PERFORMANCE-BASED WORK STATEMENT (PWS)
1.0 DESCRIPTION OF SERVICES
This requirement is for Contractor Logistics Support (CLS) for the COLT Test System (CTS) from the Original Equipment Manufacturer (OEM), Lockheed Martin Rotary and Mission Systems (LMRMS); Orlando, FL.
1.1 Objectives
The Contractor shall perform:

The Contractor shall accomplish all tasks necessary to ensure system component availability and system performance of the COLT hardware and software system as defined in this PWS. This shall be accomplished in accordance with the CTS Performance Specification, Interface Control Document (ICD), and various other processes and procedures described herein. The CTS consists of a COLT Tester Unit (CTU) with power cable in the top lid assembly, a COLT Controller, Accessory Kit, and an Operation and Maintenance (O&M) Manual with Illustrated Parts Breakdown (IPB).
The Contractor shall place emphasis on reduction in repair times, minimize Product Quality Deficiency Reports (PQDRs) and ensure timeliness and accuracy of submitted document to the Government.
This requirement includes all Contractor activities required for support of the CTS to include Program Management, Engineering Services, Depot Repair, Software Sustainment and Travel. Modifications to CTS will be addressed on an as needed basis pursuant to Engineering Change Proposal (ECP) processes. The Contractor shall provide materiel and support services to include planning, operations support and repair. This support includes the procurement of all peculiar spares and consumables needed for sustainment activities of the CTS. These reparable assets shall be repaired to the applicable repair standards which includes marking and tagging all spares and replacement parts with the required serviceability documentation and compliance with maintenance and inspection requirements resulting from any special inspection programs.
The Contractor shall store repaired CTUs and Accessory Kits in a rotable pool. The Contractor shall ship CTUs and Accessory Kits from the rotable pool when guidance is provided by the COLT IPT at Robins Air Force Base. The Contractor shall maintain units in the pool in accordance with procedures approved by the cognizant Defense Contract Management Agency (DCMA).
This PWS provides contractor tasking for CLS in accordance with (IAW) requirements identified in Section 5.

The period of performance of the contract is ten (10) years; the contract will include a basic six month period with nine one-year option periods and a six month extension of services clause.
1.2 Benefit to United States Air Force (USAF):
This acquisition will benefit the USAF by ensuring COLT and Accessory Kit repair. These testers perform pre-armament loading requirements for the B-2 and F-22 aircraft. There are no other testers that can perform these requirements. The contracted efforts in this PWS shall ensure availability of the CTS to meet Air Combat Command (ACC) and Air Force Global Strike Command (AFGSC) requirements.
The previous requirement was performed under contract # FA8519-13-D-0003 which expires 29 Sept 2018. The Market Research was accomplished identifying only LMRMS as the candidate to perform actions called out in this PWS. The Source of Repair Assignment (SORA) 10-169 identifies COLT as a contractor repaired item.
This PWS documents the logistics sustainment requirements and tasks for LMRMS to fully integrate with other contractors to provide defined logistics support; to include both materiel and the services detailed in this PWS that are required to sustain the COLT fielded systems. All references of COLT IPT in this document refers to the Government.
1.3 Background:
The COLT is a manufactured test set from LMRMS; the COLT Software and the Verification Test Suite (VTS) is proprietary to LMRMS. It is a configurable multiple application based tester that integrates test industry architecture standards and Commercial Off-The-Shelf (COTS) test instrumentation with environmental packaging to meet military operational environmental requirements. It allows Air Force maintainers to perform maintenance tasks to verify the operational capability of aircraft armament and stores management systems, subsystems and armament components.
The Air Force acquired the COLT for both the B-2 and F-22 weapon systems, but did not purchase a “full data rights” package; therefore, only the OEM has the necessary data and equipment to maintain the CTS.
The Accessory Kit can be operated with either of the B-2 and F-22 weapon platforms and an Accessory Kit is provided for each CTU. The Accessory Kit contains a Portable Display Control Unit (PDCU) with battery charger, an external Disk Drive, self-tester adapter with cables and power head adapters. The PDCU is a Windows® based ruggedized laptop connected to the CTU via a PDCU cable assembly. The CTU contains all the system and self-test software necessary to operate and test the CTU as commanded by the PDCU. Test Program Set (TPS) applications may be stored on and executed from the CTU.
The purchase request number FD2060-17-30004 will be for the follow-on effort once the current CLS contract meets the end of its period of performance 29 Sept 2018. There are currently 99 CTUs and 101 Accessory Kits in the field; with an estimated 40 repairs per year of the COLT, 25 calibrations of the COLT and 20 repairs of the Accessory Kit. A reduction in repair actions is estimated to occur as the obsolescence resolution effort under contract (FA8519-13-D- 0003) is fully fielded and once the B-2 requirement is moved to a new tester, estimated to occur in the 2020 timeframe.

