MEMORANDUM FOR AMI INDUSTRIES, INC
Attn: Ms. Tina Newton, Senior Contracts Administrator Manager 401 Diamond Drive Huntsville, AL 35806

SUBJECT: U.S Government (USG) Response to Questions/Clarification Request on MRAP RFP dated 16 July 2019.
1. The USG is providing this response to the questions submitted on 7/16/19 regarding the request for proposal FA8534-19-R-0010 for the Integration of the Zeus III Laser system onto MRAP Cougar Vehicles.
2. QUESTIONS.
A. Is there an Acceptance Test Report required to document testing of each delivered RADBO? Each step in the Acceptance Test Plan should have a Pass/Fail/Comments annotation. Parsons should be prepared to execute the ATP for each vehicle undergoing functional checkout/acceptance testing. The filled out ATP for each vehicle will be sufficient for documenting test results. USG will add language to the corresponding 1423 to identify 16 total deliveries which will reflect 13 integrated vehicles, and 3 on the test bench.
B. DID listed on Contract Finds Status Report (CDRL A009) does not match what is listed in the PWS (Par 3.2). USG has reviewed the DID listed on the Contract Finds Status Report (CDRL A009) and has determined that this is the correct CDRL. The PWS will be updated to incorporate the correct DID, DI-FNCL- 82203.
C. Par 3.4.5 Software: What is the assumed “cycle” for software updates…6 Months? The PWS will be updated to include the following the specific language:
“Software updates are to be accomplished at least twice annually and required as a result of system production, installation, improvements, and upgrades shall be performed as a part of this contract.”
D. Documents required:
i. Level 3 TDP: The required standard is MIL-STD-31000A and will be provided to the contractor.
ii. Welding specification TM 2355-35/1: The required document will be provided to the contractor.
E. Page 29 of RFP, Item No. 1010 states “in Accordance with paragraphs 5.4.3 in the PWS”. Should this be paragraph 3.4.4? USG has reviewed the reference and has corrected this oversight. Items 1010, 2010 and 3010 will reference paragraphs
3.4.4 in the PWS.
F. 3.1.3 Integrated Logistics Support:
DI-SESS-81715 refers to a data development standard (DS-84) that we will not have access to. This DID also references the PPL to be in contractor format.
Parsons recommends using DI-SESS-81759 as it references the proper GIEA standard for developing Logistics Products Data Summaries such as the PPL, Screening, etc. USG has reviewed the recommendation and agrees that DI-SESS- 81759 the most appropriate standard. The USG will replace CDRL A002 (DI- SESS-81715 ) with CDRL A002 (DI-SESS-81759)
G. 3.4.2. Mission-Essential Services During Crisis:
PWS states the “certain services” are to be considered Mission Essential. Can you identify those services? The USG has reviewed the PWS and will add specific language on mission critical services. The Government will incorporate the below language.
“The Contractor shall submit a Mission Essential Contractor Services Plan IAW CDRL A012 (DI- MGMT-80004A) describing the procedures for continuing performance of mission-essential services during a crisis. The Contractor shall identify provisions for ensuring required FSR or other personnel and resources are available to support continuity of operations for up to 30 calendar days or until normal operations can be resumed.
Services required over 30 days will be addressed with the Over & Above CLIN. The Contractor shall submit any revision to the plan for approval prior to implementation. The Contractor shall activate the plan only if authorized by the PCO acting under the direction of the Functional Commander (FC or civilian equivalent.”
H. 3.4.3 Diminishing Services:
Not sure that the CDRL listed, DI-MGMT-81948, matches the expectations required of the PWS. DI-MGMT-81948 is more of a plan on how we intend to monitor and report rather than actually identifying the parts, possible solutions and actually alerting the USG of potential issues. Parsons recommends using DI-MGMT-81941A, Obsolescence Alert Notice or DI- MISC-80508B, Technical Report – Study/Services. After reviewing the PWS against the above referenced CDRLs, the Government agrees to incorporate CDRL A013 (DI-MGMT-81941) as a replacement for CDRL A013 (DI-MGMT-81948).
I. CLIN 0003: Zeus III Laser Integration We are assuming that the bulk of this effort is modifications of trucks and install of the laser. This should start at award for Yulista to begin truck efforts.
USG has reviewed the integration piece of this requirement and will change the description of this CLIN from Zeus III Laser integration to RADBO Integration to account for the integration of mission support and other equipment into the Vechicles. This changes the support length of this CLIN from 12 Mo ARO award to at time of award.
J. CLIN 0006AA: FSR- CONUS
Should this be Month 0 with qty 36 to support two delivered trucks? There is no contractual mechanism to support the current truck(s) through the start of this CLIN. USG agrees to change the support length of this CLIN from 12 mo ARO award to at time of award to enable support of the first two trucks delivered.
K. CLIN 0011: Contractor Logistics Support This should be 36 months these activities start early in the program and possibly continue through the base. The USG has reviewed the description of services under this CLIN will change the support length to 36 mo. in order to provide support for the two previously fielded trucks.
L. CLIN 0013: Training Start on month 12? As outlined in the RFP, Training will begin 12 months after the award of the contract through the end of the base contract.
M. CLIN 0014: Long Lead Items Is this for materials? We are assuming assembly/test labor should be in CLIN
1. This CLIN is for Long Lead Materials. Paragraph 3.1.8 and Appendix G of the PWS identifies the long lead items, the quantity needed to satisfy delivering 16 laser systems, and the justification of a significant up-front payment.
N. CLIN X007: Production Travel Is this to support production of laser systems? This CLIN supports travel between Parsons and its vendors/suppliers during the 3-yr base and all 3 option years.
O. CLIN X009: Laser System Spares These CLINs calls out Appendix C. Are you asking us to bid the full qty of spares called out in Appendix C for each option year? That would be 9 laser systems (3 per option year). After review, the USG will remove this CLIN from the contract's option years. Should a requirement to purchase additional spares happen during the option years, a contract modification will be incorporated.
- NOTE: CLIN X0010: Over and Above will be renumbered to X009.
P. Are CDRLS in the option years included to support an update?
A002 – As Required A003– As Required A004– Annually A005– As Required A006– As Required A007– Yes, risk shall be managed throughout the PoP A012– As Required A013– As Required
Q. There is no CDRL for a test report. Should this be added? This will not be added. Reference question A. above.
3. All the changes denoted herein shall be incorporated via a RFP Amendment. This amendment will be sent under separate cover.
