This is a Statement of Work (SOW) for the purchase of one new heavy-duty Class 8 long-haul tractor to replace an authorized 2018 Freightliner asset in the Air Force Life Cycle Management Center's Transportation program at Robins Air Force Base, Georgia.

The contractor shall furnish and deliver a 2027 year model tractor configured with an integrated dual-sleeper cab and manual transmission capable of supporting continuous, multi-driver over-the-road operations throughout the Continental United States while transporting hazardous materials and classified assets. The vehicle must include a fully integrated diesel-powered Auxiliary Power Unit (APU) for autonomous heating, air conditioning, and secondary electrical power during mandatory rest periods, as well as brush guards installed prior to acceptance. The tractor must comply with all applicable federal, state, and local motor vehicle safety and environmental standards, including Title 49 Code of Federal Regulations and Federal Motor Carrier Safety Administration requirements for commercial motor vehicles and hazardous materials transportation. Additional requirements include HAZMAT-specific provisions such as specialized electrical isolation/battery disconnect switches, dedicated placard holders, chemical/spill and emergency equipment securement points, and compliant fire suppression mounts. The contractor's scope encompasses complete vehicle assembly, installation of all specified components, thorough Pre-Delivery Inspection, provision of standard and extended warranty packages, operator and maintenance technical documentation, and final delivery and operational turnover to the receiving facility. The period of performance is 30–60 days after receipt of order, with buyer acceptance inspection required prior to equipment acceptance. The contractor must deliver Commercial Off-The-Shelf manuals and associated supplemental data for the 2023 year model in accordance with DFARS 252.227-7015 Technical Data-Commercial Items. Local Purchase Approval was granted on 25 September 2026. The infotainment assembly must be modified to decommission all geolocation and tracking sub-modules to meet operational security requirements. PR Number: FX2372-27-10003.

1.0 Description of Services:

1.1 Objective(s): This Statement of Work Statement (SOW) describes the requirements for purchase of one (1) new heavy-duty long-haul tractor configured with an integrated dual-sleeper cab and manual transmission to support AFLCMC/EBU Robins, Weapons Superiority’s unique mission requirements.

1.2 Background: The AFLCMC/EBU Transportation program ensures secure, fully compliant transit of classified and/or hazardous materials. The organization maintains an authorized fleet allocation of 13 vehicles, with 10 assets currently assigned and operational within the program.

The 78th Logistics Readiness Squadron (78 LRS) delivers comprehensive vehicle management and maintenance support, to include generating official End-of-Life (EOL) life cycle recommendations for all assets assigned to the organization. The owning organization retains budgetary responsibility for funding and procuring replacement assets for vehicles designated as nearing or exceeding their operational EOL threshold.

The objective of this procurement is to replace the program’s authorized 2018 Freightliner tractor. Although the asset has not yet reached its standard operational end-of-life (EOL) lifecycle threshold, the EBU Transportation program secured formal authorization for premature replacement due to severe structural, operational, and safety liabilities.

Local Purchase Approval was granted for the previous replacement purchase due to our unique requirement not being available through the mandated source of supply. The Local Purchase saved the Government in overall costs and ensured the tractor was delivered in a ready-to-operate configuration with no additional cost or time needed for modifications. Local Purchase Approval was granted for this replacement purchase on 25 September 2026.

2.0 Scope of Work

2.1 The Contractor shall furnish and deliver one (1) new, commercial-grade, heavy-duty Class 8 replacement long-haul tractor configured with an integrated dual-sleeper cab and manual transmission to support continuous, multi-driver over-the-road operations throughout the Continental United States (CONUS). The tractor shall be engineered and equipped to operate reliably across diverse geographic terrains and extreme climatic conditions while hauling hazardous materials (HAZMAT) and/or classified assets. To minimize engine idle time, optimize fuel efficiency, and ensure driver comfort and electrical auxiliary reliability during mandatory rest periods, the vehicle shall come equipped with a fully integrated diesel-powered Auxiliary Power Unit (APU) capable of providing autonomous heating, air conditioning, and continuous secondary electrical power without requiring the primary engine to run. Vehicle acceptance is also contingent upon the successful installation of brush guards. Prime contractors are authorized to utilize subcontracted support to fulfill post sale modification requirements.

2.2 The vehicle must be fully compliant with all applicable federal, state, and local motor vehicle safety and environmental standards at the time of delivery, including all Title 49 Code of Federal Regulations (49 CFR) and Federal Motor Carrier Safety Administration (FMCSA) requirements governing commercial motor vehicles and hazardous materials transportation. In

addition to standard heavy-duty powertrain and chassis capabilities, the tractor shall incorporate HAZMAT-specific transport provisions, including specialized electrical isolation/battery disconnect switches, dedicated placard holders, chemical/spill and emergency equipment securement points, and compliant fire suppression mounts. The Contractor's scope encompasses complete vehicle assembly, installation of all specified optional and mandatory components, thorough Pre-Delivery Inspection (PDI), provision of standard and extended warranty packages, operator and maintenance technical documentation, and final delivery and operational turnover to the designated receiving facility.
