About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Air Force Life Cycle Management Center's C-17 Flight Deck Replacement (FDR) program. The acquisition will be a sole-source contract awarded to The Boeing Company for a new definitive contract with a 72-month basic period and two 12-month options, focusing on redesigning the C-17 flight deck around four obsolete Line Replaceable Units (LRUs): Multifunction Display, Core Integrated Processor, Video Integrated Processor, and Standby Engine Display.

The total estimated contract performance period is 96 months (FY26 Q1-FY33 Q4), with a total estimated value that is redacted. The government determined Boeing is the only vendor capable of this effort due to its unique knowledge, experience, and proprietary data rights. A market research effort involving a Sources Sought/Request for Information posted in June 2022 yielded responses from ten vendors, but only Boeing was found to have complete knowledge and integration capabilities for the C-17 system. The contract will include software and hardware updates, testing equipment, cybersecurity updates, maintenance training, and a Level 3 Technical Data Package, with the ultimate goal of resolving obsolescence issues and providing an open architecture for future modifications.