Quality System Requirements
5.0-4.6.2 No more than two Product Quality Deficiency Reports (PQDRs) submitted annually that is the fault of the Contractor as jointly agreed between LMRMS, the COLT Program Office, and DCMA. For CTUs and Accessory Kits, a PQDR is identified as a unit that ships from the rotable pool and fails during its initial incoming test at a base.
Contract Data Requirements List (CDRL) Deliveries
Through-out Document
All CDRLs shall be delivered accurately and within specified time limits unless delay is caused by the Government. If extension is required for delivery then written notice must be provided to the Government.
Contractor Manpower Reporting
15.0 Within 30 calendar days of contract/order award, the
Contractor shall establish a record for the contract/order in Enterprise-wide Contractor Manpower Report Application (eCMRA) including Order Data, Contact Data and Location Data.
The Contractor shall provide a count of contractor/subcontractor personnel performing services for each fiscal year and report all contractor/subcontractor labor hours required for performance of services for each fiscal year. All data shall be reported no later than October 31 of the following fiscal year.

5.0-4.6 100% compliance with the Contractor QMS is required.
3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 Contractor Responsibilities
The Contractor shall define all Government Furnished Property (GFP), Government Furnished Equipment (GFE), Government Furnished Material (GFM) and Services requirements necessary to execute the performance of the PWS requirements. The Contractor shall develop this list of requirements as part of the proposal effort. Revisions to this list shall be made by the Contractor throughout the period of performance of this contract. TPS needs will be coordinated with the COLT IPT for availability with either ACC or AFGSC.

The Contractor shall be authorized use of two GFE COLTs and two Accessory Kits in performance of requirements.
Authorization shall be granted on a rent free, non-interference basis. Usage of the COLTs and Accessory Kits are granted through the period of performance as indicated by contract. Liability for loss of loaned property is in accordance with Federal Acquisition Regulation (FAR) 45.101 and FAR 52.245-1. Maintenance of these GFE assets shall be chargeable to the contract. Upon completion of this effort, the GFE COLTs and Accessory Kits will be placed back into service and delivered as determined by the COLT IPT. All GFE supporting COLT, Accessory Kit or associated Test Program Set (TPS) activities shall be identified on the Repair or Modification Overhaul Status. (CDRL A022)
Full funding will be allocated upon contract award for the two COLT GFEs and two Accessory Kit GFEs for each option year. This will be a one-time billing for the GFE assets at the end of the option period. These assets are primarily used for lower level asset testing and aiding in troubleshooting field test failures for COLT and Accessory Kit sell off. Due to the necessary testing these assets endure, LMRMS Depot Operations will ensure that the Field Return Information (FRI) remain open through the annual period of performance. The Government assets will remain on open FRIs until sold-off, which will take place prior to the end of the period of performance. This will allow the assets to be continually tested with minimal delays. Additionally, these assets will be repaired throughout the period of performance and all repair actions will be documented on the FRIs. These GFEs will fall under the repair exclusion if any of the following events occur during testing: equipment judged Beyond Economical Repair (BER), flooding, fire, power surge, acts of nature or acts of terrorism.
The Contractor shall account for GFE receipt and usage and submit a yearly report to the Government via the Data Accession List (DAL). (CDRL A006)
3.2 Reporting Loss of Government Property
a) Definitions. As used in this clause— A. “Government property” is defined in the clause at FAR 52.245-1, Government Property.
B. “Loss of Government property” means unintended, unforeseen, or accidental loss, damage, or destruction of Government property that reduces the Government’s expected economic benefits of the property. Loss of Government property does not include purposeful destructive testing, obsolescence, normal wear and tear, or manufacturing defects. Loss of Government property includes, but is not limited to—
1) Items that cannot be found after a reasonable search;
2) Theft;
3) Damage resulting in unexpected harm to property requiring repair to restore the item to usable condition; or
4) Destruction resulting from incidents that render the item useless for its intended purpose or beyond economical repair.
C. “Unit acquisition cost” means—
1) For GFP, the dollar value assigned by the Government and identified in the contract; and
2) For Contractor-acquired property, the cost derived from the Contractor’s records that reflect consistently applied, generally acceptable accounting principles.
b) Reporting loss of Government property, DFARS 252.245-7002
A. The Contractor shall use the DCMA eTools software application for reporting loss of Government property. Reporting value shall be at unit acquisition cost. The eTools “Loss, Theft, Damaged and Destroyed (LTDD) of Government Property” toolset can be accessed from the DCMA home page External Web Access Management application at http://www.dcma.mil/aboutetools.cfm.
B. Unless otherwise provided for in this contract, the requirements of paragraph (b)(1) of this clause do not apply to normal and reasonable inventory adjustments, i.e., losses of low-risk consumable material such as common hardware, as agreed to by the Contractor and the Government Property

