HVAC cooling and heating ductless mini-split system: one each, with three air handling cassettes)
The HVAC shall consist of a ductless mini-split system. This system shall be of ample capacity to allow for approximately 400 square feet per ton of cooling and heating. The air cassettes shall be mounted at eave level for the modular building. All line-sets shall be located on top of the drop ceiling with penetration only for cassette access. The compressors for the mini-split system shall be mounted external to the existing building, either on the floor or on an existing adjacent platform, with all conduit and refrigerant lines to be properly sealed at all penetrations through the walls. As a minimum the mini-split system and related items shall be in accordance with local and state building codes.
The interior heating room shall be heated only and shall be capable of maintaining a heating temperature between 120 degrees and 140 degrees Fahrenheit for a minimum of 12 consecutive hours. The heating system shall be installed in such a manner to provide even heating throughout the room. All conduit, lines, and/or ducting shall be properly sealed at all penetrations through the walls.
2.9 FIRE ALARM.
The fire alarm service shall include design, furnish, coordination and commissioning of a fire alarm detection and notification system utilizing the existing EST-3 system. This service shall consist of installation of wire boxes, conduit and devices to add Speaker-Strobes. The system shall be installed to NFPA 72, National Fire Alarm and Signaling Code, 2019 Edition requirements.
2.10 PLUMBING. (Sprinkler Package)
The sprinkler package shall include sufficient quantity of 165 or 212-degree heads placed no more than 7 feet 6 inches from any wall, with coverage of approximately 130 square feet, with Schedule 40 Black Pipe. The complete fire sprinkler package shall meet the latest edition of the NFPA 13, Standard for the Installation of Sprinkler Systems. The sprinkler system shall be fabricated as to adapt to existing fire sprinkler system at no more than two riser locations. Fire sprinkler tie-ins shall be brought to the perimeter of each modular structure. All utility outage procedures will be coordinated by the Contractor through the Government Representative and the Robins AFB Fire Department. Final connection to existing sprinkler lines will be performed by the Government.
2.11 ADDITIONAL REQUIREMENTS.
2.11.1 Work Area. The Contractor shall block off work areas and ensure they are vacant of personnel while work is being performed. Other operations will be ongoing during construction. The Contractor shall submit a plan on how to mitigate noise and interference during work.
2.11.2 Trash and Debris Disposal. The Contractor shall dispose of all trash and debris materials generated in the performance of the contract in the dumpster located nearest to the building where the work is being performed on a daily basis.
2.11.3 Engineering Drawings. The Contractor shall provide a full set of engineering drawings to the Primary Government Representative for approval no later than two (2) weeks prior to beginning any work. (CDRL A001, DI-SESS-81003E, Commercial Drawings/Models and Associated Lists)
2.11.4 Warranty. The Contractor shall provide a one-year warranty on products and workmanship.
2.12 SHIPPING AND DELIVERY. The Contractor shall provide freight for all items to Robins AFB with delivery no later than ten (10) weeks after receipt of Primary Government Representative signed approval of engineering drawings. The Contractor shall coordinate the delivery schedule of all items to the following address:

NOTE: The Contractor shall contact the Government Representative listed in PWS paragraph 4.1 to confirm the delivery date, time, and location prior to the delivery of any items.
3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will arrange for and provide the following property and services as deemed necessary by the Government:
· Any Government required safety training or escorts in the work area.
· A parking and unloading/staging area for all equipment and materials.
· Any permits, licenses or fees as required by governing agencies, and compliance with appropriate building codes.
· Site work, foundation work, and relocation or modification of any existing buildings or structures.
· Final connection to any utilities to include sprinkler systems, electrical wiring to breaker panels, and connections to service or breaker panels.
· Installation of condensate lines and/or drains further than the edge of structures.
· An installation area free and clear of obstructions such as columns, equipment, inventory, etc.
· Dumpsters and disposal for trash and debris.
· Relocation or modification any existing buildings or structures.
· Written notifications of any special instructions, prohibited procedures, materials, etc. before the Contractor arrives on the job site.
