About this file

This document is a detailed description for a federal contract opportunity involving F-16 Aircraft Adaptor Groups (AAGs) for the Common Aircraft Portable Reprogrammable Equipment (CAPRE) Secure Memory Loader Verifier (SMLV). The Air Force Materiel Command (AFLCMC) Robins Air Logistics Complex seeks to obtain production-level software, hardware, and Technical Orders for ten distinct AAGs designed for F-16 aircraft. The CAPRE SMLV is a secure, portable system that interfaces with commercial ruggedized laptops to transfer and verify Mission Data Files and Operation Flight Programs for various aircraft Line Replaceable Units.

The solicitation covers AAGs for specific F-16 systems including Advanced Color Program Display Generator, ALQ-131 Electronic Countermeasures Pod, Anti-Skid, Digital Flight Control System, and others. The hardware will be developed using commercial off-the-shelf equipment, with 300 ruggedized AAG cables required. The software will be non-proprietary and developed using an AAG Developer's Kit. The United States Government will own all data rights to the delivered software and hardware. This is currently a pre-solicitation market research effort to identify potential sources with expertise in developing these specialized aircraft interface systems.

F-16 Aircraft Adaptor Groups (AAGs) for the Common Aircraft Portable Reprogrammable Equipment (CAPRE)

Secure Memory Loader Verifier (SMLV)

DESCRIPTION

The AFLCMC/ROA Division mission is to lead the development, acquisition and sustainment effort to meet USAF Automatic Test Systems (ATS) mission requirements. The ATS division Warner Robins Air Logistics Complex, Warner Robins, Georgia, has a requirement to obtain production level software, hardware, and corresponding Technical Orders (TOs) of ten AAGs designed for the F-16 aircraft that will integrate with the CAPRE SMLV listed in Table A: F-16 AAGs for the CAPRE SMLV.

The CAPRE SMLV is designed to provide a secure and compact software system which provides a reconfigurable interface between a commercial off-the-shelf (COTS) ruggedized laptop (referred to as the CAPRE Controller) and various aircraft Line Replaceable Units (LRUs).

It provides a means to transfer Mission Data Files (MDFs), Operation Flight Programs (OFPs), etc. from the CAPRE Controller into an LRU’s memory. It also provides other required maintenance operations, such as downloading information from the LRUs and/or other diagnostic-type operations. The fundamental requirement for the CAPRE SMLV system is to provide a secure, portable system that rapidly retrieves and verifies new LRU OFPs and MDFs, processes them and reprograms the targeted LRU in both shop and flight line environments.

The CAPRE SMLV system consists of the CAPRE Controller, CAPRE System Image, CAPRE Host software, AAG subsystem, the Network Interface Module (NIM), and Ethernet/Interface Cables. The AAG subsystem includes the CAPRE SMLV AAG hardware and software items required for reprogramming a distinct LRU. AAGs are similar to Personality Module Assembly (PMAs) associated with United States Air Force (USAF) Versatile Depot Automatic Test Station (VDATS). AAG software will be programmed using C# libraries to interface with the host software on a Windows 10 laptop. An AAG’s function(s) is to load aircraft avionics and electronic warfare (EW) systems operation flight programs (OFP) using specific bus protocols such as ARINC 429, ARINC 615, ARINC 665, Military Standard (MIL-STD)-2217, MIL-STD-1553, RS-232/422/485 or Ethernet. The hardware components include, but are not limited to, a ruggedized AAG cable and an optional AAG Adapter Module used to connect to the LRU. The software components include, but are not limited to, the AAG Operation software, Hardware Runtime Environment (HRE) (which includes the IM firmware, FPGA configuration file(s)), peripheral definition file, and the AAG install file. These software components are packaged together in the AAG file. The software and hardware components are referred to as the CAPRE SMLV AAG.

Hardware will be designed and developed utilizing commercial off-the-shelf (COTS) available equipment. For new ruggedized AAG cables developed as part of this effort, a quantity of 300 each will be required. Delivered production level software will be non-proprietary and designed/developed utilizing the AAG Developer’s Kit (ADK) and any other resource(s) available.

Depending on the company and AAG, there may be a requirement to contact the Original Equipment Manufacturer (OEM) directly for data, specifications, or technical information. A TO will be delivered for operation of each of the ten corresponding AAGs. The USG will own all data rights to delivered production level software and hardware.