Administrator. Such losses are typically a product of normal process variation. The Contractor shall ensure that its property management system provides adequate management control measures, e.g., statistical process controls, as a means of managing such variation.
C. The Contractor shall report losses of Government property outside normal process variation, e.g., losses due to—
(i) Theft;
(ii) Inadequate storage;
(iii) Lack of physical security; or
(iv) “Acts of God.”
D. This reporting requirement does not change any liability provisions or other reporting requirements that may exist under this contract.
3.3 U.S. Government Property to be Provided
All associated COLT GFP, GFE, and GFM are documented accordingly on a GFM Loan/Lease Availability/ Supportability Request/Acquisition Assessment and GFP attachment. Upon completion of this contract all GFP, GFE, GFM under this contract shall be reconciled, dispositioned and transferred to the Government as directed by the Procuring Contracting Officer (PCO).
3.4 GFE, GFM, GFP Maintenance and Repair
The Contractor shall perform general maintenance of all GFE, GFM and GFP as part of the scope of this contract.
The Contractor shall coordinate and accomplish GFE, GFM, GFP repairs not identified in Section 5.0-4.2 as directed by the Government.
4.0 COMMERCIAL ASSET VISIBILITY AIR FORCE (CAVAF)
Not required for CLS contracts.
5.0 GENERAL INFORMATION
5.0-1 Program Management
The Contractor shall allow monitoring of this effort by Government IPT personnel or their designated representatives;
this includes access to facilities, meetings, and documentation used to accomplish the work.
5.0-1.1 Program Management Reviews (PMRs) The Contractor shall plan, coordinate and attend one Program Management Review (PMR) annually that shall be planned to last two (2) business days at the contractor’s facility in Orlando FL. Discussion topics shall include as a minimum; engineering topics, Integration Control Working Group (ICWG) and Technical Order Meeting, over the duration of this contract. The Government shall assign action items with suspense dates at the PMR. The Contractor shall develop the agenda, provide any needed resources and track action items for each PMR. The Contractor shall document and deliver meeting minutes in accordance with CDRL requirements and include all action items for each PMR within five business days of its conclusion. The Contractor shall participate in meetings and present data for Metrics Documents needed to support all PMRs. (CDRL A011, CDRL A012)
5.0-1.2 Sustainment Data and Metrics

