About this file
This is a Questions and Answers document for RFP FA853826R0015, a U.S. Air Force repair services contract. The document addresses proposal submission requirements, pricing methodology, and technical compliance questions from prospective offerors.
Proposals must be submitted electronically to the Buyer and Contracting Officer either by email or through SAM.gov. Offerors are required to submit a completed and signed SF 1447 form along with a priced line-item schedule; these documents constitute the formal proposal. Additionally, a comprehensive Supply Chain Risk Management (SCRM) plan must be submitted prior to award as required by PWS Section 4.11. A separate formal technical proposal is not required beyond the SCRM plan and signed solicitation documents. Regarding pricing, this is a requirements contract with Government Best Estimated Quantities (BEQ). Offerors must provide firm-fixed unit prices and estimated total prices for each applicable Repair, No Fault Found (NFF), and Beyond Economical Repair (BER) CLIN. All supporting costs—including materials, parts, labor, tools, equipment, facilities, packaging, marking, tooling, fixtures, and testing—must be incorporated into the firm-fixed unit price for each CLIN. Contract Data Requirements List (CDRL) CLINs are identified as "Not Separately Priced," with their costs incorporated into repair and evaluation CLINs. No separate cost or price narrative is required; a completed pricing schedule is sufficient.
The Government does not provide Government-Furnished Property for repair parts kits or test equipment; offerors are responsible for sourcing all necessary components and test equipment. For test equipment substitutions, written post-award approval from the Air Force C5 system engineer is required. Prospective subcontractors must be registered in the Joint Certification Program (JCP) to receive bidset documents. Offerors should provide their subcontractors' CAGE numbers to the contract specialist along with DD Form 2345 for JCP verification, after which bidset documents will be transmitted via DoD SAFE.

Q&A – RFP FA853826R0015
Q: Proposal delivery method: Should the proposal be submitted by email, DoD SAFE, PIEE, SAM.gov, or physical delivery to the issuing office?
A: Please submit your proposal electronically to the Buyer and PCO listed on the solicitation, either by E-Mail or SAM.gov.
Q: Required proposal format: Should we submit the completed and signed SF 1447 and line-item schedule as one consolidated PDF, or are separate pricing and technical volumes required?
A: Yes. Offerors should submit the completed and signed SF 1447 along with the priced line-item schedule. Additionally, please note that PWS Section 4.11 requires the submission of a comprehensive Supply Chain Risk Management (SCRM) plan prior to award. Submission of these completed documents will be considered your formal proposal.
Q: CLIN pricing: We understand that a unit price and estimated total price should be entered for each applicable Repair, No Fault Found, and other priced CLIN. The schedule identifies the quantities as best estimated quantities under a requirements contract. Can you confirm whether this is the correct pricing approach?
A: Your understanding is correct. As stated in Section B, this is a requirements contract, and the quantities listed are the Government’s Best Estimated Quantities (BEQ). Offerors must provide a firm-fixed unit price and the resulting estimated total price for each applicable Repair, No Fault Found (NFF), and Beyond Economical Repair (BER) CLIN.
Q: Supporting Costs: Should all of these costs be included in the firm-fixed unit price for each applicable repair CLIN? (e.g. packaging and marking, tooling, fixtures, and other required support, repair materials and replacement parts) A: Yes. Per PWS Section 3.3, "The contractor shall furnish all material, parts, labor, tools, equipment, and facilities necessary for the repair of the items." All associated costs must be included in your firm-fixed unit price for each CLIN.
Q: Pricing explanation: Does the Government require a separate cost or price narrative explaining the labor, materials, testing, packaging, transportation, subcontractor support, and other assumptions included in each CLIN price, or should we submit only the completed pricing schedule?
A: The solicitation does not require a separate cost or price narrative. A completed pricing schedule with firm-fixed unit prices for each CLIN will be sufficient.
Q: CDRL Pricing: Should the CDRL CLINs be separately priced or identified as Not Separately Priced, with their costs included in the applicable repair CLINs?
A: You are correct. The Contract Data Requirements List (CDRL) CLINs are identified as “Not Separately Priced.” The costs associated with fulfilling these requirements should be incorporated into the firm-fixed unit prices of the applicable repair and evaluation CLINs.
Q: Technical proposal: Are we expected to provide a separate description of its proposed repair process, testing arrangements, subcontractors, quality controls, tooling, transportation plan, and ability to meet the Performance Work Statement, or is the signed solicitation and completed pricing schedule sufficient?
A: A separate, formal technical proposal is not required; however, your offer must include the SCRM Plan as in PWS Section 4.11.
Q: Repair Parts-kit availability: Can the Government assist with identifying an active source, authorized distributor, alternate part number, approved substitute, or Government supply source for these repair kits?
A: The Government does not possess the data for the requested parts kits. Per PWS Section 3.3, Offerors are responsible for sourcing all necessary components to meet the contract’s requirements. If complete kits are unavailable, offerors must source the individual components required for the repairs.
Q: Obsolete Hydraulic test stand: Does the Government have a surplus test stand that could be furnished as Government-furnished property or equipment; an equivalent commercial or contractor-designed test stand may be proposed, subject to Government engineering approval; The Government consider establishing a separate special-tooling, test-equipment, or nonrecurring-engineering CLIN to support fabrication or acquisition; or other financial, technical, or equipment assistance may be available to help a small business establish the required test capability and remain competitive?
A: The Government acknowledges the Hydraulic Test Stand may be obsolete. As cited in PWS Section 4.3.1, “It shall be the responsibility of the contractor to provide all necessary special tooling and test equipment to perform necessary repairs IAW technical manuals.”
The Government will not provide this item as Government-Furnished Property. Offerors may propose the use of an equivalent commercial or contractor-designed test stand; any substitution is subject to written approval by the Air Force C5 system engineer post-award.
The Government will not be establishing a separate CLIN for this equipment.
Q: Secure release of Technical Orders to Prospective Testing contractors: Can the Solicitation office initiate a DoD SAFE “Request a Drop-off” or provide another approved secure-transfer method; provide the applicable technical data directly to the prospective testing contractors after verifying each contractor’s CAGE, JCP status, etc., or provide instructions for obtaining Government approval to release the necessary portions of the Technical Orders to prospective testing contractors for quotation purposes?
A: To pepare your bid, the process outlined on page 6 of the solicitation remains correct:
interested parties must be registered in the Joint Certification Program (JCP) to receive bidset documents. Please provide the CAGE numbers for your prospective subcontractors to the contract specialist for JCP verification along with the DD Form 2345. The bidset documents will then be sent via DoD SAFE.