3.1 SITE VISIT.
The Government will provide a site visit to be conducted at building 364 on Robins Air Force Base as part of this requirement. The purpose is to allow interested parties to examine the site conditions where the services will be performed, ask questions and obtain clarification about the work required and the timelines for completion, and to obtain other quality information that may affect contract cost and performance.
The Government Representative(s) identified in PD paragraph 4.1 will assist interested parties with obtaining the necessary credentials for base access. They will meet all interested parties at the Robins Air Force Base Visitor’s Center and provide escort while they are on base. Please note that some walking and standing on concrete will be required for the site visit. Any Personal Protective Equipment (PPE) (i.e. ear plugs, safety glasses) will be provided by the Government Representative(s). The date, time, and specific details for the site visit shall be included in the solicitation for the requirement.
NOTE: Costs incurred are at the interested party’s expense. The Government will not pay any associated costs with the site visit. In no event shall failure to attend the site visit and inspect the site constitute grounds for a claim after contract award.
4.0 GENERAL INFORMATION.
4.1 Government Representative. The Government Representative is responsible for providing observation of the Contractor's performance to ensure the Contractor is meeting the performance requirements contained in the PD and contract. The Government Representative is responsible for reporting any Contractor performance problems to the Contracting Officer. The Government Representative will not supervise the Contractor, and they are not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf. 4.1.1 The Government Representatives listed in paragraph 4.1 will ensure oversight of Contractor operations while the Contractor is working on Robins AFB and in building 364. The Government Representatives will provide any escorts required for the Contractor during the performance of the contract. The Air Force has mandated visitors, to include all non-DOD cardholders, to consent to a check of their criminal history prior to being allowed access to installations. The check will be conducted at the Visitor Control Center (VCC) located by the Watson Boulevard Gate (main gate) to the base.
4.2 Contractor Project Manager. The Contractor shall provide a Project Manager who shall be the single point of contact between the Contractor and the Government. The Contractor shall provide the name and phone number of the Contractor’s Project Manager in writing to the Contracting Officer and Government Representatives no later than five (5) business days after contract award date. The Contractor shall coordinate their activities with the Government Representatives listed in paragraph 4.1.
4.2.1 The Contractor Project Manager shall meet with the Government Representatives to review all work requirements prior to beginning work.
4.3 Contractor Furnished Equipment. The Contractor shall be responsible for providing all tools, rigging, and equipment (i.e., forklifts, scissor-lifts, ladders, etc.) and equipment operators required to unload and stage the modular building, components, and other items required to do the work when they are delivered to Robins AFB. In addition, the Contractor shall be responsible for providing all tools, rigging, and equipment (i.e., forklifts, scissor-lifts, ladders, etc.) and equipment operators required on-site to install the modular building and components.
4.3.1 Personal Protective Equipment. The Contractor shall provide all required personal protective equipment (hearing protection, gloves, steel-toed shoes, safety glasses, etc.) for their personnel. The Government is not responsible for ensuring Contractor compliance with "personal" safety requirements that do not present the potential to damage Government resources, and is not responsible for medical examinations, hearing testing, and substance abuse testing for Contractor employees.
4.4 Place of Performance and Hours of Work. On-site contract services shall take place inside building 364 at Robins Air Force Base, Georgia. The Contractor shall schedule the performance of services between the hours of 7:00 am and 4:00 pm (EST), Monday through Friday, excluding Federal holidays. Working any hours outside these times shall be coordinated with the Government Representative and approved by the Contracting Officer.
4.5 Recognized Holidays. Unless otherwise required by the Government, the Contractor shall not have access to Government facilities to work on the following Federal holidays: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day, and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
4.6 Security Requirements.
4.6.1 Government Security Regulations. The Contractor shall ensure personnel, information, system, facility, and international security requirements are met in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), Air Force Instruction (AFI) 31-101, Integrated Defense.