The Contractor shall provide accurate sustainment data and metrics to program office delivered monthly. The Contractor shall initially manage three candidate metrics. (CDRL A026)
5.0-1.3 Diminishing Manufacturing Sources, Materiel Shortages (DMSMS) and Parts Obsolescence Management
5.0-1.3.1 Identification
The Contractor shall establish criteria and processes to determine the necessity of lifetime buys, outsourcing, or component or assembly re-design. The Contractor shall notify Government COLT IPT of DMSMS issues on a quarterly basis. DMSMS resolution will be worked in paragraph 5.0-2.3.2 of this document. (CDRL A023)
5.0-2 Engineering
5.0-2.1 Engineering Data The Contractor shall maintain and update all engineering data for current configurations of the CTS including production configurations, retrofit configurations, support equipment and spares procured. Engineering data includes drawings, Computer Aided Design (CAD) models, and associated lists. Items not newly developed shall be documented with control drawings, standard part number, vendor part number or identifying number and Federal Supply Code for Manufacturers, Commercial and Government Entity (FSCM/CAGE) code in accordance with the Department of Defense Standard Practice: Technical Data Packages (TDP) MIL-STD-31000 or American Society Mechanical Engineers Standards (ASME) Engineering Drawing Practices ASME Y14.100 format requirements. The Contractor shall ensure that equivalent engineering data requirements are flowed-down to sub-contractors, as applicable. (CDRL A016)
5.0-2.1.1 System Deployment and Maintenance
The Contractor shall maintain a CTS database that integrates existing and future electronic data including: 2D and 3D models with drawings, data sets, associated lists and engineering orders. The Contractor shall ensure that the integrity and currency of the CTS database is maintained.
5.0-2.1.2 Engineering Digital Data Access
The Contractor shall provide CTS data upon request. All released model data shall be available in native and neutral formats. Low cost viewing formatted models will also be made available when implemented by the Contractor. The Contractor shall ensure that source electronic data (data required to constitute full disclosure) is retained, retrievable, and usable for the life of the contract. The Contractor shall also provide access for operation and training documentation.

5.0-2.2 Configuration Management and System Engineering Management The Configuration Management Plan (CMP), 17601062 and the System Engineering Management Plan (SEMP), 17601060, shall be reviewed annually and updated as needed to maintain currency. The Contractor shall maintain a configuration management program including flow down to their sub-Contractors and sub-vendors. The plan shall separately address CTS configuration management and nuclear certification. (CDRL A002, CDRL A003)
5.0-2.2.1 Engineering Support
The Contractor shall provide engineering support related to maintaining form, fit, and function of CTS configurations during the period of this contract. These shall include, but are not limited to: preparation, submittal and incorporation of approved ECPs and BCRs. See paragraph 5.0-2.3.f for Program Problem Report (PPR) as related to BCR development.
COLT IPT will submit all BCRs to the Contractor via contract actions. Contractor shall submit Class II changes via

PPR for Government concurrence or drafting of formal Class I ECPs as requested by COLT IPT; Military Handbooks (MIL-HDBK)-61A (SE) shall be referenced to classify ECPs. (CDRL A020)
5.0-2.2.2 Configuration Control
The Contractor shall maintain configuration control of all CTS assets accountable under this contract. The Contractor shall continue to maintain the applicable As-Built Configuration List. Government approval, via Configuration Control Board (CCB), is required for any Class I change that impacts form, fit, or function. The Contractor shall submit all changes for classification concurrence and Nuclear Certification Impact review via a BCR. No changes will be approved without all required supporting technical data and documentation. Product drawing updates and changes shall be provided to the Government for any changes to drawings for BCR or ECP review purposes. (CDRL A004, CDRL A016)
5.0-2.2.3 Contract Change Proposal (CCP), Engineering Change Proposal (ECP), Baseline Change Request
(BCR)
The Contractor shall coordinate with COLT IPT on all ECPs. The ECP shall be developed IAW the COLT Performance Specification, 5PTA0086. Changes impacting baseline specifications will require Specification Change Notices (SCNs) as part of the ECP. The Contractor shall develop Contract Change Proposals (CCPs) to propose changes to the contract baseline documentation. The Contractor shall submit a request for variance to depart from Configuration Item (CI) or Computer Software Configuration Items (CSCIs) approved configuration documentation. (CDRL A004)
5.0-2.2.4 Configuration Status Accounting
Configuration items shall be subject to audit by the Government Configuration Manager (CM). The Contractor shall provide COLT IPT with authority to view upon request the Contractor's configuration management system, including methods for releasing documents, approving documents, and incorporating changes into documents.
5.0-2.2.5 Configuration Control and Parts Obsolescence Support
The Contractor shall:
a) Track vendor-generated hardware and software changes and notify the Government of all pending changes.
b) Recommend actions required to address configuration change or obsolescence issues. (Actions may include, but are not limited to, qualification of components for use on the COLT.)
c) Review other COLT items for potential impact resulting from change in configuration or obsolescence issues.
d) Identify alternate items and or alternate supplier sources.
e) Respond to requests from logistics agencies for engineering support.

