Questions & Answers PLM-4 Radar Signal Simulator (RSS)

1) Accessory case that will require repair will mostly be missing the components? Those items are to be replaced to make a complete fully equipped Accessory Case?

Answer: Correct, replace components to make a fully mission capable kit. See para 4.3 in the PWS, dated 28 Mar 18.

2) Does the contractor perform any electrical functional checks on the components that are received with the accessory case? Or just a visual check of what's present in the case and what is not?

Answer: Perform full functional check. See para 4.3 in the PWS, dated 28 Mar 18.

3) What about cosmetic damage to the accessory case? If a wheel is missing, or a handle missing or cracked case, is the contractor expected to fix such issues how replacing the entire accessory case?

Answer: The Government is not concerned with minor external cosmetic damage. A missing wheel or a missing handle should be replaced. A cracked case is not considered a cosmetic damage. See para 4.3 in the PWS, dated 28 Mar 18.

4) CLIN 007AR and 007AQ, the contractor is under the assumption that one per year is to be provided?

Answer: CLIN 007AQ- one per year is to be provided. See CDRL A005, signed 9 May 18. CLIN 007AR-contractor shall submit QPP 15 days after contract award, and as changes occur. See CDRL A016, signed 14 Feb 18.

5) CLIN 007AL, AJ, AF, AN, the contractor is under the assumption that copies of such document will be provided only when asked, otherwise not generated for each repair unit? We currently do collect information to generate these reports per Repair, however, a formal report may not be generated and supplied with each repair. Is this assumption correct?

Answer:

CLIN 007AL- In accordance with the Maintenance Service Report, the report shall be submitted to the Government quarterly. The first submission shall be provided 12 weeks after the start of PoP. See CDRL A011, signed 14 Feb 18.

CLIN 007AJ- the Scientific and Technical Reports should be delivered to the Government as required. Report shall be submitted according to the government-approved program schedule. See CDRL A009, signed 14 Feb 18.

CLIN 007AF- the Repairable Item Inspection Report should be delivered to the Government as required.

Report shall be submitted to the Government for approval. See CDRL A006, signed 14 Feb 18.

CLIN 007AN- the Test/Inspection Report should be delivered to the Government as required. First report shall be submitted within 30 days of the beginning of the PoP. See CDRL A013, signed 9 May 18.
