PART I - THE SCHEDULE
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
The Delivery Protection Program Procedures is a contractual vehicle, which provides the Contracting
Officer a means of competing the maximum practical quantity of a requirement while also mitigating risk. The objective of the DPP is to obtain the best possible price and performance while mitigating risk by allowing new unqualified sources to submit a proposal on complex or critical items requiring pre‐production unit approval ensuring the new source can furnish a product that conforms to all contract requirements for acceptance.
BASIS FOR AWARD:
This Request For Proposal (RFP) is issued in anticipation of establishing a five year Indefinite Delivery
Indefinite Quantity (IDIQ) type contract in accordance with FAR 16.504. This acquisition is utilizing the
Delivery Protection Program (DPP) as defined in AFMC MP5306.302‐1(90).
PERIOD OF PERFORMANCE:
This RFP includes a Basic 24 Month Period with three (3), annual options
EVALUATION ALTERNATIVES:
Alternative I:
Alternative I is based on the premise that a complete award of the requirement will be made to the low offeror. This alternative will be evaluated first. There are three possible results under Alternative I:
‐ First, if a Qualified Source is the low offeror, it will be awarded the 5 year IDIQ
Contract
‐ Second, if no Qualified Source submits an offer the lowest offeror among the
Unqalified Sources will be awarded the total requirement.
‐ Third, if both Qualified and Unqualified Sources offer and an Unqualified Source is the low offeror, Alternative II will be invoked and the delivery protection program will be appilcable.
Note, once a decision is made to evaluate offer under Alternative II, the offers under Alternative I will not be considered in the evaluation process.
Alternative II:
Alternative II shall be invoked only if both Qualified and Unqualified sources submit an offer, and the
Unqualified Source is found to be the lowest offeror. Under Alternative II, two contracts shall be awarded simultaneously. The first contract award shall be made to the Qualified Source; this contract will be an IDIQ type consisting of a 24 Month Basic Period and three (3), annual options. The second contract award shall be made to the lowest offeror amongst the Unqualified Sources. The second contract shall be an IDIQ type with 24 Month Basic Period for 2 Each for Pre‐Production Units
(Qualification) and three (3), annual options; in addition, an initial order will be awarded concurrent with the Basic contract for pre‐production units only.
The lowest offeror amongst the Unqualified Sources awarded the second contract has two (2) years from date of award to qualify as a source. Should this source qualify in the allotted period, the remaining three annual options shall be exercised IAW with the Basic contract and awarded to the newly qualified source. If this source fails to qualify in the allotted period, the requirement shall remain with Qualified Source with annual options exercised IAW with Basic contract awarded to the Qualified
Source.
Note:
Subsequent orders may be issued to qualified and/or unqualified source(s) for any quantities up to the maximum specified for each option year. The Government is under no obligation to issue any subsequent orders under these procedures. Acceptable delivery of the basic award quantity by an unqualified source shall not bind the Government to issue subsequent orders or to issue subsequent orders in any contract with the unqualified source in lieu of issuance of subsequent orders under any separate award to a qualified source.
BASIC CONTRACT PERIOD: DATE OF CONTRACT AWARD FOR A PERIOD OF 24 MONTHS.