5.0-2.2.6 Configuration Identification and Release
The Contractor’s engineering release system shall reconcile engineering work authorizations to changed internal or contractual requirements; verify engineering documentation has been revised and released in accordance with changed internal or contractual changes, and assure engineering changes have been incorporated into the product as required by released engineering documentation.
a) ECPs must be addressed in the monthly status reports. (CDRL A001)
b) The Contractor shall maintain configuration control of the CTU hardware, software, firmware, and the associated documentation.
5.0-2.3 Sustaining Engineering Investigation
The Contractor shall provide sustaining engineering and technical services supporting the COLT fielded system.
Engineering and technical services shall include:

a) Investigation and analysis for anomalies and deficiencies identified in the COLT fielded systems.
b) Identify Contractor validated hardware and software engineering changes to resolve anomalies and deficiencies reported. In cases where deficiencies or inaccuracies exist in the Technical Order (T.O.s), propose technically valid and coordinated corrections via source data or technical data.
c) Provide coordination on T.O. changes submitted as the result of field operations or experience, Engineering Dispositions (107 Process per T.O. 00-25-107), Time Compliance Technical Order (TCTOs), or other submissions of Technical Manual Change Recommendation and Reply.
d) The Contractor shall provide sustaining engineering in support of user operations and maintenance, and performs analyses to sustain Operational Safety, Suitability and Effectiveness (OSS&E) of the CTS as directed by the COLT IPT.
e) The Contractor shall provide event driven support, such as assisting in mishap and requests for engineering services.
f) The Contractor shall provide the COLT IPT the PPR by email for suggested improvements. The PPR will also estimate hours needed for BCR development. (CDRL A020)
g) The Contractor shall provide field repairs on a very limited basis when an agreement between the Government COLT IPT and the Contractor has been reached. This is to allow very minor repairs required inside the COLT chassis which is beyond the field capability. The Government assumes the risk of not running the repaired asset across the Verification Test Suite (VTS), and if asset subsequently fails it will be brought in for repair.
h) After initial bench checking of a returned asset the Contractor will discuss all CNVs with the Government office for disposition decision. If further work, root cause analysis, is decided upon then prior to starting work on said asset the Contractor shall submit a contractor format, CNV Form (CDRL A020) for Government review. If the Government concurs with further CNV investigations, a Request for Proposal (RFP) will be forwarded to the Contractor through contracting channels.
5.0-2.3.1 Could Not Verify (CNV) Support
The Government will place an order to proceed with CNV work if decided upon. This action is to monitor engineering hours to ensure overall asset repair costs remain viable.
COLTs that are determined to be CNV at the repair facility and then shipped to the field and have a subsequent failure will not be classified as a PQDR asset.
5.0-2.3.2 DMSMS Resolution The Contractor shall perform the necessary activities to present certified use resolutions to the identified DMSMS items for fielded COLT system hardware, which shall be identified through the BCR or ECP process when needed.
This activity shall include any impacts to spares, retrofits, and repairs. These efforts shall define possible solutions for any DMSMS issues, including technical, cost, and schedule impacts for implementation. Should re-design or resourcing of hardware be the only solution due to parts obsolescence, then the Contractor shall notify the Government and provide any potential supportability impact(s) and identify the Non-Recurring Engineering (NRE) funding that shall be required to complete this effort via Rough Order of Magnitude (ROM). Any replacement part with potential cybersecurity impact shall be identified to the Government with proper technical specifications. The Contractor shall assist with the engineering support for replacing common items and certify for the use within the CTS as well as comply with paragraph 5.0-2.2, Configuration Management of this document. 5.0-2.4 Interface Control Working Group (ICWG) The Contractor shall take part in a Government established ICWG, which also includes COLT TPS suppliers. The ICWG will convene in conjunction with the PMRs and on an as-needed basis. The intent is to discuss and modify ECP Class I and Class II changes or other Weapons System and TPS updates or changes, to ensure no adverse system integration impacts exist among equipment prior to incorporation.