4.6.2 Contractor Security Clearance: Contractor personnel shall have a valid security clearance appropriate to the access required for proper accomplishment of contract requirements. Contractor personnel shall not be authorized access to classified and/or sensitive, but unclassified, information and/or materials or be permitted to work on classified and/or sensitive, but unclassified, projects and/or programs without a proper security clearance and a need-to-know. Contractor personnel whose clearances have been suspended or revoked shall be denied access to classified and/or sensitive, but unclassified, information.
4.6.3 Communications Security (COMSEC). The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified and/or sensitive, but unclassified, information in accordance with DoD 5220.22-M.
4.6.4 Government Automated Information Systems. Contractor personnel will not require access to Government Automated Information Systems under this contract. The Contractor will not require (or be granted) access to the Robins AFB network.
4.6.5 Access to Government Facilities. The Contractor shall ensure Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of the facility.
4.6.6 Operations Security (OPSEC). The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work on Robins AFB or another Government facility comply with the OPSEC procedures of the facility.
4.6.7 Security Incident or Violation. The Contractor shall immediately notify the Government Security Office of any potential or actual security incidents or violations including potential or actual unauthorized disclosure or compromise of classified and/or sensitive, but unclassified, information.
4.7 Contractor Identification. Contractor personnel shall wear Contractor-provided uniforms that are clearly distinguishable from all U.S. military uniforms and shall wear visible identification designating them as Contractors at all times while on Robins AFB.
4.8 Base Access. The Government Representative(s) identified in PD paragraph 4.1 will coordinate with the CMXG Security Manager and assist Contractor personnel with initially obtaining the necessary credentials for base access. All personnel requesting installation Contractor credentials must present a valid state issued driver's license, social security card (actual card, not the stub/receipt, and not laminated), proof of vehicle insurance, and vehicle registration to the 78th Air Base Wing Visitor’s Center.
4.8.1 The Contractor ID card/badge authorizes unescorted entry to Robins AFB for the bearer only. Contractor personnel are required to prominently display the Contractor ID card/badge on their person while visiting or performing work on Robins AFB. Contractor personnel, whether prime or subcontractor are not authorized sponsorship privileges. The prime Contractor is responsible for retrieving all Contractor/subcontractor ID card/badge (including restricted/controlled area badges, if applicable) upon completion or termination of the contract or when an employee no longer has a need for access to Robins AFB.
4.8.2 During the performance of the contract, the Contractor shall be responsible for both (a) obtaining the required identification for newly assigned personnel, and (b) the prompt return of credentials to the Government.
4.9 Contractor Safety Program. (See Appendix C, Part II, Para 7) The Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the Government. 4.10 Mishap Notification. (See Appendix C, Part II, Para 5) The Contractor shall notify the Robins AFB Safety Office by telephone at (478)-926-1708 during duty hours and (478)-926-3567 after hours, within four (4) hours after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract, and employee injuries as a result of contract operations. A follow-up (written or e-mail) of the mishap/incident notification shall be sent within three calendar days to the Government Representative, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO). The Government Representative will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:

4.11 Agency Affirmative Procurement Programs (formerly GPP). In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
4.11.1 In accordance with FAR 23.404(a) (iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins AFB Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.
4.12 Environmental Management Systems (EMS) Awareness Training. All Contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-Contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to both the Robins AFB Contracting Officer (CO) to be maintained in the contract file and Environmental Management, 78 CEG/CEIE, (78ceg.cev.FrontOfc@us.af.mil) for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.
4.12.1 EMS training is provided by Environmental Management at (478) 327-8104 or
(478) 926-9645. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must use Option 2.
4.12.2 Option 1 (Preferred Option): The Air Force version of EMS Awareness Training is available through the Advanced Distributed Learning Service (ADLS) website:
https://golearn.adls.af.mil/kc/rso/login/ADLS_login.asp. EMS Awareness Training is located under the miscellaneous tab. This option is only available to Contractors who have a CAC and takes approximately 10 minutes to complete.
4.12.3 Option 2: Contractor requests a copy of the Robins EMS Awareness Training Power Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the Contractor is responsible for ensuring that all his/her employees view the training.
