About this file

This document is a Performance Work Statement (PWS) for the repair of the Bomb Release Unit (BRU)-57/A Smart Rack and its internal components used on the F-16 aircraft. The PWS describes the services required to perform functional testing, inspection, and repair actions to ensure the BRU-57/A and its components are in serviceable condition. The contractor shall provide teardown and assessment, comply with quality levels to return assets to serviceable condition, perform testing, and deliver repaired assets on time. The PWS includes requirements for TAT, reporting, packaging, IUID, GIDEP, and other technical specifications. The work will be performed under a Firm-Fixed Price Requirements type contract with a basic one-year period and four one-year ordering periods plus an option to extend services. The solicitation for this requirement will be posted on SAM.gov around June 5, 2024 and is sole-sourced to L3 Harris.

4.2.1 Quality of CDRL Deliverable: There shall be no more than one rejection of any deliverable. There shall be no more than one total rejection of deliverables per contract year.

The Government will reject a deliverable if any technical or minor errors are found within the deliverable. A technical error is defined as the format not being in accordance with the CDRL or the content not being accurate and complete in accordance with the CDRL, PWS or contract. A minor error is exemplified by a typographical error, a grammatical error, etc. The rejected deliverable shall be corrected and resubmitted within three business days of notification of

Government rejection.

4.2.2 Receipt of CDRL Deliverable: CDRL deliverables shall be submitted via Wide Area

WorkFlow (WAWF) and submitted directly to the MFT member identified on the CDRL. There shall be no more than one late submission of deliverables per contract year. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government.

4.3 Repair

PR: FD2060-25-00002 PWS REVISION: 0 8

4.3.1 Teardown and Assessment: Each BRU-57/A or BRU-57/A component and container shall be inspected for damage and wear. The Contractor shall be responsible for determining which components remain in serviceable condition. If 75% or more of the components for any item are damaged beyond repair, the Contractor is authorized to condemn the unit only with written authorization from the PCO. No unit can be condemned until the 75% threshold is achieved.

4.3.2 Comply with the quality levels of repair necessary to return assets in serviceable condition:

The Contractor shall furnish all material and parts necessary for the repair of the end item. All attaching hardware (screws, lanyards, etc.) and parts that cannot be economically repaired shall be replaced. Whenever possible, parts should be stocked or locally manufactured to facilitate timely repair. The Contractor must control their parts inventory to minimize the work in process time, so it does not exceed the schedule defined by the contract/order for 90% of the units. The asset(s) shall be repaired and pass test/inspection of asset(s).

4.3.3 Test: The bomb rack and components listed shall pass the original manufacturer’s

Acceptance Test Procedures (ATP). At the conclusion of each ATP, the results shall be transmitted to 409 SCMS/GUME, in accordance with [CDRL A001-E001 , DI-NDTI-80809B, Test/Inspection Report].

4.3.4 Provide quality of service: There shall be no more than two validated PQDRs per calendar year. Quality DRs shall be measured using the PQDR system. The contractor’s quality goal shall be not more than two each per calendar year.

4.3.5 Damaged in transit/incorrect paperwork/missing data from user: Upon receipt of a returned asset, the contractor shall perform an inspection to determine whether the asset is accompanied with corresponding paperwork and was not damaged in transit. If damaged, the contractor shall notify the Administrative Contracting Officer (ACO) with the serial number, name of commercial carrier, bill of lading number, and description of the damaged item. The contractor shall provide this information to the ACO for direction. Upon receiving an Individual

Contracting Action Report (DD Form 350) with incomplete or missing information as to why the item is returned, the contractor shall contact the Logistics Manager in the 409 SCMS Armament

Flight.

4.3.6 If, upon delivery of a repaired item, the item is found in less than serviceable condition, a

DR will be submitted by field personnel. If it is determined that the repair was not free from defects in workmanship or did not conform to final inspection or repair work specification, plans, drawings, etc. the item will be returned to the Contractor facility for completion of repairs at no additional cost to the Government.

4.3.7 TAT Objectives: TAT is measured from the Contractor’s receipt of the item and funded delivery order, whichever is latest, to the time the asset is shipped back to the Government. The total TAT is calculated as such: 30 business days for Tear-Down and Assessment and the “work in process” (repair) shall be completed within 60 days for (HBA NSN: 1095-01-523-5767GG

523-5773GG PN: MT57E1212-1) and 120 days for (BRU -57/A, NSN: 1095-01-483-3872GG, PN: MT57M1501-1) after induction. The total TAT does not include time awaiting contract modification for repair after tear-down assessment has been submitted to the government.

Notification shall be provided to the government when long-lead time parts are required. In the event there is a need for long-lead time parts the contractor shall notify the government PCO within 10 days. Joint Chief of Staff Surge backorders and MICAP requirements will take precedence over the routine schedule and shall be expedited to 30 days. There shall be no more than one late delivery per contract year. The Contractor shall notify the Government if the delivery of any asset will not meet the scheduled delivery date and negotiate a revise delivery date. The late asset shall be delivered by the revised delivery date acceptable to the Government.

End items shall be shipped by the fastest traceable means available. Fast transportation will be used to ship all serviceable items.

4.3.8 Provide identification and notification to the Government of out-of-scope repairs: The

Contractor shall identify and notify the Government of out-of-scope items within 20 business days of receipt. The Contractor controls their part inventory such that no MICAP/Surge exceeds a work in process time of 30 business days, or that no routine unit exceeds a work in process time in accordance with the schedule defined by the contract/order for 90% of the units. The remaining 10% must be accomplished within a period not to exceed 15 business days past the agreed total TAT. After the Government receives a notification for out-of-scope items and recommendation from the contractor, an Engineering Order (EO) will be issued, if needed. If a pricing change is required, the contractor shall submit a proposal. A bilateral modification will be processed to execute a modification if warranted. 4.3.9 Government-Industry Data Exchange Program (GIDEP): The Contractor shall participate in GIDEP in accordance with GIDEP Operations Manual S0300-BT-PRO-010, Government-

Industry Data Exchange Program. The Contractor shall submit all applicable data to GIDEP, as it is generated, in accordance with the CDRLs.

4.3.9.1 The Contractor shall review each Alert/Safe-Alert report received from GIDEP to determine if the item or process for which the Alert/Safe Alert report is issued is applicable to the contract/order and take appropriate action. Upon the determination that an Alert/Safe-Alert report is applicable, the Contractor shall inform the impacted organizations and subcontractors in accordance with the CDRLs. The Contractor shall maintain a record of the status and disposition of all Alert/Safe-Alert reports in accordance with the CDRLs. [CDRL A008-E008, DI-QCIC-