5.0-2.5 COLT Interface Control Document (ICD) The Contractor shall utilize the CCP or ECP process to update the COLT ICD, ES122140, and retain electronic copies of ICD revisions. Government is the approval authority for all changes to the ICD. ICD changes will be separately-funded as part of a tasked activity.
5.0-2.6 Deficiency Reporting and Investigation The Contractor shall respond to all deficiency reports generated in accordance with T.O. 00-35D-54, United States Air Force (USAF) Deficiency Reporting and Investigating System. The Contractor shall perform an investigation to identify the cause of the deficiency and take appropriate corrective action for manufacturing deficiencies. The Contractor will identify causes attributable to design deficiencies, and recommend appropriate changes.
5.0-2.7 Nuclear Certification Nuclear certification shall be in accordance with Air Force Instruction (AFI) 63-125, Nuclear Certification Program, and the approved Certification Requirements Plan (CRP). The Contractor shall provide documentation for all Nuclear Certification Impact Statement (NCIS) required for Class I changes. All Class II changes shall be evaluated by the Government. Documentation of proposed changes and the impact of the changes with focus on all Design and Operational Certification Impacts (reference AFI 91-103 Air Force Nuclear Safety Certification Program, AFI 91-107 Design, Evaluation, Troubleshooting and Maintenance Criteria for Nuclear Weapon Systems, Air Force Manual (AFMAN) 91-118 Safety Design and Evaluation Criteria for Nuclear Weapon Systems and AFMAN 91-119 Safety Design And Evaluation Criteria For Nuclear Weapon Systems Software) will be addressed as applicable to the item. If the changes require an update to the nuclear certification of the CTS, the Contractor shall provide deliverables for continued nuclear certification IAW AFMAN 91-118 and AFMAN 91-119, including analyses and reports listed in the signed CRP. 5.0-2.8 COLT Field Support The Contractor shall provide field support by telecom or email during normal business hours 9am-5pm EST. The field support shall be a single Point of Contact (POC) for the USAF to obtain emergency, technical or engineering support for all fielded COLT assets. The field correspondence shall be provided between the Contractor and field personnel via telephone or email communication. The Contractor shall establish procedures so that accurate expert technical advice will be available to field personnel via coordination with the program office.
Travel shall be limited to anomalies needing on-site support and coordinated with COLT IPT.
The Contractor shall provide customer services support, management functions, processes, integration, and planning requirements necessary to support the COLT Fielded Systems.
5.0-2.9 Technical Publications Updates All updates derived from source data shall conform to the general style and format requirements of the manual being updated with changes being distinctively marked using the Contractor’s format. Technical Manual (TM)-86-01P is only provided as a guide. All efforts required for these changes shall be separately funded as part of the Class I ECP.

The Contractor shall provide input for TCTOs, not driven by ECP actions, prior to the Government formalization and input into the Resource Management Information Systems (REMIS) data system, T.O. 00-5-15, TCTO Process.
Access for required COLT technical documents shall be requested through the COLT IPT. The Contractor shall contact the COLT IPT for updated CPINs as needed.

5.0-2.10 Reliability Program The Contractor shall provide a Reliability Program, which shall:
a) Provide an interrelationship between reliability and failure results. Utilize failure data to identify reliability performance trends. Provide a database for recording, tracking and reporting the status of actions to resolve problems.
b) Assess impact of PPRs on instruments or assets utilized in the CTS to ensure existing reliability performance levels are maintained.
c) Identify reliability problems, impact on system performance, and provide recommended solutions.
d) Monitor vendor reliability to ensure their products meet or exceed current reliability performance and ensure implementation of corrective actions resulting from the reliability program.
5.0-2.11 Reliability and Maintainability (R&M)
The Contractor shall perform and document reliability and maintainability trend analyses using data collected from field operations. The Contractor shall respond to inquiries from the COLT IPT regarding performance metrics of the CTSs.
R&M analyses shall be conducted to identify causes for higher than anticipated failures. Recommendations for R&M improvements to subsystems or Shop Replaceable Unit (SRU) shall be submitted to the COLT IPT. The Contractor shall provide, update and maintain a failure reporting and corrective action tracking database to identify the root cause of failures and identify corrective actions. The Contractor shall provide R&M input, analyses, and recommendations in support of working group activities needed as the result of failure and deficiency investigation issues identified during field operational use. The Contractor shall prepare and deliver quarterly PMR Metrics to assist the Government’s requirement to fulfill the Outcome 15 report for the Air Force Nuclear Weapons Center (AFNWC). This report highlights subassembly failures by component for the top 5-7 drivers as determined by the Contractor, or agreed upon failures that need to be highlighted with the COLT IPT. The Outcome 15 report is in AFNWC format. (CDRL A021)
5.0-2.12 Counterfeit Electronic Parts
The Contractor shall establish and maintain a counterfeit electronic part detection and avoidance system to mitigate the risk of counterfeit electronics parts being installed in end items or otherwise entering the USAF/Department of Defense (DoD) inventory.
The system shall incorporate processes and procedures to address the requirements listed in accordance with the DFARS 252.246-7007 Contractor Counterfeit Electronic Part Detection and Avoidance System and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. The Government's review of the Contractor’s system will be accomplished as part of the evaluation of the Contractor’s purchasing system in accordance with the DFARS 252.244-7001 Contractor Purchasing System Administration and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract.
5.0-3 Software
5.0-3.1 Software Maintenance and Accreditation Malicious Logic. In accordance with T.O. 33-1-38, Cybersecurity for Automatic Test Systems and Automatic Test Equipment, the Contractor shall promptly report any incident meeting the requirements as defined in Section 14 Cybersecurity Incident Reporting, to the USAF and cooperate with USAF investigations. Affected assets shall be immediately quarantined. logic. After regular duty hours, the Contractor shall notify Robins Air Force Base (AFB) Command Post at 478-327- 2612. The Contractor shall not perform any remedial action of affected AF equipment without direction from the PCO.
As required, all follow up conversations will be conducted by secure means. After notification is made, and with COLT IPT engineering direction, the asset shall either be;
a) Disposed of using the COLT IPT‘s Equipment Specialist direction
b) Sanitized per T.O. 00-33B-5008, Chapter 4, using a National Information Assurance Partnership (NIAP) product at an Evaluation Assurance Level (EAL) greater than four or a National Security Agency (NSA) approved product and provide a certificate of sanitization for each hard drive. (CDRL A028)
Contractor shall adhere to T.O. 33D5-12-243-8-1 for program specific cyber security guidance.
Protecting Controlled Unclassified Information. The contractor shall follow DFARS Clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting to implement National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, Rev 1, “Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations” to safeguard covered defense information that is processed or stored on their internal information system or network.
Malicious Logic Protection. The Contractor shall validate the integrity of all incoming and outgoing non-volatile storage devices via utilization of human and technological preventative measures, such as good cyber hygiene and virus scanning to ensure devices are free of malicious logic. (AFMAN 33-282, 27 March 2012, pp 6.5)
Removable Media. The Contractor shall ensure all removable media devices (hard drives, thumb drives, CD, etc.) are free of malicious logic before and after use. (AFMAN 33-282, pp 6.5.6)
Authority to Operate (ATO). The Government COLT PM is responsible for ensuring the COLT System maintains an ATO by renewing ATOs when required. A plan of actions and milestones (POA&M) will be issued with each ATO, outlining a timeline for when cybersecurity controls must be implemented. The Contractor shall maintain a robust information assurance program that is detailed in a written Contractor’s Cybersecurity plan. The Contractor shall write documents in support of the ATO as required by the COLT PO. (CDRL A013)
The Contractor shall adhere to Department of Defense Directive 8500.01, Cybersecurity Implementation and Joint Service Implementation Guide Rev 4.
5.0-3.2 Software All proposed software updates shall be reviewed through the ICWG process (Para. 5.0-2.4) prior to update as a Class I or Class II ECP. The Contractor shall update all associated documentation and submit Requests for the Computer Program Identification Number (CPIN) IAW T.O. 00-5-16. The COLT has the capability to connect with external drives and shall be treated as having an Open System Architecture. All CTU associated software installed on COLT or the PDCU shall be identified by CPIN and maintained in the applicable Government Software Library for the Contractor to access executable CPINS. When COLT software is required it shall be requested from the COLT IPT. (CDRL A014, CDRL A015)
5.0-3.3 Software Maintenance and Inventory
a) The Contractor shall perform Preliminary Design Analysis, coding and update engineering documentation, in preparation for all testing of the software sustainment activities during the period of performance.
These efforts include all CSCI and support equipment identified with the CTS. The engineering documentation consists of a complete software change list, Interface Control Document and System Version Document (if applicable). (CDRL A005, CDRL A015)
b) The Contractor shall minimize software rework.

c) A list of software licenses and expiration dates by CTU shall be kept current and made available as requested via the DAL for Government review for GFE consideration. This information will be captured on an attrition basis as CTUs cycle through the depot beginning with the start of the base CLS contract.

d) Any documentation, data, or software purchased or developed to substantially accomplish this task shall be delivered with the rights specified in Identification and Assertion of Use, Release, or Disclosure Restrictions DFARS 252.227-7017. (CDRL A006)
5.0-3.4 Software Version Description Documentation The Contractor shall plan for a software release to correct non-urgent updates every two years, urgent software releases to occur as needed. These software releases may be exercised by the Government on an “as needed basis” (see Appendix 5). For the software sustainment efforts being released, the Contractor shall provide the Government with one copy of all updated operationally loadable (executable) software and corresponding System-level Software Version Description Documents, and recommended T.O. changes as required concurrently with each software release as defined in this PWS. 5.0-3.5 Software Release The Contractor shall utilize current and established COLT processes to qualify and release software according to an applicable test plan. The test plan shall support planning and execution of testing phases to field the updated software products. For the software sustainment build efforts being released, each release will include: Systems Specification Document, TCTO’S and T.O. changes. Once a Cybersecurity Test Plan is complete, there shall be a Cybersecurity Test Report. (CDRL A007, CDRL A018, CDRL A019, CDRL A020, CDRL A030, CDRL A031)
Note: COLT IPT shall request software builds estimates through the BCR or ECP process.
Estimate a software release every two years up to 2,000 lines of code, but can vary based on the required changes.

NOTE 1: Induct, Investigate, Perform Preventative Maintenance, Re-calibrate, Test on VTS, and Sell-off will be standard shop practices on all COLTS.
NOTE 2: Each Accessory Kit repair shall be accomplished utilizing serviceable stock of GFM spare subcomponents as listed in the Category Level 3 column plus a price for each kit sent to the field to cover required shipping, quality inspection, and testing activities. Replaced subcomponents shall be placed in unserviceable stock until a delivery order is received to repair the individual assets.
For Level 3 repairs, the Contractor shall coordinate with the COLT IPT engineer and develop a list of replaceable items that the PProgram Ooffice could allow the field to replace on a conditional basis. These subcomponents will be priced out separately.
For this PWS, no warranty of assets shall be provided from the Contractor. Exceptions will be based on Contractor’s ability to get warranties on replacement parts from vendors performing component replacement within the CTS. This will be coordinated with COLT IPT.

If the COLT IPT requests the Contractor to deviate from their regular repair and preventative maintenance process, the COLT IPT shall assume the risk of the CTU or Accessory Kit failing.
5.0-4.2 Depot Level Repair The Contractor shall coordinate, schedule, and accomplish repairs of COLT and support components. The COLT IPT shall prioritize repair of assets with Contractor as need arises. The Contractor shall enter all repair transactions into appropriate database. The Contractor shall designate a Single Point of Contact (SPOC) who acts as the focal point to the Government.
The Contractor shall maintain the COLT depot at LMRMS in a condition where it is capable of operation. This maintenance includes calibration and repair of laboratory instruments, replacement of obsolete instruments, changes to software and instrument drivers (as related to the COLT test set, not the TPSs), and maintenance of all test stands and simulators related to COLT.
The Contractor shall perform a virus scan upon receipt and prior to shipment of the COLT and PDCU using up-to-date virus scanning software.
The Contractor shall develop a plan which covers the tasks of Contractor’s responsibilities to provide timely repairs governed by the applicable Contractor’s drawings and specifications. (CDRL A013)
